About this file
This document contains Questions and Answers (RFIs) related to a tank inspection project at Camp Blanding, FL for three STI tanks. The responses clarify several operational details: vehicles/man lifts must remain 4' from tanks, scaffolding platforms over manways are not permitted, and there is no onsite storage available for excess fuel during cleaning operations.
The installation will transfer fuel prior to inspection, but contractors must dispose of residual fuel/sludge (not exceeding 50 gallons per tank). Electricity and water are provided at no cost to contractors. The scope requires STI External Inspection with Strapping Charts to 1/16th inch accuracy, but no internal UT readings. Contractors have flexibility to inspect tanks consecutively or simultaneously based on their preference. Manway gaskets can be field fabricated though factory fabrication is strongly recommended. The experience checklist confirms requirements for fuel disposal, tank cleaning, STI inspection, manway gasket replacement, tank strapping, and creation of strapping charts.

1. Can these tanks be worked on consecutively and in the same week? After award, the contractor will need to coordinate with the installation. For this particular project, the installation is saying it’s the contractor’s preference as to whether they inspect one at a time or all three at the same time.
2. How many tanks will be available (defueled) initially? After award, the contractor will need to coordinate with the installation. For this particular project, the installation is saying it’s the contractor’s preference as to whether they inspect one at a time or all three at the same time.
3. Is electricity and water available on site for cleaning crew usage? Will this be provided free of charge or will there be a utility rate associated? Electricity and water is available at no cost to the contractor.
4. Will the tank cleaning be able to be performed during a single mobilization and how many tanks can be taken out of service at a time? After award, the contractor will need to coordinate with the installation. For this particular project, the installation is saying it’s the contractor’s preference as to whether they inspect one at a time or all three at the same time.
5. If tanks need to be phased, are there any expected delays between returning a tank to service and removing the next tank from service that exceeds 1-day? After award, the contractor will need to coordinate with the installation. For this particular project, the installation is saying it’s the contractor’s preference as to whether they inspect one at a time or all three at the same time.
6. Please clarify the 50 gallons of fuel disposal from each tank and the 100 gallon maximum fuel/sludge disposal. Will the fuel disposal be 150 total gallons or 100 total gallons? The installation will transfer the fuel, but the contractor is required to dispose of any residual fuel, water, sludge, etc., not to exceed 50 gallons per tank.
7. The tank classification requires only an external inspection. Is an internal inspection with UT readings of the internal wall thickness part of the scope, or is the scope limited to cleaning and strapping services and an external inspection only? These are STI tanks. The contract requirement is for an STI External Inspection with Strapping Charts.
8. For the Word document file named “SP-POL-CMP-INSPECT-FY25-BLD-52.212-1 addendum” please confirm that for the experience checklist (highlighted in green) that the intention was to check “the creation of a strapping chart” and not installation of new wiper seals. Wiper seals are along the edge of a floating roof tank and these are horizontal cylindrical tanks. Or was this in reference to replacing the manway gaskets?
1. _x___ disposing of unacceptable fuel
2. _x___ cleaning the tank
3. __x__ the performance of an STI inspection
4. ____ the performance of an API 653 inspection
5. ____ the performance of an API 570 inspection
6. __x__ the replacement of manway gaskets
7. ___x_ strapping the tank
8. __x__ the creation of a strapping chart to 1/16th of an inch
9. Can the manway gaskets be field fabricated? Manway gaskets can be field fabricated, but I would strongly suggest they be factory fabricated.
10. Will all the tanks will be empty, or will we have to wait to transfer fuel from one tank to another?
If the fuel does have to be transferred is that part of our Scope or will that be done by the base support? The three tanks being inspected are STI tanks. The base will transfer the fuel prior to inspection. The contractor will need to dispose of any residual sludge, fuel, water, etc. not to exceed 50 gallons per tank.
After award, the contractor will need to coordinate with the installation. For this particular project, the installation is saying it’s the contractor’s preference as to whether they inspect one at a time or all three at the same time.
