About this file
This is a Questions and Answers document providing clarifications on technical specifications and project requirements for the ODF-T FY26 Sac River Access Roadwork solicitation. The document addresses 12 inquiries from prospective bidders regarding construction specifications, material requirements, and project timeline details.
Key technical clarifications include: asphalt mix specifications are located in section 2.1 of specification 32 11 26; tack coat oil type and application ratios are found in sections 2.3, 3.3, and 3.5.3 of specification 32 11 13; shoulder material specifications are detailed in section 2.1.2 of specification 32 11 23, with written specifications taking precedence over drawings; and required asphalt thickness is 4 inches per drawing CP 502 A1. Curbs are to be removed and replaced as identified during pre-inspection, with the Government supplying replacement curbs and contractors responsible for any damage incurred during removal or replacement. Project timeline clarification indicates the Notice to Proceed will be issued following submittal approval and contractors will have 270 days from NTP to complete all work. The document confirms no demolition work is required on option line item 0004 and that no formal surveying and staking services are included in the contract, though visual site condition surveys are required. Compaction requirements specify that aggregate placement requires only proof-rolling verification using rubber-tired equipment exceeding 6,000 pounds, and optional line item 003 requires a 2-inch minimum depth using existing grade without specific elevation or station requirements.

Questions and Answers #2:
1. Confirm the asphalt mix specifications required for this location- Can be found in 2.1 of 32 11 26.
2. Where can tack coat oil type and application ratios be found- Can be found 2.3,3.3 and 3.5.3 of 32 11 13
3. Shoulder material being specified (type and section details) - This can be found at 2.1.2 of 32 11 23, the writing specs will always supersede the drawing package.
4. What is the total lineal footage of curbs- Curbs are to be removed and replaced there is no additional curbs to be added.
5. Confirmation of curb type (CG1 vs. CG2)- CP 101 shows original curbs installed, any replacement curbs will be identified at the pre-inspection and the Government will supply any replacements needed. If damage happens during the removal or replacement of said curbs the contractor will be responsible for those.
6. Please confirm the required asphalt thickness. - See CP 502 A1 Typical HMA road replacement, it states 4 inches.
7. Confirm anticipated project start date - Notice to proceed will be issued after submittals have been approved.
8. Confirm anticipated project completion date - The contractor will have 270 days after NTP to complete work.
9. Confirm there will be no demolition on 0004 option line item. No demolition on this option, great job reading all materials provided. Those drawings are for reference only.
10. On sheet ID CP503 in the notes, Number 3 says that the compaction will be determined later, depending on the movements of the equipment. Will there just be a proof roll? - Material is compacted as long as a rubber-tired vehicle or equipment weighing more than 6000 pounds does not displace the newly placed aggregate. So it is essentially just a proof roll to verify that aggregate has some compaction.
11. On option line item 003, is it just a 2-inch minimum using the existing grade? Or are there elevations and stations somewhere? - Just a 2” minimum using the existing grade.
12. Are there any cross sections or elevations that have been taken so I can send a surveying company to allow accurate surveying measurements? I am sure this contract requires surveying and staking. There is not a surveying and staking for elevations on this contract. The word survey does appear in the contract but that refers to visual survey of the site conditions.
