RFI ANSWERS for B600 ISP Network cabling W912D025R0010 SIPR Section Question 1.

Says to test and repair (22) 2-Strand OM4 red fiber cables but also says to repair the CAT6 Cables under the “I” section. Is this fiber to the desk or red CAT6 drops?

Ans: Thank you for spotting the error/typos. Yes, SIPR cables needs to be OM4 multimode Fiber Optic Cables (FOC) from the SIPR network rack, FOC patch panel to the wall faceplate. The correct verbiage should be “Test, repair, and re-terminate already installed (22) 2-Stand OM4 multimode Fiber Optic red cables.”

I. When the already installed Fiber cables are unrepairable, provide and install the required red OM4 multimode Fiber Optic Cables (FOC).”

Question 2.

Is all SIPR cabling inside a PDS?

Ans: No, the building a collateral open secure space thus it doesn’t have PDS. Therefore, all SIPR cabling will not be inside a PDS. The installation details are stated in SOW section 6.1. The red OM4 multimode Fiber Optic red cables are required for SIPR connectivity from room B53 (SIPR Network Cabinet) to annotated locations within ARO BLDG 600 SIPR drops / faceplates.

Network Cabinet Question 3.

The current plywood on the wall verifies the fire rating. Would we have to pull the plywood off the wall to verify the stamp is facing the wall or are these backboards currently painted?

Ans: The preference is not to pull the plywood off the wall for verification due to already painted backboards with junction wall and potential delay due to remounting of the cabinets. If the potential contractor cannot verify them, please annotate in the submission and GOV will assess it later time.

Question 4 How many racks are feeding off this TGB?

Ans: 2 racks (1x NIPR & 1x SIPR wall mounted cabinets).

Pathways Question 5 Are the SIPR cables in PDS or require new PDS?

Ans: No, the building a collateral open secure space thus it doesn’t have PDS. Therefore, all SIPR cabling will not be inside a PDS. The installation details are stated in SOW section 6.1.

Question 6.

Instead of repairing with hot melts, do you prefer to go with pig tails?

Ans: No, JBER preference/standards is hotmelt.

Question 7 Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?

Ans: The IGCE is around $180K. For actual project start date, please see SOW section 10 – Period Performance for detail. The estimate start date is “60-90 Days from Contract award date”.

Question 8.

The SOW calls for the existing fiber optic cable, copper cable, cabinets, grounding, pathways and backbone fiber to be tested, repaired or replaced if necessary. Due to the unknown existing conditions of the mentioned tasks and the time and quantities required to remedy any issues found, can this project be T&M, or does it need to be (FFP) firm fixed price?

Ans: This is a Firm Fixed Price (FFP) Requirement

Question 9.

Can a site visit be arranged before the bid date?

Ans: An amendment for site visit was posted and was conducted on 08/19/2025 @ 10am.

Question 10.

Can the bid date be extended for this project?

Ans: The solicitation due date was extended to 08/28/2025 from 08/25/2025. Due to time constraint (end of Fiscal Year), there will be no further extension.

Question 11.

Can assumptions and exclusions be made and included when turning into this RFP?

Ans: Yes, please provide detail.

Question 12 During the site visit, there was no cabling pathway installed. Will a cabling pathway installation be required on existing fiber and copper cabling to meet telecom and base SIPRNet standards?

Ans: Yes, cabling pathway will be required on existing fiber and copper cablings. Please see SOW section 6.1, Task 1: Telecommunication Infrastructure Installation, Pathway for detail requirements.

Question 13.

SIPRNet fiber is in the drywall and above the ceiling in split loom tubing that does not appear to have a smoke or fire rating. Will the split loom need to be replaced to meet industry standards?

Ans: Yes, please replace/repair any already installed fiber & copper cables that don’t meet industry standards. “All repair and installation efforts shall be in accordance with DoD, Army, and the industry standards mandated by public-law 104-113, section 12 “Standards Conformity” (ANSI TIA/EIA telecommunications standards). In addition, all work shall meet or exceed Army regulations, Unified Facility Criteria (UFCs), AR 380-5, AR 25-2, and JBER – Air force standards within BLDG 600, JBER, Alaska.”

Question 14.

The SIPRNet room shall be designed in accordance with AR 380-5 standards. Does room B53 meet the AR 380-5 standards where the SIPRNet terminates in the comm cabinet?

Ans: Yes, the entire ARO BLDG 600 office (basement) is collateral open secure space.

Question 15.

Will the SIPRNet station locations require a lock box?

Ans: No

Question17.

Is the existing SIPRNet and NIPRNet acceptable for installation if all cables pass and are trimmed out, or will they need to meet base communication and industry standard installation?

Ans: yes, the cables need to meet base communication and industry standard installation.

Question 18.

Drilling may be required. Is there asbestos in the walls, ceiling or floor, and has it been tested?

Ans: Don’t know, 673rd CIV Engineer Group completed the renovation of ARO BLDG 600 office. During or post installation, 673rd didn’t find any asbestos.

Question 19.

Is an AWG#2 ground required between the TGB in room B53 and the basement secure comm room B43 that was locked during the site visit?

Ans: Yes, Mr. David Quintin Brand (Chief Information Officer, Resources Information Technology) team from 673rd Civil Engineer Group will grant the awarded contractor to the B43 COMM room.

Question 20.

Should we assume that all fiber will need to be replaced and installed within Base Communication standards?

Ans: No, testing should have been completed during the survey.

Question 21.

It was mentioned in the site visit that all SIPRNet in the project area scope is in secure open storage and is not required to be in conduit. Is this correct?

Ans: Yes, PDS isn’t required for SIPRNet OM4 multimode Fiber Optic red cables.

Question 22.

It was mentioned that the Holocom secure raceway outside of the offices in the hallway will need an end cap installed, but I don’t see this in the scope of work. Will an end cap be required for the existing Holocom raceway, and if so, can you provide a part number or model number for the Holocom?

Ans: Please provide additional information and/or clarification as the GOV doesn’t fully understand the question. All ARO BLDG 600 inside plant (ISP) cabling must be run/install above celling with J-hooks, cable trays, and/or conduits. The installed pathways (Fiber and Copper) must be separated by at least 3ft IAW AR 380-5, 25-2, & TEMPEST requirements. For outside plant (OSP), there are two installation requirements; (1) 12f SM Fiber optic cables from the ARO NIPR cabinet (in Room B53) to the cabinet in the Bldg. 600, telecommunication room (Room B43) outside the ARO suite and (1) 12f SM Fiber optic cables from the ARO NIPR cabinet to the Bldg. 600, 2nd floor telecommunication room and place in existing fiber patch panel. Both Single Mode (SM) Fiber cable runs must be installed within the 3’’ inch EMT conduits. Please review SOW section 6.1, “Task 1: Telecommunication Infrastructure Installation” and encloser# 1 for detail requirements.

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Ans: The requirement was awarded but was terminated. This is a requirement to complete the job.

Question 26.

If not brand new, could you please provide the current / previous contract number?

Ans: W912CN21P0072

Question 27.

It was discussed during the site visit that existing pathways for SIPR and NIPR cables are acceptable. Please confirm.

Ans. Not sure who states cables are acceptable. The awarded contractor must replace/repair any already installed fiber & copper cables that don’t meet industry standards. “All repair and installation efforts shall be in accordance with DoD, Army, and the industry standards mandated by public-law 104-113, section 12 “Standards Conformity” (ANSI TIA/EIA telecommunications standards). In addition, all work shall meet or exceed Army regulations, Unified Facility Criteria (UFCs), AR 380-5, AR 25-2, and JBER – Air force standards within BLDG 600, JBER, Alaska.”

Question 28.

Does the cabling, above the ceiling grid, for the motion detectors need to be in conduit or is J hooks acceptable? If conduit, will EMT be sufficient?

Ans: Yes, EMT conduit is preferred.

Question 29.

It was discussed during the site visit that existing plywood backboard had the fire stamp painted over. Please confirm that these will need to be removed and replaced with new fire rated plywood with wire retardant paint on all sides.

Ans: The cabinets and plywood backboard don’t need to remove or replace, if the exiting installation (plywood, stamp, etc.) meet the industry standard, DoD, Army, and the industry standards mandated by public-law 104-113, section 12 “Standards Conformity” (ANSI TIA/EIA telecommunications standards).

Question 30.

Please clarify that both task 1 and task 2 of the Statement of Work (SOW) are to be included as one fixed price as Item No 0001 for section B. The narrative with Item No 0001 seems to only include task 1.

Ans: Please see the CLIN structure of the Solicitation.

Question 31.

Are both OLS and OTDR testing required on SIPR Cabling?

Ans: Yes, OLS and OTDR testing/report is required all Fiber Optic Cables (single mode or multimode).

Question 32.

Mandatory Site Visit: Is attendance at the August 19 site visit mandatory in order to submit a proposal, or may offerors with proven past performance on similar secure backbone/cabling projects submit based on the provided drawings and specifications?

Ans: Site Visit is not mandatory.

Question 33.

Window & Door Verification: The drawings identify known windows and two doorways in Room B53 to be sealed. Can the Government confirm if there are additional windows or structural penetrations that must be secured for open storage accreditation, or will the contractor be responsible for identifying and sealing all discovered during execution?

Ans: No, this contract is only for Network Cable Infrastructure, IDS, and ACS installation.

Question 34.

Physical Security Door Specification: Please confirm if the required STC-45/50 door must be Government-furnished or contractor-furnished. If contractor-furnished, please specify if a specific manufacturer/model is required, or if any STC-certified door is acceptable.

Ans: No, this contract is only for Network Cable Infrastructure, IDS, and ACS installation.

Question 35.

Test Results Standards: Please confirm the required standard for copper and fiber testing (e.g., Fluke DSX certification, Tier 1 vs. Tier 2 testing for fiber).

Ans: OLS and OTDR testing (PDF report) are required all Fiber Optic Cables (single mode or multimode). For Copper – CAT 6 cables, the industry testing PDF report is required, such as fluke networks or TREND networks testers, confirming the cable meets specific performance ANSI/TIA-568.2-D or ISO/IEC 11801 standards.

Question 36:

Equipment Integration: The solicitation specifies Honeywell Vindicator IDS and ACS. Will the Government provide licenses, or should the contractor include all Honeywell hardware/software licenses (including enrollment/badging station software)?

Ans: The awarded contractor will include all required Honeywell hardware/software licenses (including enrollment/badging station software).

Question 37Networking Hardware: The documents reference Cisco C9200CX switches and UPS. Are these Government-furnished items (GFE), or should contractors include supply, configuration, and warranty in pricing?

Ans: Yes, the awarded contractor must supply with warranty pricing for the required hardware/software (i.e. cisco switches, UPS, license, etc.). The configuration effort must be coordinated with Mr. David Quintin Brand (Chief Information Officer, Resources Information Technology) team from 673rd Civil Engineer Group to ensure the IDS and ACS are fully mission capable (FMC). Also, the contractor must provide the training to the GOV.

Question 38.

Power & Conduit: Please confirm if the government will provide dedicated electrical circuits and grounding for IDS/ACS panels or if the contractor must furnish/install them.

Ans: The awarded contractor will need to provide (furnish/install) all those required items.

Question 39.

Redlined As-Builts: The solicitation requires post-install “redlined” Installation Design Plans. Please confirm if these must be delivered in AutoCAD (dwg) format, or if PDF or other machine format is acceptable.

Ans: The acceptable delivers are AutoCAD, Viso, and/or PDF format.
