Please reference Solicitation 1449 continuation sheet, unnumbered pages, ITEM NUMBERS

X009, X010, AND X011 for all periods. The description of supplies/services are the same, however the estimated quantities are different for these 3 LINE ITEMS. Can the government please explain the purpose of having 3 different line items for the same service descriptions?

These are clearly identified as RECURRING services. Considering this, are they for extra services to Scheduled Roll Off containers?

X009, 10 and 11 although identified as RECURRING they all have a different purpose, example

X010 is for bulk waste collection. X011 is a reimbursable CLIN for the costs of new containers and parts.

Please reference TE 3, Refuse Bin Locations. This list does not appear to include all FEL locations listed in TE 's 3a, 3b, 3c, 3d, and 7. Also, this list does not appear to provide the total number of containers for each building location. Also, it does not contain all Refuse Roll Off container locations with the total number of Roll Off containers stationed at the Roll Off stations.

Can the government confirm this?

The building with multiple bins is listed twice, example BLDG 6056 NCO Academy.

Please reference TE 5, Contractor Schedule. Since TE 3 does not appear to list all FEL Refuse

Bin locations and/or a complete total number of FEL Containers, does TE 5 represent a complete and accurate list of all FEL stations and the correct number of FEL containers that should be used for equating the total number FEL services for each period?

TE-5 represent a complete and accurate list of all FEL stations and containers, this is subject to change based on new requirements.

Please reference PWS Solicitation Paragraph 7.4 Government-Furnished Material

(GFM)/Property (GFP)/Equipment (GFE). The Government will furnish all Recurring Industrial refuse containers for (TE 3). Does this include all recurring (scheduled) containers in TE 3a, 3b, 3c, and 3d as well?

The Government will furnish all recurring refuse containers, customers need may impact our inventory. Requiring rental support from the contractor.

Please reference TE3 Bin Locations. After adding these "to be added" containers to this list, it appears to include about 262 FEL containers. The TE 5 Contractor Schedule contains about 309

FEL containers. The Contractor's schedule has about 38 more FEL containers listed. Please explain the difference in these quantities. Will the government furnish all of the FEL container listed in the Contractor's FEL schedule, or just the once listed in TE3, per the statement in

Solicitation Paragraph 7.4?

We have about 38 contains of various sized out of service and pending repair or replacement.

Government-Furnished Property (GFP). Will the government reimburse the contractor under

Line Item X015 for all years for all cleaning and maintenance expenses related to the

Government Furnished Equipment?

Please reference Solicitation unnumbered page 66 of 143, Technical Subfactor 3. Please confirm the contractor will be required to furnish the listed containers in support of the non-recurring services. This includes 20 each 40-cubic yard refuse containers, 10 each 30-cubic yard refuse containers, 5 each 10 cubic yards and 25 each 8-cubic yard refuse containers. Additionally, the contractor will be required to furnish a minimum of 3 each 30-cubic yard roll offs; 3 each 30-cubic yard compactors; 5 each 8-cubic yard refuse containers; and 3 each 3-cubic yard refuse containers in support of replacement containers while Government furnished containers are being repaired.

Confirm the contractor is required to furnish the listed containers in support of non-recurring services.

REPHRASED: Please reference Solicitation unnumbered page 66 of 143, Technical Subfactor 3.

The government references the requirement for a minimum of 2 each finger trucks and 3 each

Rolloff trucks, in support of the Non-Recurring Services. Are the 2 finger trucks in the paragraph

Front End Loader Container Collection Trucks, or are they Front End Loader Container Delivery

Trucks? If this is meant to be for Front End Loader Collection Trucks, that number seems to be excessive for the estimated Non-Recurring FEL collections only per Line Item x001 for all periods.

The line item X001 you are referencing discuss the initial rental delivery for 3 or 8 cubic yards are for the front-end container delivery trucks. The CLIN X001 also identifies additional empty of bins using container collection trucks we have a lot of units under the rental clins that will require this service under CLINX001.

Please reference TE3, building 990 with a 30 CY Roll Off. The table states "removed" and reflects collection schedule of Tu and Fr. Please confirm this station does not require scheduled service.

At this time building 990 with a 30 cy roll off does not require scheduled service.

Please reference unnumbered page 66 of 143, Technical Subfactor 3 details for Recurring

Services. Does the reference by the government for 3 each 30 Cubic Yard Compactors mean 30

Cubic Yard Compactor Front End Loader Collection Trucks, or is for 3 each 30 Cubic Yard Self

Contained Compactor Units for equipment backup to buildings 156, 694, 780, 1020, and 2074?

Please clarify.

These are self-contained Compactor Units Roll off.

Please reference TE3d. Building 503B indicates no containers with M-F service. Should M-F be deleted? Also, please reference buildings 320, 502, 515, and 1292. The Average Pickups Per

Month for these indicates "0". Please confirm this is an error and these buildings require scheduled service based on the specific collection day of week indicated or explain if otherwise.

See TE-5 contractor schedule.

Please reference TE3d. One column heading references “Amt 8CY". Please confirm this should be Amount, or Quantity for references to the 30 CY Roll Off Containers. We want to confirm there is no requirement for additional 8CY containers to be located at the 30 CY Roll Off

Collection Stations.

Please reference TE3e. Please confirm these service day changes; containers and scheduled services are to be included in the scheduled service requirements on the start date of the new contract.

Pleases reference Line Item x015 Description of Service, REPAIR WORK For new containers/parts/repairs for DPW and TAMC following Repair Assessment (all periods). Since the extent of work can vary drastically between Jobs, it seems this amount should be estimated by the government for competitive pricing purposes, or the contractor should not be required to insert a fee for this line item. For example, a job may be an order to replace a damaged lid, or it may require cutting and welding, and/or sanding and painting to one for more FEL for Roll Off containers. Please clarify. Please see the description of Line Item x007 in the current active contract below in red font. It provides an explanation of this service in more detail. Should a

JOB be considered a Contractor LABOR HOUR fee?

Regardless of the JOB the contractor is required to conduct a cost assessment and provide to the

COR for repairs.

REFERENCE LINE ITEM X007 for current active contract: Routine Repair Work, New

Containers/Parts/Repair following the Site Assessment (DPW and TAMC) PWS Section 2.5.1.2

& 2.5.1.3 CLIN 0013 will be used to pay for repairs and parts that have been identified after an assessment has been done in CLIN 0012. An hourly labor rate shall be provided at time of offer submittal. Negotiated labor rate will be incorporated into the resulting award and establish the rate as firm-fixed-price. Price for parts shall be based on actual cost without profit and will be evaluated and approved by the COR/KO before starting any work. A Task Order will be issued based on the assessment quote provided by CLIN 0012.

You are referencing CLIN 0015 Repair work and yes that is the process.

Please reference TE 2. Please explain the purpose of this form. Since Recurring Service is basically Service to Scheduled Service Containers, they all get serviced per the collection schedules. Should this form be for Non-Recurring Services?

We have recurring projects that are not on the regular schedule, because of that TE-2 is a request to the contractor for a specific pickup. Example, concrete.

Please reference Attachment A Paragraphs 2.7.4 and 2.7.5 - Unscheduled and Scheduled Clean-

Ups. How will the contractor be compensated for the labor and equipment required to load this material. Can the government provide an estimate of the number of these required annually, on an average?

Unscheduled cleanups are cleanups that was missed on the contractor’s initial pickup of bins schedule for service. Any unscheduled service is a result of the contract to complete clean up on the initial pickup.

Please reference Solicitation Line Item x013 for all periods. For monthly billing, please confirm the contractor will be paid based on the quantity of tons for all recycled materials processed per each month. For example, if the contractor processes 250 tons in a given month, the payment for this Line Item will be 250 tons @ the contractor's quoted fee per ton.

No, the price is firm fix.

Please reference Attachment A and the PWS posted with the solicitation. Can the government please explain the purpose of these two separate files? Attachment A seems to be another type of

PWS. Is one for one area, or customers and the other for another area, or customer? PWS and

Attachment A information is also provided in PDF format in the Solicitation file.

Annex A is the overarching PWS for all Army Installations Attachment A is specific to Hawaii.

Please reference TE 3 Building with a Pickup Frequency listed as "ON CALL". Please confirm these are to be Government Furnished 30 Cubic Yard Containers. Will the service the container be made through LINE ITEMS x009, x010, and/or x011 for all periods? Please clarify.

These are government furnished 30 cubic yards containers in accordance with X009/X010 for all periods.

Please reference TE 3d. Some 30 CY Roll Off containers are listed with days of pickup noted as

"ON CALL". TE 7 references the Estimated Frequency Pickups per Year as "AS NEEDED".

Please confirm the contractor will be compensated for these container services under LINE

ITEMS x009, x010, and/or x011 for all periods? We want to make sure compensation to services to collection stations that do not reference a specific schedule (day of the week) will all be paid through LINE ITEMS x009, x010, and/or x011 for all periods. If not, please clarify.

This is the reason for TE-2 these are as needed or as required.

Please reference Attachment A, paragraph 2.3.1.3. Hazardous Items. How will the contractor be compensated for this effort? Can the government provide an estimate for the number of units to be serviced, the effort required daily, weekly, monthly, or annually? These items require special handling and deposal requirements. It is very costly to dispose of these items. The disposal site charges for each type of hazardous item. How will the contractor get compensated for the labor and disposal?

You are referencing bulk pickup under X013 which is as needed.

Please reference Attachment A, paragraph 2.3.1.2. Bulk Items. How will the contractor be compensated for this effort? Can the government provide an estimate for the effort required daily, weekly, monthly, or annually? This may require multiple employees along with special equipment required to lift the items and place in trucks or containers. Can the government provide an estimate for the estimated tonnage for these annually?

There is a CLIN X013 to cover bulk pickup.

Please reference Attachment A, paragraph 2.5.3 Scales. Collection equipment of the types used for the collection, storage, and transportation of MSW shall meet the standards established by the

American National transportation of MSW shall meet the standards established by the American

National Standards Institute (as of the effective date(s) established in ANSI Z245.1, Safety

Standards for Refuse Collection Equipment). Is the contractor required to have on board scales on the collection vehicles?

If state and federal regulations require on board scales on collection vehicles

Please reference TE 3a, TAMC Responsibility Areas. Buildings 122, 153, and 161 have 30 CY

Roll Off containers and they have a Frequency of Collections noted as "AS REQUIRED'. The government references a certain number of pickups per month for each of them. Will these services to these containers per paid by LINE ITEMS x009, x010, and/or x011? We want to make sure these should not be included in the total Roll Off services equated for LINE ITEM x008 for all periods.

These are as required; you will be notified by COR when pick up is needed.

Please reference Attachment A, Paragraph 2.1, Description of Services, item H, Mattresses. Will all mattresses collected on this contract be treated as recyclable items? Also, will the contractor employees be required to load these items onto trucks, or into containers as bulk items placed outside containers? Since these requests may involve hundreds of mattresses in one request, can the government provide an estimate of the number of mattresses the contractor will be required to remove and process per month, or per year?

Yes, they will be treated as bulk waste under X0013.

Please reference Attachment A paragraph 2.4.3 Containers in Field Training Areas; how will the contractor get compensated for support of training exercises? What are the quantities and types of bins required annually? What is the annual disposal tonnage?

Units requesting bins during field training exercise will reach out to the contract with a Non-

Recurring Service for TE#1 with GPC information to prepay for services.

Please reference Attach A paragraph 2.4.7 Container Lids; Metal lids are very costly and unsafe, are all of the non-recurring bins, including roll offs required to have metal lids?

Yes, they will be treated as bulk waste under X0013.

Please reference Attach A paragraph 2.6.2 Additional Services; how will the contractor get compensated for additional services performed? What is the annual quantity of dumpsters for additional services? What is the total annual disposal tonnage for additional services?

CLIN X002 thru 5 Non -Recuring contractor will bill under those (4) CLIN line.

Please reference Attach A paragraph 2.7.6 Emergency Work; how will the contractor get compensated for emergency work performed? What is the annual quantity of dumpsters for emergency work? What is the total annual disposal tonnage for emergency work?

CLIN X002 thru 5 Non -Recuring contractor will bill under those (4) CLIN line.

Please note that this solicitation does not provide historical data for the number of tons collected per year. This requirement includes collections to a variety of waste types. Disposal sites have different fees for many of these types of waste. Does the government intend to provide this historical data for each type of solid waste collected? Since this is a Firm Fixed Contract, the cost of disposal is substantial. Will the government consider adding a new LINE ITEM with an estimated quantity of tons per years, as an IDIQ amount. The contractor could bid a price per ton at a quoted fee and be compensated at the number of actual tons disposed, per disposal ticket copies, at the quoted fee per ton.

All CLINs and pricing are developed from previous contract pricing. The Government does not have the number of tons collected per year.

Please reference LINE ITEM x006 Special Handling Food Spoilage all periods. The landfill charges vary depending on the size of the container. Can the government provide the cubic yard size and type of container (Front Load Can or RO Container)?

CLIN x006 is based off historical pricing, if there is a difference in pricing, contract can request for a wage adjustment. This CLIN is only by request and at this time non-recurring.

Please note that pricing for recycling support per LINE ITEM x013 includes the contractor's labor for manning the recycle center, collecting containers in and near the buildings, sorting by different types of material, etc. It also requires a variety of different drivers for different type of materials and collections by different types of containers and different types of vehicles. Much of the contractor's costs will be fixed, however the pricing structure is currently set up to compensate the contractor based on each ton of recycles collected and processed. The contractor has fixed labor and equipment cost to operate the center. Does the estimated quantity represent, or is it supported by historical data?

CLIN x0013 is based off historical pricing, if there is a difference in pricing, contract can request for a wage adjustment. This CLIN is only by request and at this time non-recurring.

Please identify the Line Item for pricing Non-Recurring / On Call /30 CY Unscheduled

Scheduled Roll Off Containers.

CLIN x005 identify all non-recurring Rolloff to include 30 CY.

Please identify the Line Item for pricing Non-Recurring / On Call /30 CY Unscheduled

Scheduled Roll Off Containers in support of TE 8 locations. Can the government provide historical data, or an estimate for the quantity of services provided to each of these 22 locations per year. Some of these distant locations can take 3 times the manhours to service than some of the other identified areas.

See line CLIN x005 for estimated quantity for TE8 Rolloff to include 30 CY.

Please note that in the past solicitation for this project, the government provided PWS references by paragraph number for each LINE ITEM. This solicitation does not provide any PWS reference, therefore we are forced to asked detailed questions. Will the government consider referencing PWS paragraphs to help provide details in support of each LINE-ITEM requirement?

Would Open Top Bins be needed as well?

All bins must have cover, roll off doesn't have a cover but will require covering will in transportation.
