QUESTIONS ANSWERS 17JAN2025
Questions and Answers Between Occupancy Maintenance (BOM) FY24
17 January 2025
Q1: Attachment I Historical Workload Date is labelled as “AFH” and does not appear to be AFH data because it maps exactly to the “UPH” part of the pricing sheets rather than the AFH pricing sheets.
- Will the Government provide the “AFH” historical work load data as referenced?
- Would the Government consider reconciling both pricing sheet quantities to the historical workload data?
- Where there is no historical workload data but there is a pricing sheet requirement, would the Government consider providing plug numbers for both AFH and UPH?
Government Response to Q1: The Historical Workload data has been updated to reflect both AFH and UPH information. The Historical Workload data has also been removed from the PWS and is now a standalone document.
The PWS has been updated to reflect this change and the Historical Workload data is now available to download as a separate document.
QUESTIONS ANSWERS 10JAN2025
Questions and Answers Between Occupancy Maintenance (BOM) FY24
10 January 2025
Q1: Due to the short time allowed to respond to the subject solicitation, the level of complexity needed to prepare the required Technical Proposal and the current challenges related to the period of the year, such as: holiday-related postal service delays, public administration office closures, the unavailability to obtain timely estimates and agreements from subcontractors affecting the preparation of pricing, Letter of Commitments and certifications) and the difficulty in finding available Government POC to fill out Past Performance Questionnaires; we are kindly requesting to extend the due date of the Proposal to February, 17 2025. This will allow to ensure a timely submission of all required documents and to provide the Government with the most advantageous and complete proposal.
Government Response to Q1: The Solicitation has been extended to 31 January 2025. The RFP has been amended to reflect this change.
Q2: Ref. parag.5. INSTRUCTIONS FOR WRITTEN SUBMITTALS: Offeror-provided Past Performance Summary. “Attachment 4 – Past Performance Questionnaire” – Completed and submitted by customers of the offeror to the Government directly. page 113 of solicitation: Attachment 4 enclosed to solicitation document is not a PP Questionnaire, can the government please provide PPQ Template as soon as possible in order to allow for a timely submission?
Government Response to Q2: Ref. parag.5. INSTRUCTIONS FOR WRITTEN SUBMITTALS: Offeror-provided Past Performance Summary. “Attachment 4 – Past Performance Questionnaire” is an incorrect reference.
Attachment 4 is actually Sketch Creatview. The Government inadvertly ommitted the Past Performance Questionnaire. The Past Performance Questionnaire has been provided as Attachment 10. The RFP has been amended to reflect this change.
Q3: Given that some responsible COR’s may not be available, can contractors submit CPARS records in lieu of Past Performance Questionnaires (PPQ’s) to satisfy Factor II - Past Performance?
Government Response to Q3: The Government evaluation team has access to all CPARS records and uses them as part of the Past Performance Evaluation, as such, CPARS records should not be submitted by Offerors.
Q4: The solicitation states that the Government shall receive no more than five (5) Past Performance Questionnaires but does not specify the number of projects required. Additionally, there is no clear mention of the minimum or maximum number of contract performance examples required for "Element 4 – Experience." Could the Government clarify these requirements to ensure compliance?
Government Response to Q4: For Factor 2 Past Performance, typically the Past Performance Questionnaire relates to an individual project with a customer. It is possible to have numerous projects with one customer. It is up to the contractor to determine which project best illustrates the recency, relevancy, and quality of performance with the solicited requirement.
For Factor 1 Element 4 – Experience, there is no minimum or maximum number of contract performance examples that can be used as long as the Technical Volume falls within the page limitation.
Q5: Proposals are currently due no later than 12:00 PM 17 Jan 2025. Since most Germany companies do not work between Christmas and January 6th, will the Government please extend the deadline for submission?
Government Response to Q5: The Solicitation has been extended to 31 January 2025. The RFP has been amended to reflect this change.
Q6: RFP instructions for Past Performance require the Offeror to”…coordinate with its existing and/or former customer to submit no more than five (5) Past Performance Questionnaires (Attachment 4). The Past Performance Questionnaire must be completed and submitted by customers of the offeror that will provide information about the quality of the offerors past performance.” Will the Government accept completed CPARs in lieu of PPQs for any Past Performance cited?
Government Response to Q6: The Government evaluation team has access to all CPARS records as part of Past Performance Evaluation, as such, CPARS records should not be submitted. Past Performance Questionnaires are either supplemental to a contract with an existing CPARS record or in lieu of a CPARS record for an action that may not require or be exempt from CPARS reporting.
Q7: Can the Government confirm 11x17 pages are acceptable? If so, can the Government specify if these pages count as 1-page or 2-pages?
Government Response to Q7: The use of 11” x 17” pages are unacceptable. Offerors are required to use the page size of 8.5” x 11” stated in the RFP.
Q8: Can the Government confirm Meister certification required in L.5.4, Element 3, Staffing Approach are excluded from the page count?
Government Response to Q8: The Meister certifications are exempt from the page limitation. The RFP has been amended to include the exemption language.
Q9: The government template appears to be mis-numbered in the AFH Ordering Periods and cross references the wrong sections of the PWS for rows 71-203, will the Government please check, correct as appropriate, and re-issue the pricing template?
Government Response to Q9: As a result of this question, the Price Book has been updated via RFP Amendment 0001.
Q10: The government template appears to be mis-numbered in the UPH Ordering Periods and cross references the wrong sections of the PWS for rows 35-123, 251, 267-279, and 331, will the Government please check, correct as appropriate, and re-issue the pricing template?
Government Response to Q10: As a result of this question, the Price Book has been updated via RFP Amendment 0001.
Q11: The government template appears to be mis-numbered in the Rain Gutter Ordering Periods and cross references the wrong sections of the PWS, will the Government please check, correct as appropriate, and re-issue the pricing template?
Government Response to Q11: As a result of this question, the Price Book has been updated via RFP Amendment 0001.
Q12: Will the Government please provide examples of installed intercom set so that the material cost of the units can be properly estimated?
Government Response to Q12: We use intercom sets from the company Siedle as well as Rotto. An example of the intercom from Siedle is the on the picture below. Reference PWS Section 5.2.7.28 ‘Door Buzzer and Intercom Set’ for intercom requirements.
Q13: Will the Government please clarify whether or not the KALU 1.8W E27 SMD Birne, WW and 94 LED Spot E27, 120cm lights that are listed in the BOM Price Book Blank are required since there is no reference to them being installed in PWS Section 5.2.7.37 or elsewhere?
Government Response to Q13: The PWS Section 5.2.7.37 lists an EXAMPLE of assorted types and sizes currently installed. We do not list all lights. The contractor is required to, per PWS Section 5.2.7.37 , “Replace lights with energy efficient LED, ballast and light covers to match existing.”
Q14: Will the Government please clarify what it wants quoted for pricing in the BOM Price Book Blank for Routine Maintenance since the BOM Price Book Blank refers to a subsection of Routine Maintenance and not the Routine Maintenance PWS section itself?
Government Response to Q14: Routine Maintenance in accordance with PWS 5.2.5 for the 3 different housing sizes should be priced out for the services rendered under PWS 5.2.4.1.2.
Q15: If the BOM Price Book Blank is meant to refer to PWS Section 5.2.5, would the Government please provide a description of the services to be estimated for that section since Section 5.2.5 appears to be a summary list section of differently sized quarters that the rest of the subsection services apply to rather than a specific service requirement?
Government Response to Q15: Routine Maintenance in accordance with PWS 5.2.5 for the 3 different housing sizes should be priced out for the services rendered under PWS 5.2.4.1.2.
Q16: The PWS requires the contractor to “determine the appropriate amount [to charge for damages] and annotate on the document. This document will be brought to the Housing Division for disposition.” The PWS, specifies no timeline for submitting the damage estimate to the Housing division, but the “inspection report” must be submitted the day of inspection, which will often be insufficient time for the estimate depending on the type of damage. Can the PWS be modified to include a timeline of three days for submission of the estimate in a document to Housing?
Government Response to Q16: The charges for damages are based from the Price Book which will be a Firm Fixed Price (FFP) and not an estimate. Due to this, a same day of inspection submission is possible.
Q17: The RFP requires that the Contractor submit a project management plan that includes “planning for all tasks from pre-assignment through assignment inspection.” However, the PWS does not include a “pre-assignment” inspection. Can the Government clarify the “pre-assignment” inspection and provide its definition?
Government Response to Q17: There is no pre-assignment inspection. It was meant as an example of general work planning prior to assignment. Element 1 has been revised to address this question via RFP Amendment 0001.
Q18: Can the Government confirm the incumbent contractor currently has staffed the Meisters required under the existing contract?
Master Electro (Elektrotechniker-Meister) Master Carpenter – Parquet Flooring (Parkettleger Meister) Master Carpenter (Schreiner-Meister) Master Painter (Malermeister)
Government Response to Q18: Yes, the incumbent contractor currently has staffed all of the Meisters required under the existing contract (which is the same as the four referenced in this question).
Q19: PWS states seven work packages. However, there are six WPs shown (a - f). Can the Government confirm the number of WPs?
Government Response to Q19: There are six Work Packages. Section 5.2.4.1.1 of the PWS has been revised to reflect this information via RFP Amendment 0001.
