Amendment 4: Responses to Request for Information

Information to Bidders:

CHANGES TO DRAWINGS: Listed below are narrative descriptions of modifications to be made to the drawing. The drawing with the modification described below will not be issued with this addendum:

DWG NO SHEET NAME/NARRATIVE REVISION

C-030 PERIMETER FENCE LAYOUT PLAN BB SITE

The Perimeter Fence location and type shown on Sheet C-030 starting at Point K and proceeding southwest to 50 feet before Point R (Approximate Distance 1305 feet) shall be a K12 Rated Perimeter Fence. The K12 Fence must match elements including: chain link fabric, barbed-wire apron on extension arms and height as the remaining FE 7 – Security Fence shown on Sheet C-074 detail 4. The requirements to meet K12 rating must be integrated into the fence construction so that the fence looks like one system and not two separate systems back to back. The K12 fence must meet the following specification:

Fence Barrier systems must be Department of State (DoS) certified or Department of Defense (DoD) approved anti-ram vehicle barrier. Crash test must have be performed and data compiled by an approved independent testing agency in accordance with either ASTM F 2656 or SD-STD-02.01. Barriers tested and certified on the previous Department of State standard, SD-STD-02.01 and listed on the DoD approved anti-ram vehicle barrier list are also acceptable.

The DoS publication SD-SDT-02.01, Rev. A Test Method for Vehicle Crash Testing of Perimeter Barriers and Gates dated March 2003 in which Impact Conditions are:

Condition Designation – K12

Vehicle Weight – 15,000 lb

Impact Speed – 50 mph

Kinetic Energy – 1,250,000 ft-lb

Level 2.0 Vehicle and cargo are to be stopped although vehicle partial penetration and/or barrier deflection of up to 20 feet is permitted.

Chain link fabric for K12 fence and FE 7 security fence shall be attached to terminal posts with stretcher bars and tension bands. Bands shall be spaced at approximately 15 inch intervals. The fabric shall be installed and pulled taut to provide a smooth and uniform appearance free from sag, without permanently distorting the fabric diamond or reducing the fabric height. Fabric shall be fastened to line posts at approximately 15 inch intervals and fastened to all rails and tension wires at approximately 12 inch intervals.

Fabric shall be cut by untwisting and removing pickets. Splicing shall be accomplished by weaving a single picket into the ends of the rolls to be joined. After the fabric installation is complete, the fabric shall be exercised by applying a 50 pound push-pull force at the center of the fabric between posts: the use of a 30 pound pull at the center of the panel shall cause fabric deflection of no more than 2-1/2 inches when pulling fabric from the post side of the fence; every second fence panel shall meet this requirement; all failed panels shall be re-secured and retested at the Contractor’s expense.

Shop Drawings submittal will be required that show on the drawings proposed layout, details and anchorage for government approval. K12 Rated Certifications must also be submitted.

Responses to Request for Information

61) Question: Please confirm whether adjustable masonry anchors specified in Section 04 20 00 paragraph 2.8.4 can be mechanically fastened to structural steel utilizing powder actuated fasteners in lieu of welding.

Answer: Masonry anchors shall be welded and not mechanically fastened to structural steel per the specification.

77) Question: Please refer to detail 2 on A-098. This detail shows a 2” mud mat under the slab at the substation vault and says to refer to structural drawings for the mud mat. The structural drawings do not show the mud mat. Please confirm if a mud mat is required.

Answer: The mud mat is required for the installation of the waterproofing. No specific structural details are required for the construction of the mud mat. Please refer to the concrete specification for the concrete material and installation requirements.

87) Question: Please refer to drawing S-028, General Note 5. It states concrete shall have a minimum 28 day compressive strength of 4000 psi. Specification Section 31 63 29 (Drilled Concrete Shafts) lists a compressive strength of 5500 psi. Please confirm the drilled concrete shafts are to have a compressive strength of 5500 psi and all other concrete at the substation is to have a compressive strength of 4000 psi.

Answer: The drilled concrete shafts shall have a compressive strength of 5500 psi per the specification and all other concrete at the substation is to have a compressive strength of 4000 psi.

91) Question: There seems to be some conflict between the specifications and drawings for what is required for masonry reinforcement and locations of bond beams. Please refer to spec section 04 20 00

1.2.1.2 for information on masonry reinforcement as labeled “Seismic Requirement”. Please confirm if the reinforcement shown on the drawings is to supersede the masonry reinforcement required per section

1.2.1.2 and if the locations on the drawings are to supersede for the locations of bond beams (specs call out for a bond beam on top of all footings while typical details on S-012 do not indicate this).

Answer: The information for VERTICAL reinforcement shown on the drawings shall govern over what is stated in the specification. Where no reinforcement is shown, in the drawing details the requirements of the specification shall apply. All requirements for horizontal joint reinforcement shall apply as stated in the specification. A bond beam is not required at the top of footing.

178) Question: Specification 07 81 00 3.6 states that the Contracting Officer shall select an approved testing agency and that the cost shall be borne by the Contractor. For this case, and similar ones that may be included in other spec sections, where the Contracting Officer selects the Testing Agency, but the costs are borne by the contractor, please provide an allowance.

Answer: This should read that the Contractor will be responsible for the testing not the Government. The Contractor is responsible for selecting the third party for testing.

198) Question: Please confirm that builder’s risk insurance will not be provided by the Owner and that bidders should include costs in their proposals for the builder’s risk insurance.

Answer: Government does not cover Builders Risk Insurance
