About this file

This document is a Draft Amendment of Solicitation/Modification of Contract for Roof Repairs, Inspections and Maintenance at Fort Buchanan, Puerto Rico. The amendment addresses multiple aspects of the contract, including clarifications on diagnostic testing, hazardous materials handling, and roof inspection requirements. Key points include contractors being required to perform roofing core sampling, moisture scans, and infrared equipment inspections, with specific guidelines for handling potential asbestos or lead discoveries.

The contract covers multiple option periods for roof repair and maintenance across various roof types, including concrete roofing, corrugated metal roofs, and "PUF" (Sprayed-in Place Polyurethane Foam) roofing over concrete, metal, or wood surfaces. The work will be issued via individual task orders, with the total price for each contract period matching the amounts specified in Attachment 1: Schedule of Prices Spreadsheet. The North American Industry Classification System (NAICS) code for this contract is 238160, and the contract amendment provides detailed responses to vendor questions about testing, materials, and site access requirements.

Questions received from Vendors

1. Is the contractor required to perform core cuts, moisture scans, or any additional diagnostic testing as part of the base contract, or will such testing be directed only under specific task orders?

As per Contract Specification Section 01 11 00 paragraph 3.3, Item c and Item d: (c) Roofing cores sampling and location within the roof, and testing to determine system components, and roofing system type. (d) Inspection for subsurface moisture contamination with Infrared Equipment, provide thermograms and exact location within the As-Built roof plan drawing.

2. Should contractors assume the presence of hazardous materials (e.g., asbestos, lead) within existing roof assemblies, or will the Government provide any known hazardous materials reports for the facilities?

Contractors shall not assume the presence of hazardous materials within existing roof assemblies unless otherwise identified by the Government.

Where hazardous materials such as asbestos are suspected or required to be verified, the Government will direct sampling and laboratory testing in accordance with Section 01 11 00 Part 3.3 e. Testing will be performed and compensated under the applicable line item in the Schedule of Prices.

If an unexpected discovery of Asbestos or Lead occurs, refer to Section 02 82 00 Part 1.3.2 and the Operations and Maintenance Plans Technical Exhibits 3 and 4. Notify the Contracting Officer if any previously untested building components suspected to contain asbestos are impacted by the work. Contractors should stop working in the affected area immediately after notification.

W912C326BA0020001

Although all known history of asbestos located on roof structures has been resolved to date, the asbestos plan should be taken into consideration for all task orders and put into action if any signs of asbestos are identified

3. Are the roof square footages listed in Attachment 3 considered final and Government-verified, or should contractors expect variations based on field measurements?

The roof square footage provided in Technical Exhibit 1 is estimated quantities for bidding purposes.

After award, contractors shall verify the dimensions and site conditions in the field in accordance with the task order issue at the time. Actual quantities may vary based on field measurements and existing conditions.

4. Is the Government aware of any ongoing or planned construction, renovation, or maintenance projects that may overlap with or restrict access to buildings included in this roofing requirement?

All facility access coordination will be performed by the Government on a task order by task order basis.

5. What buildings are considered to have Asbestos on the roof?

Refer to answer in question 2.
