About this file
This document provides details for a federal solicitation seeking offers for drydocking and repair work on the dredge McFarland. The U.S. Army Corps of Engineers, Philadelphia District is soliciting bids for work including drydocking, utilities, hopper door repairs, hull painting, propulsion system repairs, steel replacement, and other maintenance. The dredge McFarland is a 300-foot steel hopper dredge. Offerors must have capabilities to enter a Master Ship Repair Agreement and conduct work at a NAVSEA-approved drydock facility. The 120-day period of performance is expected to begin with delivery of the vessel. The solicitation is set aside for small businesses with less than 1,250 employees. Liquidated damages may apply for delays in the completion schedule. Payment and performance bonds are required. The NAICS code is 336611 and the area of consideration is the East and Gulf Coasts of the U.S.

QUESTIONS AND ANSWERS PER AMENDMENT 0003
Questions that may be of general interest of all Bidders/Government will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Offerors for information purposes only.
Line Item H-201: Blasting and Painting
Question – As to allow pricing to be “apples to apples” could the owners provide the surface area of the exterior hull.
Answer – The contractor will have to calculate this from the drawings.
Question – It appears we are providing two (2) option prices for this work. The first option is a Partial Blast (Section E1); with this option USC would only spot blast and spot coat with the full paint system fifty percent (50%) of hull. No sweep blast or full color coating of the remaining areas is required. Please confirm this is correct.
Answer – Line Item H-201 has been changed. See revised specification included in Amendment No. 3.
Question – Would the subject spot work areas be in minimum 100 square increment or bigger, smaller?
Answer – The subject spot work areas would be a minimum of 50 sq. ft.
Question – Would this fifty percent (50%) be evenly divided between the underwater hull and the freeboard area (there is a major difference in the cost of the coating material in these areas).
Answer – No. It is all dependent on the results of the Initial Coating Survey detailed in Section 4.B of Line Item H- 201.
Question – There appears to be an accompanying Item H-101, USC didn’t receive this item and it appears to be an item to wash the entire hull upon arrival. Would this work be accomplished by the yard?
Answer – Line Item H-101, Drydocking, was provided in the posted Solicitation. In Section 5A, it states that the contractor shall “Wash down the hull from the waterline to the keel, including all twelve hopper door operating mechanisms and hopper door recesses within first 24 hours on drydock. Washing shall be accomplished using high-pressure fresh water at no less than 5000 psi to remove all caked mud, clay, debris and marine growth. Remove and dispose of any material in accordance with Federal, State, and local requirements and include cost herein. Coordinate the wash down with any underwater work being performed herein and all work being performed on the CPP system.”
Question – We would install containment tarps for the hull coating, but due to the high cost of containment of the upper areas (front and back) above the plane of the dock, could we apply coating via brush and roll as long as the correct milage was obtained?
Question – Yes, above the plane of the dock (top of the wingwall) coatings can be applied via brush and roll as long the correct milage is obtained.
Line Item H-205: Lead Paint Removal (ROM / Budgetary Pricing for 1000 linear feet)
Question – Can the owner provide some idea of the size increments of the 1000’ noted in the item i.e. maybe in minimum of 25 linear feet of continuous and unbroken area per location
Answer – Activation of this Line Item will be for a minimum of 10 linear feet.
Question – Could some idea of the work areas be provided i.e. would it be exterior work, tanks, machinery spaces, some of each, etc.
Answer – The work areas could be anywhere on the vessel, including machinery spaces, berthing spaces, etc.
Question – USC is neither “licensed” or “certified” for lead abatement, and as far as we know neither is required in the state of South Carolina for shipyard work. Our pricing will include testing the areas with the aid of a Certified Industrial Hygienist (CIH), analyzing the samples by a certified laboratory, monitoring of the work site by a CIH, blood testing (pre and post), employee training (by a CIH), record keeping and all the needed safety and environmental equipment to perform this work in keeping with other lead abatement projects performed at Detyens Shipyard. Please confirm this is acceptable.
Answer – Refer to Section TP-7P of the Technical Provisions, which detail the requirements necessary to perform lead-based paint removal on the Dredge McFARLAND.
Line Items H-206: Misc Steel Repairs / H-207: Port Aft Hull Damage / H-208: House Steel Replacement
Question – Since all of the new steel / pipe / etc would be pre-blasted and primed by the shipyard prior to installation, would a power tool cleaning (SP-3) of the welded, burned and damaged areas followed by solvent wiping and then coating as per the items be sufficient for the touch up requirements?
Answer – Yes.
Question – Would applying the coating via brush and roll be acceptable as long as the correct milage was obtained?
Answer – Yes.
Line Item H-221: Anchors, Chains and Lockers
Question – In as much as we are UHP water blasting the exterior hull, would water blasting (WJ-3) be acceptable in this area also instead of grit blasting?
Answer – Yes, water jet blasting of the chain locker is acceptable. It should be noted that each chain locker (one port, one starboard) measures approximately 6’ x 4’.
Question – How much existing mud would be present in the lockers i.e. one M3 total, more, less?
Answer – Estimate on no more than one cubic yard of material per locker.
Line Item H-241: Potable Water Tanks
Question – As to allow pricing to be “apples to apples” could the owners provide the surface area of the two (2) aft potable water tanks that area being blasted and coated?
Answer – Each tank measures approximately 16’ x 12’ x 15’, and each tank contains multiple transverse and longitudinal structural members, swash bulkheads and decks/floors.
Line Item H-401: Hopper Doors (Section (A), pressure washing four (4) Voids only)
Question – As to allow pricing to be “apples to apples” could the owners provide the surface area of the four (4) void tanks to be washed?
Answer – The void tanks are actually the inner bottom spaces, and go from Frames 48 and 68, and 68 to 88, from shell to the centerline keel. Each inner bottom space is approximately 40’ x 36’, and each on contains multiple transverse and longitudinal structural members, girders and floors.
Question – How much existing mud would be present in these voids; i.e. one M3 total, more, less?
Answer – See Section 5A of Line Item H-401. It is estimated that each inner bottom space shall have 6000 gallons of oily water and 20 cubic feet of mud upon arrival at the Contractors facility.
Question – What water pressure should be allowed for in the washing process? 1500 PSI, 2500 PSI, more, less?
Answer – A minimum of 1500 psi will be necessary for the washing process.
Question – Please confirm what the current coating system is in the voids (we are making sure it’s a hard epoxy and not a soft grease type coating)
Answer – Various types of epoxy coatings have been used on the tank tops, including, but not limited to Amercoat 235 and Rust Grip.
Question – It the owner can’t provide the surface (as requested in the first set of questions) can they better define the area to be wash and provide the general dimensions of the voids. We are trying to ascertain if staging on the interior is needed are not.
Answer – The inner bottom spaces are approximately 4’ high. The lower hopper void spaces above the inner bottom spaces extend up to the Main Deck Level, but the contractor is only required to clean the lower hopper void spaces from and including the tank top to 2’ up any vertical and/or horizontal surface in that area.
