About this file
This amendment modifies Solicitation Number W9128A22R0012 for an electrical distribution system project on Meck Island, U.S. Army Garrison – Kwajalein Atoll in the Republic of the Marshall Islands. The amendment provides responses to additional email requests for information. Key details include confirmation that manufacturers can construct equipment as designed for the highly corrosive environment despite inability to meet all specification requirements for NEMA ratings. Offerors are to bid per the plans and specifications, including providing a fire protection system in accordance with UFC 3-600-01. The proposal due date of June 10, 2022 at 2:00 pm Hawaii Standard Time remains unchanged.

RFI # Ref ID Question Government Response Email RFI 51 156 Per SquareD website: https://www.se.com/us/en/faqs/FA104452/ [se.com] Square D is unable to provide a Nema
4X metal clad switchgear. Nema 3R is only available. This is one example of a switchgear manufacturer who will not provide. Who is the basis of design (BoD)?
Project is located in a highly corrosive environment that requires special construction considerations. BoD manufacturer information cannot be provided, but DOR has confirmed that the equipment can be constructed as designed. Provide proposal per Plans & Specs.
Email RFI 52 157 Dry type transformers cannot be made with Nema 4X enclosures at 300KVA. Max allowed is 37.5KVA per Eaton.
https://www.eaton.com/content/dam/eaton/products/low-voltage-power-distribution-controls-systems/transformer/files/nema-type-4x-transformer-enclosures-pa009003en.pdf [eaton.com] Dry type transformers require natural ventilation to dissipate heat. We would need to convert to a liquid transformer with external ventilation to meet the 300KVA heat dissipation requirement. If we move it outside, you would need to add a secondary level of protection from the corrosive environment. Who is the basis of design (BoD)?
Project is located in a highly corrosive environment that requires special construction considerations. BoD manufacturer information cannot be provided, but DOR has confirmed that the equipment can be constructed as designed. Provide proposal per Plans & Specs.
Email RFI 53 158 Wet Sprinkler Systems are not advisable for electrical equipment. Water and electricity do not mix and actually make things worse ultimately will cause more damage. Water would cause a significant outage for months and millions for new equipment. A type C fire extinguishing system is required since the only purposes of this enclosure is electrical only. Dry type transformers are the most vulnerable to water and would require a complete rebuild and replacement. Prebid RFI 67, 69, 70 disregard the questions and concerns related to having a wet-type sprinkler system in the PDC units.
Provide fire protection system in accordance with UFC 3-600-01. Provide proposal per Plans & Specs.
Email RFI 54 159 1.Spec Sec on 26 11 16 (PDC specs), paragraph 2.3.1.1 calls out the incoming sec on enclosure to be NEMA type 4X and 316 stainless from the front end, which means everything downstream and within the PDC’s needs to be 4X and 316 stainless (batteries, chargers, cabinets, controls, etc). Paragraph 2.9 also calls out stainless steel cable tray within the room as well. This is a significant issue and multiple PDC venders are unable to comply. See attached response from Powell for reference. The manufacturers quoting the project are questioning the amount of additional costs with a NEMA 4x system at the interior of the PDC’s when they will reside in a conditioned space.
Possible to provide NEMA 3R?
a.Addi onally the wet sprinkler system is a major impact and Parsons recommends this issue be discussed with project stakeholders. Being a ‘wet type’ sprinkler in an electrical room is not typical and industry standard indicates that a ‘clean agent’ suppression system should be used. Pre-bid RFI 67 rejects the previous suggestion via pre-bid RFI response indicating the bidders should provide ‘wet type as per UFC 3-600-01’. Suggest an evaluation of UFC 3- 600-01 section 4-15 Electronic Equipment Areas which may allow for use of a clean agent in this environment. A wet system does not put out an electrical fire and multiple vendors are highly recommending re-evaluation of a Type C pressurized dry-agent system to put out electrical hazards. Wet systems will completely destroy gear and impact the island with long term down-time if the system does go off whereas a dry-agent system allows for the gear to continue to function (i.e. no water on electrical gear) in the unlikely event of a fire.
b.All electrical gear vendors are qualifying their bids for the scope in the PDC ci ng they will not provide a warranty when a wet sprinkler system is utilized.
(1) Project is located in a highly corrosive environment that requires special construction considerations. BoD manufacturer information cannot be provided, but DOR has confirmed that the equipment can be constructed as designed. Bid per Plans & Specs. (1a) Provide fire protection system in accordance with UFC 3-600-01. Bid per Plans & Specs. (1b) Provide Proposal per Plans & Specs.
Emai RFI 55 160 2.Spec Sec on 26 24 13, paragraph 2.2.2.1 calls out the enclosure to NEMA type 4X and 316 stainless steel. The size of the switchboard alone creates significant issues let along many manufacturers will not be able to provide.
Manufacturers are able to provide NEMA 3A system if USACE’s DOR is amenable to a change or can advise who the PDC vendor Basis of Design is, along with all gear to fit inside so we can obtain a quote.
