Stockton Lake Project

Pre Proposal Site Visit Herbicide/Vegetation Management Questions and Answers

Attendees: Caleb Young, USACE; Stanton Rains, USACE; Samir Kumar, Lawrence Pest Control.

Q: What chemical are you going to require being used in the Lagoons? There are many different types that have different types of kills. Some will only kill what you see and vegetation will grow back and others have a residual kill that will control vegetation much longer.

A: In the past a chemical called Sonar has been used that provided a longer residual kill in the Lagoons which is what our intent is as they will only be treated once per year.

Q: Is it possible for the contractor to park their equipment in a secure area on government property overnight?

A: Typically we do not allow storage of Contractor equipment inside of secure areas on government property?

Q: The PWS requires a Category 3 certification which is for ornamental and turf areas such as lawns, none of the areas in the contract really fall under that category? Would a Category 6 license for right of way spraying be acceptable as well?

A: A Category 3 License will be required for this contract as many of the areas that are being treated are located in park mowing areas with established turf.

Q: Does the contract require us to spray the entire trail at Crabtree Cove?

A: No. The contract only requires application of herbicide on the trailhead parking area not the entire trail.

Attendees: Caleb Young, USACE; Stanton Rains USACE; Eddy Goetz Turf Design Inc.

Q: Do all employees working under this contract need to be certified applicators?

A: No, but at least one employee on site while work is being performed must be a certified applicator.

Q: Do areas need to be blanket sprayed or spot sprayed?

A: In the past blanket spraying of the gravel areas around campsites with a pre-emergent has been effective in controlling vegetation for a longer period in these areas where it can be a challenge to spray when sites are occupied by campers. That being said the overall goal is 99% vegetation control with the method being left up to the contractor.

Q: What size of crew has typically been used to perform this work?

A: It may be different depending on the Contractor. It is up to the Contractor to determine crew size needed to meet the requirements of the contract.

Q: What is the occupancy rate like in the campgrounds where work will need to be performed?

A: typically starting on Fridays most campsites begin to fill up and occupancy is high on the weekends during the recreation season. During the week Monday through Thursday occupancy is fairly low making this the ideal time for application in campground areas.

Q: What is the number of applications for this contract?

A: There is a minimum guarantee of three (3) rounds of herbicide application in all areas under CLIN 0001AA. One (1) round of application at sewage lagoons, CLIN 0001AB, will be performed and three (3) rounds of application will be performed on Dam Rip Areas CLIN 0001AC.

Q: How long will the Government allow vegetation to grow before herbicide application is ordered?

A: There is no set standard on how long the Government will allow vegetation to grow before an order is made, however it is our intent to control the growth of vegetation in these areas so orders will be made when it is deemed that vegetation is present that requires application of herbicide to keep unwanted vegetation to a minimum.

Q: Is the use of ATV’s or UTV’s approved for performing this work?

A: Due to accessibly challenges in some of the areas we do allow the use of ATV’s and UTV’s with spraying equipment as this is the best way to access them.

Questions and Answers

Q: When were the areas last treated?

A: September 2017

Q: Can we get maps of the area prior to bidding?

Questions and Answers

Q: Since the CLIN line says "season", how would we invoice for the work since the control period is 6 months long?

A: Billed once per month during 6 month season (April-September)

Q: What is the size of the project in acres?

Q: Can we get maps prior to bidding?

A: We are not providing maps for this, if a perspective contractor is interested they can schedule a site visit.

Q: The solicitation mentions areas of full coverage in the PWS, however in the listing of the areas to be treated, the full coverage areas are not indicated. Can you please identify the areas that require full coverage?

A: There are no specific areas of "full coverage", the contractor will be required to keep an area "vegetative free" as defined in the PWS.
