U.S. Army Aviation Museum Intrusion Detection System (IDS) Conduit Install Statement of Work
A. LOCATION: LTC (Ret.) William A. Howell Training Support Facility (TSF), Building number 6001, at the United States Army Aviation Museum Novosel St, Fort Novosel, AL 36362
B. PURPOSE: The purpose of this action is to support the TSF at the United States Army Aviation Museum. The contractor shall install Intrusion Detection System (IDS) conduit and associated hardware to complete runs to all entrances, panels, and sensors for two IDS zones, Zone A and B in rooms 114, 116, 108, and main bay of TSF. The contractor shall purchase and install the necessary metal conduit and hardware needed for the completion of the Integrated Commercial Intrusion Detection System (ICIDS).
C. DESCRIPTION OF REQUIREMENTS:
1. IDS Zone A Conduit Requirements
1.1 The alarm panel known as a Remote Area Data Collector (RADC) will be installed in Communications Room, room 114. This panel and room will be the location where all IDS conduits for Zone A will be run.
a) Contractor provided conduits shall be brought to a minimum of a 6x6 junction mounted eight feet Above Finished Floor (AFF), directly above the proposed RADC panel location in room 114.
1.2 The contractor shall provide and install a foursquare box mounted above all perimeter entrance dual doors. The foursquare box will be centered just above the dual doors to accommodate the installation of Balanced Magnetic Switches (BMS).
a) For single doors the contractor shall provide and install a foursquare box mounted above the latching side of the door.
b) BMS boxes should be no more than four inches from the door frame.
1.3 The contractor shall provide and install a handy box mounted to the sidewall of perimeter entrance dual doors as shown in Technical Exhibits 6 – 13 in the interior of the foyer to install Passive Infrared Motion Sensors (PIMS) sharpshooters.
1.4 The contractor shall provide and install a handy box mounted at light switch height for installation of remote keypad as shown in Technical Exhibit 3.
1.5 The contractor shall provide and install conduit to support additional BMS and PIMS on the interior door of the Mechanical Room, room 116, as shown in Technical Exhibits 6 - 13.
1.6 The contractor shall provide and install a dedicated 120VAC 20-amp circuit within four feet of proposed RADC location.
1.7 The contractor shall provide and install conduit to the roll-up door in the main bay area as referenced in Technical Exhibit 5.
2. IDS Zone B Conduit Requirements
2.1 RADC shall be mounted in Arms Room, room 108. Refer to Technical Exhibits 6 – 13.
2.2 The contractor shall provide and install one foursquare box mounted above the latching side of the door.
2.3 The contractor shall provide and mount one foursquare box adjacent to the vault door to accommodate one Passive Infrared (PIR) as depicted in Technical Exhibit 2.
2.4 The contractor shall provide and install one handy box to accommodate the duress button in room 108, based on site specific requirements outlined in Technical Exhibits 6-13.
a) Note: Typically, the duress button is located next to the latch side of the vault door or mounted to the base of the RADC.
2.5 Contractor provided conduits shall be brought to a minimum of a 6x6 junction mounted eight feet Above Floor Grade (AFG) directly above the proposed RADC panel location in room 114.
2.6 The contractor shall provide and install a dedicated 120VAC 20-amp circuit within four feet of proposed RADC location.
3. IDS Conduit Requirements for Both Zones
| 3.1 | In the event the dry copper pair for IDS communications will be tagged out in room 114, the contractor shall provide and run a conduit from the 6x6 junction in Arms Room, room 108, to room 114. |
| 3.2 | Technical Exhibits 6 – 13 are not to scale, pathways depicted are for reference purposes only. The contractor shall determine the best route from each device and/or field of location to 6x6 junction box located in room 114. |
| 3.3 | All conduits should have no more than 40% fill. |
| 3.4 | All device boxes should be on secure side of door and/or wall. |
| 3.5 | All IDS devices associated to a particular zone may share the same conduit pathway. |
D. GENERAL INORMATION:
1. Training Requirements:
| 1.1 | Antiterrorism (AT) Level 1 Training: All contractor employees conducting work on a DoD controlled installation, facility, or area shall complete initial AT Level 1 training in accordance with (IAW) CDRL A001. AT Level I Awareness Training is available at the following website: http://jko.jten.mil. All training shall be completed within 10 calendar days after the contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the Contracting Officer's Representative (COR) or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees. |
| 1.2 | iWatch Training: The contractor shall use Government provided iWatch training for all contractor personnel supporting the contract who are operating on a DoD controlled installation, facility, or area IAW CDRL A001. This training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. All training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with results reported to the COR no later than 10 calendar days after contract award. |

2. Period of Performance:
All work shall be completed within forty-five days from contract award.
3. Duty Hours:
All work is to be performed Monday through Friday during duty hours. The U.S. Army Aviation Museum’s duty hours are 0900 – 1600, Monday through Friday. The museum is closed on all Federal holidays except for Memorial Day, Independence Day, and Veterans Day.
4. Travel:
The contractor is responsible for all travel and lodging costs.
5. Government Furnished Property:
No Government Furnished Property shall be authorized for this contract. Contractors shall supply any necessary supplies for contract completion.
6. Licensing and Permits:
The contractor shall obtain all licenses, permits, and inspections required in connection with this work that are required by Federal, State, or local laws, regulations, or ordinances. The contractor shall submit copies of all permits and inspection reports to the COR within 5 calendar days of acquiring IAW CDRL A002.
7. Inspection and Acceptance:
Upon completion, the Government will have 15 business days to inspect and approve installation of the IDS conduit and hardware associated with this work. If the IDS conduit or hardware associated with this work is not approved, the contractor shall have 5 business days to address and correct the reason. Within 10 business days, the Government will inspect and approve the work. This process will repeat as necessary until the Government approves the installation.
8. Technical Exhibits:
Technical Exhibits 1- 13 apply to Zone A and B in rooms 114, 116, 108 and main bay of TSF. The drawings, maps, and pictures give detailed illustrations of the IDS conduit and associated hardware installation. See separate attachments for Technical Exhibits
