2. Contract or Task Order Title. “311th MI BN ARO building 600, JBER, Alaska” network cable layer 1 ISP (Inside Plant), ICIDS (Integrated Commercial Intrusion Detection System), and ACS (Access Control System) ISO (in support of) open storage accreditation.

3. Background. U.S. Army 311th Military Intelligence Battalion, ARO (Alaska Resident Office), is responsible for Intelligence Support, Force Protection, Counterintelligence (CI), and Human Intelligence (HUMINT) operations across U.S. Army Alaska. ARO recently acquired building 600 (basement office) in Joint Base Elmendorf Richardson (JBER), Alaska. Hence, the building 600’s ISP network cable infrastructure, ICIDS, and ACS must be fully mission capable of supporting ARO assigned operations and missions. The installation must be compliance with the DoD, Army, and other applicable regulations, policies, and standards that are annotated in Appendix A. Integrated Commercial Intrusion Detection System (ICIDS) is the Army standard for Department of Defense (DoD) intrusion detection. An Intrusion Detection System provides early warning of an intruder; precludes unauthorized entry; and prevents the introduction of harmful devices, materiel, and components. If vulnerable activities are not protected by an Intrusion Detection System (IDS), Arms Rooms and SCIFs would have to provide armed guards for their areas, Mission Essential Vulnerable Areas (MEVAs) would be unprotected, and money handling activities would see an increase in theft and vandalism. ACS will be directly support ARO’s physical security program IAW AR 190-13 which aspects include verifying identification conducting background checks and establishing Access Control Points (ACPs). ISP Network Copper and Fiber Optic cables installation will be in support of NIPRNET and SIPRNET connections.

4. Objectives: The contractor shall provide the required materials, labors, and perform identified tasks within SOW for ISP Network cables ISO NIPRNET and SIPRNET connectivity. All repair and installation efforts shall be in accordance with DoD, Army, and the industry standards mandated by public-law 104- 113, section 12 “Standards Conformity” (ANSI TIA/EIA telecommunications standards) as listed below.

For ICIDS and ACS, the contractor shall procure, provide the required materials, install, and test Honeywell Vindicator ICIDS and ACS designed to meet or exceed AR 380-5 and JBER – Air force standards within BLDG 600, JBER, Alaska. Systems must be fully integrated into JBER – Air Force control IDS and ACS infrastructure and tested system performance verification in order to provide early warning of an intruder to active monitoring station, as well as all programming and integration of the receiver system per JBER base requirements for a fully functional and operational system.

5. Scope: The Contractor shall provide, install, program, integrate, commission, and test Honeywell Vindicator IDS, and ACS designed to meet or exceed AR 380-5 within building 600, JBER. In addition, the Contract shall provide the required material for repair, install, and test the 311th MI BN, ARO telecommunications infrastructure installation – ISP layer 1 network cables implementation as described in this SOW. All work shall meet or exceed Army regulations, and Unified Facility Criteria (UFCs). The contractor shall comply with all applicable codes for DoD facilities as stated in UFC 1- 200-01 and unified facilities guide specification (UFGS) 28 20 01.00 10. In general, Telecommunications Industry Association standards and best industry standard installation practices will be used to meet requirements set forth in this SOW. This effort will include both Inside Plant / distribution cabling and premise cables install IAW the standards, codes and instructions listed below. Below is a list of required tasks:

6. Performance Requirements:

The items listed below apply to task 6.1.

1. Maximum compliance with the most current version of ANSI/EIA/TIA Standards as well as all other directives (i.e JBER – Air Force) standards listed in below Appendix A will be followed on all work performed under this effort.

2. Timelines & schedules are directed via the Technical Representative (TR) or contracting officer (KO).

3. Adhere to all federal and local safety standards and regulations.

4. Provide post-install “redlined” Installation Design Plans for installed work associated with this installation effort.

5. Provide completed, legible deliverable documents to include copper/fiber test results of all installed infrastructure. Provide digital “soft copy” test results in accordance with of the standards, codes and instructions listed in below.

6. Documentation and Performance. 311th MI BN, ARO shall have unlimited rights to, and ownership of all deliverables provided under this Task Order, including reports, recommendations, briefings, work plans and all other deliverables. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, Definitions.

7. Formal Acceptance or Rejection of Deliverables: The Government will have five (5) business days to review each document and provide feedback/comments. The contractor shall have five (5) business days to incorporate comments. Delivery of final document with incorporated comments shall constitute acceptance by the Government.

6.1 ISP Layer 1 Network Cable, IDS, and ACS:

Task 1: Telecommunication Infrastructure Installation:

In building 600, the contractor shall perform the following tasks in according with (IAW) enclosure#1:

NIPR Cabling

a) Test, repair, and/or re-terminate already installed (36) CAT6 unshielded plenum rated cable with green jacket the ARO work area outlets in Bldg. 600.

I. When the already installed cables are unrepairable, provide and install the required CAT6 cable.

b) Verify and validate (1) 48 port Unshielded patch panel loaded with unshielded jacks.

I. Repair and/or replace broken materials.

c) Test, and validate already installed (36) Unshielded CAT6 RJ45 jacks with green trim.

I. Repair and/or replace broken materials.

d) Verify and validate already installed (18) 2 Port faceplates.

I. Repair and/or replace broken materials.

e) Test, repair, and/or re-terminate already installed CAT6 cables on the patch panels in the NIPR cabinets.

SIPR Cabling

a) Verify and validate already installed (1) CCH-04U inside Secure Cabinet.

Pathway

b) Provide and install J-hooks where necessary and where dictated by standard.

c) Verify and validate that already installed pathways are separated by at least 3ft IAW AR 380-5, 25-2, & TEMPEST requirements. The pathways will allow NIPR and SIPR cables to cross the hallway from the far side of the hallway to the new ARO COMM room (Room B53).

I. If there is no 3ft of separation between NIPR and SIPR cables pathway, repair and/or replace the required cables.

d) Provide and install surface mount raceway where cabling cannot be run down the wall

e) Where cables can be run down the wall provide and install LV1 cut in rings.

Backbone fiber

a) Test, repair, and re-terminate already installed (1) 12f SM Fiber optic cables from the ARO NIPR cabinet (in Room B53) to the cabinet in the Bldg. 600, telecommunication room (Room B43) outside the ARO suite.

I. When the already installed cables are unrepairable, provide and install the required fiber optic cable.

b) Test, repair, and re-terminate already installed (1) 12f SM Fiber optic cables from the ARO NIPR cabinet to the Bldg. 600, 2nd floor telecommunication room and place in existing fiber patch panel. The cables must be routed through the Bldg. 600, telecommunication room (Room B43) outside the ARO suite.

I. When the already installed cables are unrepairable, provide and install the required fiber optic cable.

c) Verify and validate already installed (1) CCH-02U fiber optic patch panel in the NIPR cabinet.

I. Repair and/or replace broken materials.

d) Verify and validate already installed (1) CCH-01U fiber optic patch panel in the Bldg. 600 telecommunication room (Room B43) outside the ARO suite.

I. Repair and/or replace broken materials.

e) Verify and validate already installed (48) 3m SC Hotmelts - terminate all backbone fiber cables with SC/ST (industry standard) connectors.

I. Repair and/or replace broken materials.

f) Verify and validate already installed (6) ST 6f Simplex bulkheads.

g) Verify and validate already installed (12) strands fiber MM OM3 from NIPR cabinet to SIPR cabinet, terminate all fibers with LC connectors.

h) Verify and validate that all fiber cables are terminated with LC type fiber connectors.

i) Test and Label accordingly.

In building 600, the contractor shall perform the following tasks in according with (IAW) enclosure#2 & 3:

ICDS

a) Procure, Install, and Configure Honeywell Vindicator Intrusion Detection System (IDS) designed to meet or exceed AR 380-5, UFC, USGS, and JBER standards shall be used for all wiring within BLDG 600, JBER, Alaska.

b) Provide a complete system which is fully integrated into the existing Joint Base Elmendorf Richardson (JBER) ICDS, located JBER Air Force PMO.

c) Provide all materials, installation, integration, and testing of all equipment and cables to ensure ARO’s IDS is fully mission capable.

d) Contractor shall.

I. Install the ¾” rigid conduit to protect the network copper cable from ARO’s IDS control panel located near main entry/exit door to JBER IDS PoP (Point of Presence) in Room B43 (Basement Telecommunication Room).

II. Install and run two - 2x CAT6 STP (Shielded) network cables inside the conduit from ARO’s IDS control panel to Room B43.

III. Install and mount one – (1) Cisco C9200CX-8P-2X2G (TAA Compliant) with 19” rack rail kit for Cisco switch in the exiting network rack inside Room B43.

IV. Install and mount one – (1) UPS (Uninterruptible Power Supply) that shall last minimum of 4 hours. APC SMX750CNC (qty. 1) or SMX48RMBP2U (qty. 1) meets the power specific requirement.

V. Install a control alarm panel for Arm/Disarm w/Duress, 360-degree motion sensors, HSS (High Security Sensor/Switches), BMS (Balanced Magnetic Sensor/Switch), Curtain, and other required items at annotated/identified location in the enclosure# 3.

VI. Verify and validate the entire ARO’s IDS integration with JBER ICIDS and ensure ARO’s IDS is fully mission capable.

e) Label all devices and materials accordingly.

f) Provide one copy of the Performance Verification Test result and documentation ensuring ARO’s

IDS is fully operational.

I. All sensors shall be installed and compliance with DoD/Army/JBER regulations, policies, and standards.

II. All sensors shall be able to communicate ARO’s IDS control panel.

III. ARO’s IDS shall successfully be able to arm/disarm.

IV. ARO’s IDS shall successfully be able communicate with JBER overall ICDS controller and receive the required notifications, alarms, and other reporting requirements.

ACS

In building 600, the contractor shall perform the following tasks in accordance with (IAW) enclosure#

3:

a) Procure, Install and Configure Honeywell Vindicator Access Control System (ACS) designed to meet or exceed AR 380-5, UFC, USGS, and JBER standards shall be used for all wiring within BLDG 600, BER, Alaska.

b) Provide all materials, installation, integration, and testing of all equipment and cables to ensure ARO’s IDS is fully mission capable.

c) Provide a complete standalone ACS that is not tied to the existing JBER. The system shall consist of the following items.

I. (1) Honeywell Vindicator AE V3 ACS AES Encryption, Wire II. (1) Access Control Enclosure Assembly with power Supply and Power Distribution for V3

ACS.

III. (1) Honeywell Vindicator MR-52 Dual Reader Interface w/ Enclosure, Power Supply and

Power Distribution IV. (1) PIVClass RP40 Single Gang Reader V. (1) AE VBM 3 Badge Manager

VI. (1) VBM Badging Camera Package

VII. (1) CAC Enrollment Station

d) Install “the reader” on both side of the wall near Entry/Exit Door and enrollment station in Room

B53 (ARO’s COMM Room).

e) Label all devices and materials accordingly.

f) Provide one copy of the Performance Verification Test result and documentation ensuring ARO’s

ACS is fully operational.

I. All readers shall be installed and compliance with DoD/Army/JBER regulations, policies, and standards.

II. All readers shall be able to communicate ARO’s ACS.

III. ARO shall successfully be able enroll/de-enroll Access Card.

IV. ARO shall successfully be able manage CAC enrollment station for personnel access requirement.

7. Performance Standards

Performance Standard Acceptable Quality Level (AQL) Methods of Calculation Task 6.1 100% in compliance with

ANSI EIA/TIA, AR 380-5,

UFC, USGS, and JBER standards standards listed in appendix A.

On-site surveillance and inspection of as- built drawings.

Performance measures for satisfactory completion of this task order shall be measured by completion of deliverables and tasks identified in the PWS. Completion of deliverables and tasks shall remain within the scope of this PWS. At a minimum, the following metrics shall be applied:

I. There are no oversights in the review and analysis performed by the contractor that result in incorrect or inadequate assumptions, which, in turn, result in unacceptable recommendations.

II. There are no oversights in the development of reports, documents or functional requirements, which could result in delays in meeting established timelines.

III. All written documentation is written in a skilled business style.

The documentation conforms to standards for documentation established by the Contracting Officer and the COR.

IV. All work is completed within the established and agreed upon time frames.

V. The quality of the work and the content of deliverables (and their exposition) shall be highly professional

9. Place of Performance. Building 600 is located at Joint Base Elmendorf Richardson (JBER), Alaska.

10. Period of Performance. 60-90 Days from Contract award date.

Material lead times and shipping are anticipated to be 6-8 weeks (Long lead times from CONUS based materials). Estimated installation will be 30-60 days.

As directed by the COR/TR, the contractor shall continue performance in emergency or mission essential conditions. Additionally, the contractor may be required to account for the where abouts of their personnel should this information be requested by the COR/TR.

12. Credential Requirements. The contractor shall be fully certified and shall provide the Honeywell Vindicator certification for IDS and ACS installation. In addition, the contractor must have extensive knowledge of Fiber Optic Cable (FOC) and Copper Cables (CAT6 etc.) installation experience and knowledge IAW Fiber Optic Association (FOA) and ETA International (ETA), and shall provide certifications that are equal or equivalent to Certified Fiber Optic Technician (CFOT), Fiber Optics Installer (FOI), Certified Network Cable Installer (CNCI) or other industry leading acceptable certification.

13. Training Requirements.

a) All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete:

AT Level I awareness training within five (5) calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or TR, if a COR is not assigned, within five (5) calendar days after completion of training by all employees and subcontractor personnel. b) 5.2 Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within five (5) calendar days of their reporting for duty and annually thereafter. OPSEC Awareness training is available at the following website: http://jko.jten.mil.

14. Security Requirements.

Contractor Identification. Contractor employees shall be clearly identifiable while on Government property by wearing a badge as required. Contractor employees shall clearly identify themselves and the company they work for whenever making contact with Government personnel by telephone, electronic, or by other means.

Contractor shall comply with all Army and Federal Government security laws and established policies and procedures. Contractor shall follow procedures for security compromises that conform to Army and Government procedures.

14.3 Information Security and other miscellaneous requirements.

14.3.1 Contractor personnel shall comply with all local security requirements including entry and exit control for personnel and property at the government facility.

14.3.2 Contractor employees shall be required to comply with all Government security regulations and requirements. Initial and periodic safety and security training and briefings will be provided by Government security personnel. Failure to comply with Government security regulations and requirements shall require the company to provide the Government with a written

Page 9 of remediation/corrective action plan; furthermore, failure to comply with such requirements can be cause for removal and the contractor will not be able to provide service on this contract/order.

14.3.3 The Contractor shall not divulge any information, classified or unclassified, about DoD files, data processing activities or functions, user identifications, passwords, or any other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor shall observe and comply with the security provisions in effect at the DoD facility. Identification shall be worn and displayed as required.

14.3.4 Contractor personnel will generate or handle documents that contain Controlled Unclassified Information (CUI) at the Government facility. All contractor deliverables shall be marked in accordance with DoDM 5200.1, Vol. 3, Vol. 4, Information Security, DoD 5400.7-R, Freedom of Information Act Program, unless otherwise directed by the Government. The contractor shall comply with the provisions of the DoD Industrial Security Manual for handling classified material and producing deliverables. The contractor shall comply with DISA Instruction 630-230-19.

14.3.5 The Contractor shall afford the Government access to the contractor’s facilities, installations, operations, documentation, databases and personnel used in performance of the contract/order.

Access shall be provided to the extent required to carry out a program of IT inspection (to include vulnerability testing), investigation and audit to safeguard against threats and hazards to the integrity, availability and confidentiality of data or to the function of information technology systems operated on behalf of DISA or DoD, and to preserve evidence of computer crime.

15. Government Furnished Resources.

Facilities: The Government will make available to the Contractor, located BLDG 600, Joint Base

Elmendorf Richardson (JBER), Alaska to perform the work outlined in this SOW.

Utilities: The Government will provide all standard utilities at no cost to the Contractor. Such standard services at a minimum will include electricity, water, sewage, heating and cooling. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, such as turning off the water faucets or valves after using the required amount.

Information: The Government will provide the installation plan, building, and other pertinent information (see enclosures).

16.1. Inspection and Acceptance Criteria Formal Acceptance or Rejection of Deliverables: The Government will have five (5) business days to review each document and provide feedback/comments.

The contractor shall have five (5) business days to incorporate comments. Delivery of final document with incorporated comments shall constitute acceptance by the Government.

16.2. Normal Work Hours: The Contractor shall report to work Monday through Friday, work a minimum of eight hours a day, between the hours of 8:00 a.m. to 17:00 p.m. Specific work schedules will be provided on contract start date, other hours may be worked as requested and authorized by the COR/TR.

16.3. Business Dress: All Contractor personnel shall dress professionally when at the work site. Business attire EXCLUDES short pants, tee shirts, sneakers, and other dress considered not to be appropriate.

Notwithstanding any other terms or conditions of the contract, Contractor wearing inappropriate dress to the work site may be immediately removed from the project, or at the discretion of the COR/TR, may be requested to leave the work site and return with appropriate dress.

16.4. Contractor personnel shall be courteous and respectful to the customer and all other onsite personnel at all times. The Contractor shall follow the direction provided by COR/TR, regarding the level of communication with the naval base personnel and conflict resolution/escalation procedures.
