About this file
This document is a set of questions and answers from a pre-proposal conference for Solicitation W912CH-24-R-0026, which is a Request for Proposal (RFP) for the procurement of G15 Cargo Parachute, Bag, Cargo Aerial Delivery A-24, and Parachute, Cargo Extraction Assembly.
The key details are: this is a 100% Small Business set-aside with approximately three 5-year Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award contracts. First Article Testing (FAT) is required, with the FAT report delivery timeframe extended from 180 to 210 days. The Government has agreed to change the monthly delivery quantity to 25 EA per month if the order is less than 300 EA. The solicitation close date has been extended from July 15, 2024 to July 29, 2024. Past performance will be evaluated for the initial award, and the basis for award for future delivery orders will be specified in each individual Delivery Order.

| Question # | Contractor Question | Government Answer |
| 1 | The solicitation is showing 180 days for FAT, 150 days after FAT approval for production, and 30 days for gov’t approval. Shouldn't the total days for delivery with FAT be 360 vs 330? | Correct, however, the solicitation will be updated to reflect 390 days lead time with FAT. This is due to question 2 below, (extending FAT report delivery from 180 to 210 days). This changes the FAT + Gov't approval + Production lead time from 360 to 390. This change will be reflected in a forthcoming amendment. |
| 2 | Can the FAT report requirement of 180 days be extended? Lead time for materials alone is generally 14-15 weeks, but longest is 18 weeks. | The Government is willing to change the FAT report delivery to 210 days. This will change FAT+production total time to 390 days. This change will be reflected in a forthcoming amendment. |
| 3 | Are subsequent delivery orders concurrent or consecutive to the previous order? Would they overlap so they would have to produce both quantities? | The expectation is that the contractor will deliver at the rate indicated in the Time of Delivery clause, FAR 52.211-8. Any potential subsequent order amount in excess of this quantity is expected to deliver consecutive to the previous order. |
| 4 | DoD SAFE website should NOT be used for transmission of contract proposals or other contract award documentation? | The Government will revise the instructions for proposal submission. This change will be reflected in a forthcoming amendment. |
| 5 | Would the Government give consideration to extend the solicitation 1-2 weeks? | The Government has agreed and extended the solicitation close date from 15 July 2024 to 29 July 2024 via amendment 0004. |
| 6 | Will the gov’t use the past performance for evaluating KTR, or only the first delivery order? | In accordance with section H.1.3. Contracting Officer may exercise broad discretion in determining the basis upon which the selection will be made for each |
Delivery order. The submission requirements and basis for award will be included in each individual Delivery Order.

Comment:
They have worded this question in a confusing way - I would maybe state a little more in our response to explain that past performance will be evaluated for purposes of award and then for future delivery orders it will be specified in the DO, something like: "Contractors will be evaluated for initial award based on past performance and price pursuant to section M.1. For future delivery orders, Contracting Officer may exercise broad discretion in determining the basis upon which the selection will be made, in accordance with section H.1.3. The submission requirements and basis for award will be included in each individual Delivery Order."
7 With minimum order quantities of 150 (CLIN 0011-0015), 147(CLIN 0021-0025), 27 (CLIN0031-0035) and delivery quantity of 50 per month would the Government consider changing the monthly delivery quantity to 25 EA per month on orders of less 300 in order for the contractor to have at least a six month manufacturing run and only need to hire, train then layoff half as many employees if deliveries are 50 per month? This would greatly reduce the burden on small business contractors. The government will change the rate to 25 EA per month if the order is less than 300 EA. This change will be reflected in a forthcoming amendment.
