About this file

This file is a Questions and Answers document for the Harry S. Truman Lake Project Sac Access Roadwork solicitation. The Q&A addresses three key technical clarifications: (1) confirming that seal coating is required as part of the project, which can be found in CLIN 0005 of the Bid Schedule, (2) clarifying that sealer material heating requirements are flexible if the proposed product meets specifications without heating, and (3) specifying that manufacturers must submit a Technical Data Sheet (TDS) for material approvals, with Safety Data Sheets (SDS) not being an acceptable substitute.

The related federal contract opportunity is a U.S. Army Corps of Engineers solicitation (W912DQ26QA009) for roadway and parking lot rehabilitation at the Harry S. Truman Dam & Reservoir. The project requires a contractor to provide all necessary labor, equipment, and materials for complete installation. The estimated contract value ranges between $100,000 and $250,000, with a performance period of 270 calendar days. The procurement will be conducted as a full and open competition under NAICS Code 237310, with bid bonds required at 20% of the bid price or $3,000,000, and payment and performance bonds needed for 100% of the awarded contract.

Questions and Answers #1:

1. Question: In addition to the specified crack filling, is a sealcoat application also required as part of this project?

Yes, the Harry S. Truman is looking to have seal coating as well. Please see details in the supplemental Bid Schedule on CLIN 0005.

2. Question: Regarding section 2.3.1, is it mandatory to heat the sealer material before application?

If the product your company is proposing can be applied at ambient temperature and does not require the need for heating, then section 2.3.1 regarding heaters is not applicable as long as it meets all our requirements of the specification.

3. Question: What is the correct document to submit for material approval?

A manufacturer's Technical Data Sheet (TDS) or Product Data Sheet is required for all material submittals to verify that the product meets the specifications. A Safety Data Sheet (SDS) is not a substitute for a TDS, as it does not contain the necessary technical performance information.
