About this file
This document is a Construction Plan (Section H) for a federal contract detailing scheduling requirements for vessel construction. The plan mandates a comprehensive project scheduling approach using Primavera P6 or Microsoft Office Project, with specific requirements for preliminary, initial, and baseline schedule submissions. Key scheduling milestones include submission of a Preliminary Project Schedule within 10 calendar days of Notice to Proceed (NTP), an Initial Project Schedule within 45 days of NTP, and monthly schedule updates tied to progress payment requests.
The scheduling requirements are extensive, requiring detailed activity tracking, critical path identification, and narrative reporting. Contractors must provide comprehensive documentation including activity descriptions, risk mitigation plans, delay explanations, S-curves showing planned and actual costs and completion percentages, and various technical reports. The schedule must cover major activities such as bonding, engineering, material purchases, construction, launch, trials, and delivery, with specific milestone events like contract award, phase start notifications, launch, tests, and final acceptance. The government reserves the right to request recovery schedules to maintain project timelines without additional cost.

H06 CONSTRUCTION PLAN
After issuance of the Notice To Proceed (NTP) with Phase I, the contractor shall develop and submit to the Contracting Officer’s Representative (COR) the contractor’s proposed plan for the engineering and construction of the Vessel.
Project Scheduler Qualifications:
Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports. The Project Scheduler must have a comprehensive knowledge of Critical Path Milestone (CPM) scheduling principles and application.
The plan shall be prepared as a critical path schedule using Primavera P6 or Microsoft Office Project.
1. Preliminary Project Schedule Submission:
· The Preliminary Project Schedule is a combined high-level schedule or detailed schedule, based on the time period.
· Due within 10 calendar days of phase one NTP.
· Contains detailed activities for 1st 90 days of contract.
· Activities/tasks with duration of more than 10 days should be decomposed into subtasks.
· Contains summary activities for the remaining time.
· Activities/tasks with duration of more than 180 days should be decomposed into subtasks.
· To be used for the first 90 days, afterwards only Govt. approved/Baselined Schedule shall be used and updated.
2. Initial Project Schedule Submission:
· The Initial Project Schedule is a detailed schedule for the entire project.
· Submitted within 45 days of phase one NTP.
· Should have an appropriate level of detail for the complexity of the project.
· Activities/tasks with duration of more than 30 days should be decomposed into subtasks.
· Activities/tasks with duration of less than 1 day should be combined to be of duration 1 day or longer.
· Activities/tasks represent all work activities under each WBS through the entire project.
· Project Calendar shall be updated to include all planned holidays.
· The Government has 15 days for each review cycle, providing comments, and approval.
3. Baseline Schedule:
· The Baseline Schedule is the Initial Project Schedule after it’s approved/baselined and once all government comments have been addressed and resolved.
· Once baselined, the baselined schedule dates are what progress will be measured against.
· During the baselining process, a “% Planned” calculation column will be added, and this calculation shall be included in all monthly schedule submissions.
· All non-summary tasks shall be logically connected to predecessors/successors.
· All tasks shall be set as “Auto-scheduled” (Not “Manually scheduled”).
4. Schedule Updates:
· The Baselined Schedule must be updated and submitted monthly, with the Progress Payment Request.
· “Status Date” of the updated schedule shall be the End Date of the “Period Covered by this Estimate” (ENG 93 Block 9).
· Monthly Updates shall include Actual Start, Actual Finish, and % Complete for each task to reflect actual progress.
· Planned Start and Planned Finish Dates for each task should show the realistic plan that will be achieved.
· Baseline Start and Baseline Finish dates for each task shall not be changed without KO approval.
· **Only schedule re-baselines approved through modification (KO COR approved) can be added to the schedule update.**
5. Recovery Schedule:
· The Recovery Schedule is a schedule that accelerates task completion to achieve the baselined schedule milestone dates if progress has fallen behind schedule.
· **Can only be requested by the KO COR.**
· This schedule shall utilize schedule acceleration methods to achieve the Baselined schedule milestones and requirements, at no extra cost to the government.
Every Schedule Submission requires: (This includes schedule updates each month)
· Narrative
· Activity descriptions for each task on critical path.
· Descriptions of anticipated risks to completion of critical path tasks, and the mitigation steps planned to prevent the issues from occurring.
· Description of current delays of all tasks (Critical path and non-critical path), and the mitigation steps being executed to resolve them.
· Explanations of corrective actions to accelerate schedule based on realized issues and/or delays.
· S-Curve showing planned cumulative costs through the life of the project, and actual cumulative costs to date.
· S-Curve showing planned % Complete through the life of the project, and actual % Complete to date.
· List of Changes (Or cells colored in yellow directly in each MS Project update)
· Precedence Diagram Method (PDM) Diagram or Network Diagram showing the Critical Path
· Activity/WBS Report
· Float Report
· Logic Report
· 1 Electronic PDF file of schedule
· 1 Electronic native file of schedule (MS Project or Primavera P6)
The critical path schedule will capture the contractor’s proposed starting date, duration in weeks, ending date, and percentage completion (both as planned and as achieved) for all of the major activities of the contract. The plan shall also show the amount of the total bid price (percent and actual dollars) associated with each activity. The plan will also have the progress “S” curve plotted (both as planned and as achieved).
The activities included on the schedule shall be developed by the contractor and shall include, at a minimum, the following:
· Bonding
· Planning & Scheduling
· Engineering
· All WBS items as identified in Section C (Levels 1, 2, & 3)
· ABS Certification and Approval
· Material Purchases & Deliveries
· Construction
· Launch
· Trials & Tests (all levels)
· Delivery
· Final Acceptance Demonstrations
In addition, the following milestone events shall be logically included on the schedule:
· Award of Contract
· Notice to Proceed with Phase I Planning, Scheduling, and Engineering
· Phase II Start Notification with Construct, Test
· Phase III Start Notification with Delivery
· Launch
· Tests and Trials
· Provisional Acceptance
· Delivery
· Final Acceptance
