About this file
This is an updated Questions and Answers document for solicitation W9128F25Q0015 regarding POL Tank Inspection at Davenport ARNG, Iowa. The document clarifies several key technical requirements and site conditions, including: water is available via spigot approximately 500 feet from the tanks; manway size should be assumed as 20 inches on all tanks; vehicles and equipment will be allowed in the load/offload area; and issue pumps must be removed by the contractor to clean and strap the tanks.
Additional clarifications include: all tanks will be available for work during a single mobilization; fuel will primarily be transferred to sister tanks during work with a 2,300-gallon fuel tanker available as backup storage; the existing catwalk can be utilized and additional scaffolding is allowed if properly secured and grounded; the issue pump is identified as model 60HD STP-3/STP-5 (part #401232001); and vehicles/equipment can be positioned next to tanks when ground is frozen or must use concrete area approximately 30 feet away when ground is not frozen. While the facility area has no height restrictions for cranes, the contractor must verify restrictions with the nearby commercial airport.

Updated Q&A Answers for W9128F25Q0015
Question/reply #6: Is electricity and water available on site for cleaning crew usage? If so, can you provide the utility rates?
Previous Answer: “Electricity is 50’ – 100’ away from the tanks, no cost” Contractor Rebuttal: Did not answer distance of water access from the tanks.
Current Answer: Water is available – ~500’ from the tanks, it is a spigot.
Question/reply #8: SOW Attachment B references 24” manways; however, the previous reports indicate 20” manways that are utilized for the issue pumps. Please confirm the manway size.
Previous Answer: “Previous reports have conflicting sizes from the chart to statement in 3b, pg.
8. -24” Contractor Rebuttal: All provided previous reports indicate all manways are 20” Current Answer: Due to safety concerns personnel are unable to physically measure to confirm manway size, assume 20” on all tanks.
Question/Reply #9: Please confirm how close to the tanks a vehicle can park, specifically a truck mounted crane to remove the issue pumps for tank interior access.
Previous Answer: “Weather dependent – could pull up next to when ground is frozen or within 30’ when it is not.”
Contractor Rebuttal: The only location that is 30’ away from tanks is the concrete roadway for the truck load/offload. Will vehicles, equipment, crane, etc. be allowed in that area even during fuel loading/offloading activities or will need to be stationed in different area?
Current Answer: Yes, vehicles will be allowed in the load/offload area.
Question/Reply #10: As the issue pumps are required to be removed, please confirm the issue lines to each tank can be valved closed for piping and pump removal.
Previous Answer: “Issue pumps do not need to be removed to clean & strap the tanks, the lines to and from the tank must be properly isolated prior to entry. Volume for the components must be accounted for in calculations.”
Contractor Rebuttal: The issue pump is installed thru the manway nozzle for each tank per reports given in bidding documents. How can the tanks be cleaned and strapped without removing the issue pump and allowing access to the manway? There are no other nozzles large enough for personnel access/confine space entry.
Current Answer: Issue pumps will need to be removed by the contractor to clean and strap the tanks.
Question/Reply #11: Are there any height restrictions for truck mounted cranes with proximity to the airfield?
Previous Answer: Question not answered Contractor Rebuttal: Are there any height restrictions and will a waiver be needed?
Current Answer: The facility immediate area does not have restrictions. Awardee will need to verify with commercial airport nearby if restriction exist and/or if a waiver will be needed.
Question/Reply #13: Would each tank be available on a single mobilization, even if only one was being taking out at a time?
Previous Answer: Completing back to back in one trip should not be a problem.
Contractor Rebuttal: Confirming all tanks will be available in a single mobilization, done back to back?
Current Answer: Yes
Question/Reply #14: Please clarify which of the three options the installation will be using: fuel will be transferred tank to tank; placed into temporary storage and pumped back into the same tank; disposed of altogether? Pricing for each option varies and is hard to price all three Previous Answer: “…limited temporary storage is available as a backup.”
Contractor Rebuttal: What temporary storage is available and what is the capacity?
Current Answer: Intent is to transfer fuel to sister tanks, as a backup measure, Installation has fuel tanker up to 2300 gallons for temporary storage.
Question/Reply #15: Is the facility responsible for removing and reinstalling the pump, internal issue piping and hardware?
Previous Answer: Issue pumps do not need to be removed to clean & strap the tanks, the lines to and from the tank must be properly isolated prior to entry.
Volume for the components must be accounted for in calculations.
Contractor Rebuttal: How can the tanks be cleaned/strapped without removing the issue pump and allowing access to the manway?
Current Answer: Issue pumps will need to be removed by the contractor to clean and strap the tanks.
Question/Reply #15a: If so, will there be a scaffolding platform already installed?- Previous Answer: Tanks have existing catwalk.
Contractor Rebuttal: The platform/catwalk does no cover the manway/issue pump. There is no way to setup a personnel retrieval tripod unless a platform is built. Will the base/facility allow the retrieval tripod to be installed on the current catwalk even though isn’t centered over the manway?
Current Answer: Yes the catwalk could be utilized, additional scaffolding is allowed to be constructed as needed, must be secured & grounded.
Question/Reply #15c: If not, what is the estimated weight of the pump and associated internal issue piping?
Previous Answer: Unknown Contractor Rebuttal: This is important information in order to develop a lift plan.
Current Answer: Only a series/part number were found, 60HD STP-3/STP-5; part # 401232001
Question/Reply #15e: If not, based on the report pictures, how close could a crane get to the tan Previous Answer: “A crane will not be needed.”
Contractor Rebuttal: If a crane is not needed then the PWS should explain how the Contractor will/can enter the tank without removing the issue pump.
Current Answer: Issue pumps will need to be removed. Vehicles, equipment (to include a crane if needed) may pull up next to the tanks if the ground is frozen. If the ground is not frozen, the nearest concrete area (~30’) away will need to be utilized.
