About this file

This is a Q&A document for solicitation W9128F25Q0015 regarding tank inspection services at Davenport ARNG, Iowa. The document clarifies requirements for STI tank inspections, cleaning, and strapping chart creation.

Key details include: The inspections will be external/In-Service inspections even though fuel will be removed; up to two tanks can be removed from service at once with POL coordination; tanks have 24" manways; the contractor is responsible for fuel transfer between tanks with limited temporary storage available as backup; electricity is available 50-100' from tanks at no cost; existing catwalks are present but additional scaffolding may be constructed if needed; issue pumps do not need to be removed for cleaning and strapping; base personnel will handle electrical power; and DLA requested these inspections with strapping charts be completed before the normally required 2035 date for Category 1 tanks. Site visits for quoting purposes are not permitted. The document clarifies that while Appendix H references an internal inspection template, the correct template for external inspection was previously provided.

Q&A for W9128F25Q0015

1. In response to W9128F25Q0015, It states :

“complete transfer/removal of fuel, complete tank cleaning, Complete STI In- Service tank inspection, complete containment testing, complete strapping charts” A few things I have questions on. First, if they are wanting an “In-Service” inspection, that means they want it inspected while it still has fuel in it. “In- Service” If they want an In-Service inspection, why are the requesting the fuel be removed / transferred and the tanks cleaned? Also, a strapping chart cannot be calculated with fuel in the tanks, the tanks need to be entered to create a strapping chart.

Maybe solicitation needs to be changed to an “out-of-service” if they want all these items, or remove the fuel removal, cleaning and strapping chart and leave it as an “In-Service” inspection. – The Inspections are In Service/External, even though the fuel is being removed, there will not be an ‘inspection’ of the interior of the tank only the strapping chart is created. STI tanks do not usually facilitate a person being able to enter the tank, only equipment. Once the fuel is removed it is to be cleaned to facilitate the strapping. PWS updated for clarification.

2. Will these tanks be available back-to-back, or do we need to plan for separate trips? - Completing back to back in one trip should not be a problem.

3. Paragraph 4.1.3 states that the tanks must be phased. How many tanks can be removed from service at one time? - Up to two tanks, prior coordination with base POL required.

4. Are there any expected delays between returning a tank to service and removing the next tank from service that exceed 1 business day? – No

5. Will the facility transfer the fuel between the tanks, or will the contractor need to perform that service? – The Contractor, para 4.1.3.1.

6. Is electricity and water available on site for cleaning crew usage? If so, can you provide the utility rates?

a. Electricity is ~ 50-100’ from the tanks, no cost

7. Paragraph 4.1.2 states that the tanks are to be inspected, please clarify if these inspections should be considered a formal internal inspection, or external only. – External STI Inspection in conformance with standards listed in para 4.1.2.

8. SOW Attachment B references 24” manways; however, the previous reports indicate 20” manways that are utilized for the issue pumps. Please confirm the manway size. – Previous reports have conflicting sizes from the chart to statement in 3b, pg. 8. -24”

9. Please confirm how close to the tanks a vehicle can park, specifically a truck mounted crane to remove the issue pumps for tank interior access.

a. Weather dependent – could pull up next to when ground is frozen or within 30’ when it is not.

10. As the issue pumps are required to be removed, please confirm the issue lines to each tank can be valved closed for piping and pump removal. – Issue pumps do not need to be removed to clean & strap the tanks, the lines to and from the tank must be properly isolated prior to entry. Volume for the components must be accounted for in calculations.

11. Are there any height restrictions for truck mounted cranes with proximity to the airfield?

12. How many tanks can the facility have out at one time? One, two, more? Up to two tanks, prior coordination with base POL required.

13. Would each tank be available on a single mobilization, even if only one was being taking out at a time? Completing back to back in one trip should not be a problem.

14. Please clarify which of the three options the installation will be using: fuel will be transferred tank to tank; placed into temporary storage and pumped back into the same tank; disposed of altogether? Pricing for each option varies and is hard to price all three. - Fuel may be transferred tank to tank, limited temporary storage is available as a backup. Residual/unusable fuel will be required to be disposed of.

15. Is the facility responsible for removing and reinstalling the pump, internal issue piping and hardware? – Issue pumps do not need to be removed to clean & strap the tanks, the lines to and from the tank must be properly isolated prior to entry.

Volume for the components must be accounted for in calculations.

a. If so, will there be a scaffolding platform already installed?- tanks have existing catwalk.

b. If not, will the facility depower and repower the electrical for the pump?

Base personnel will depower & repower the electrical for the pump.

c. If not, what is the estimated weight of the pump and associated internal issue piping? Unknown

d. If not, is scaffolding allowed to be constructed? Additional scaffolding may be constructed if needed, must be secured & grounded.

e. If not, based on the report pictures, how close could a crane get to the tanks? – A crane will not be needed.

16. Could potential vendors be allowed to visit the site for the purpose of quoting scaffolding and crane services? – NO

17. These are Category 1 tanks, so the next external inspection is not required until 2035 and an internal inspection is not required per code. Is there a current tank issue requiring an earlier inspection and what is the driver for an internal inspection, which is not required per the code? – DLA requested the inspections with strapping charts to be completed prior to the required date.

18. Appendix H mentions it is the Internal Inspection template, however the template provided is for an in-service inspection which would be external. Please clarify the scope is to perform an internal inspection and provide the correct Appendix H template. - PWS updated, correct template previously provided.
