COVID19 Expectation Letter V4.2 03-30-2021 POC: CW4 Jamey L. Norton, 805-355-4471, jamey.l.norton.mil@mail.mil

USAG-Kwajalein Atoll

Quarantine Expectation Letter

You are being quarantined because you could potentially have COVID-19. Isolation and quarantine help protect the public by preventing exposure to people who have or may have a contagious disease.

Isolation separates sick people with a contagious disease from people who are not sick.

Quarantine separates and restricts the movement of people who were potentially exposed to a contagious disease to see if they become sick.

USAG-KA Exceptions for travel

USAG-KA, in coordination with the US Ambassador to the RMI, has negotiated limited exceptions for Kwajalein residents, new hires, and TDY personnel to travel to Kwajalein under strict quarantine procedures. These exceptions are limited to a maximum of approximately 20 people per week and all personnel must travel on ATI.

Quarantine Requirements

Personnel traveling to Kwajalein under an exception to the travel ban are required to complete a strict quarantine protocol that includes two weeks (14 days) of quarantine in Hawaii, two weeks (14 days) of quarantine on Kwajalein, and multiple COVID tests during those 4 weeks.

General Quarantine Guidelines

• Do not leave your hotel room/house once quarantine has started, the threshold of each door is your boundary. Exiting the hotel room/home, by crossing the threshold of the door, is breaking quarantine, and may result in immediate termination and removal from the Hale Koa or Kwajalein. If you are allowed to stay on the island your quarantine time will restart.

• No visitors are allowed. No face to face/person to person contact will be allowed with anyone outside of medical personnel.

• All doors and windows must remain closed.

• No smoking – Bring a 4 week supply of alternatives, such as gum or patches with you.

• Hand carry a 90 day supply of all medications with you because prescriptions cannot be filled for you.

• Hand carry a 90 supply of contact lenses, solution, and a second pair of glasses.

• Call your sponsor/HR representative with any questions.

• There are no pets allowed in the Hale Koa Hotel. If a pet waiver has been approved through USAG-KA Health Systems Specialist Sue Mosier, 805-355-2354, suzanne.m.mosier.civ@mail.mil, a boarding service must be coordinated by the traveler while in Hawaii. Coordination for pet pick-up the morning of the flight to Kwajalein and all other pet transportation requirements are the traveler’s responsibility. Do all of the above coordination prior to your arrival at the Hale Koa.

• Conduct adequate planning prior to your arrival for quarantine at the Hale Koa.

Speak with your sponsor concerning any unique requirements not covered within this letter and make proper arrangements prior to your arrival. DynCorp International and the Hale Koa staff are contracted to provide repatriation services within the scope of their contract with USAG-KA. Requests for services outside of this scope are not authorized and may result in financial liability by you.

Hawaii Quarantine Guidelines

• Quarantine will be for a minimum of 14 days. This is subject to change based on direction from the Garrison and recommendations by medical personnel.

• If you have symptoms or develop any other medical emergency call the front desk and inform them of your emergency. Let them know you are in quarantine.

• Everyone should receive a packet at check in describing the various services available to you while you are in the facility. All of these services will drop the packages at the bell desk, and the bellmen will bring it to your room.

• There are several eating options in the hotel, all explained in the hotels literature you will receive. You are also free to use any of the available food delivery services you like (uber eats, doordash, etc.)

• Grocery delivery is available via Instacart.

• No smoking in your hotel room. Kwajalein Quarantine takes place on 2 floors of the hotel, NONE OF THESE ROOMS ARE SMOKING ROOMS. If you are a smoker bring smoking cessation products with you from home, i.e. nicotine patches, or nicotine gum.

Kwajalein Quarantine Guidelines

• Quarantine will be for a minimum of 14 days. This is subject to change based on direction from the Garrison and recommendations by medical personnel.

• If you have symptoms or develop any other medical emergency call 5-2223

Tuesday-Saturday 0730-1630 or 911 after hours and Sundays and Mondays. Let them know you are in quarantine.

• As part of your initial medical evaluation on the flight line, you will be provided your own thermometer and one pulse oximeter to be shared.

• There will be a morning visit by the nurse starting at 0730 to get your temperature, heart rate and pulse oximeter reading, and a call in the afternoon starting at 1500.

Please have the information ready at that time. If medical staff cannot reach you after 3 calls, your sponsor will be notified for a safety check.

• The thermometer and pulse oximeter must be returned to the medical staff during the visit when they come for collection of the day-20 COVID-19 swab sample prior to discharge from quarantine.

• 3 hot meals from the dining facility will be provided, at approx. 0730, 1130, and 1630. Unfortunately, due to the number of carry out meals per day and the number of people who will be in quarantine at one time they will be unable to make individual meal selections. As part of your initial evaluation on the flight-line we will be asking about any food allergies and/or dietary restrictions/requirements so we can pass the information on to the dining facility management.

• A small starter pack will be provided in prepared quarantine houses. The supplies are subject to change but may include one roll of toilet paper per person, a small bottle of dish soap, trash bags, a bar of soap, a small bottle of Purell hand sanitizer, and bottled water. Any further delivery of supplies can be coordinated with your sponsor/POC and you will be responsible for payment/costs of supplies.

• You will be provided 1 set of sheets and a thin blanket, one bath towel and 1 washcloth. The linens and the small trash can, broom and dustpan will remain in the home after you have been discharged from quarantine. No utensils, cups, silverware, or other kitchen supplies are provided, please contact your sponsor/POC to have these items delivered; you will be responsible for payment/cost of supplies.

• Your sponsor will be able to drop off required and comfort items prior to your arrival and twice per week at the following designated times and locations;

Mondays at 1000 in front of Macy’s, and Thursdays in front of Surfway at 1400. o

Deliveries should not be more than what can fit in a regular sized brown paper bag. Be Reasonable. You will be responsible for payment/costs.

o Keep in mind the desired supplies may not be available, there is minimal variety/choices and the brands are subject to change.

o Downloading apps such as CashApp, Zelle, or Venmo for reimbursement of supplies will be beneficial.

• Vector control performs trash pickup on Wednesday and Saturday (0700-1000) during the week. There will no trash pickup on the weekend or holidays. Do not put trash outside.

• The houses are 2 or 3 bedrooms, with a washer, dryer, microwave, refrigerator/freezer, several small AC window units and a small television.

• For any maintenance related issues contact your sponsor during normal working hours 0730 – 1630 hrs. Tues thru Sat. After hours or weekends contact safety at

5-3243 Pager # 0121. Safety will determine the best course of action during nonwork hours and weekends.

• For IT related concerns (Wi-Fi/internet) call 5-3000 option 3 and they will be able to help trouble shoot issues and if needed coordinate with Vector Control for further assistance. Business hours are Tuesday-Saturday 0800-1630, not available on the weekends.

RMI Phase 2 Quarantine Period Changes for Persons Traveling into the RMI from

Countries with COVID-19 Community Transmission

As of 25 March 2021, the duration of the Second Phase of Quarantine on Kwajalein Atoll has been revised to 14 days. The total period of quarantine is now 28 days. This applies to all individuals entering the RMI from countries deemed high risk for COVID-19 transmission (where community transmission is present).

The two-phased quarantine strategy remains in place and includes the following components:

1. Phase 1- Secure and monitored hotel quarantine for 14 days in Hawaii: This includes a COVID-19 PCR test and an antibody test prior to entering quarantine, then another COVID PCR test on day 1 and a final COVID PCR test within 48 hours of scheduled departure from Honolulu.

2. Phase 2- Secure and monitored quarantine on Kwajalein Atoll for 14 days: This includes COVID-19 PCR tests and antigen tests on days 7 & 14.

This guidance is consistent with current WHO guidance on travel quarantine as well as other national health ministries and other public health agencies. This time period reflects the maximum incubation period for COVID-19 and includes individuals vaccinated against COVID-19 as well as unvaccinated individuals. COVID-19 variants of concern currently follow an incubation period of 14 days.

These quarantine procedures are subject to periodical review by the Ministry of Health.

Quarantine Days in Honolulu to be reduced

On 18 November 2021, the Cabinet met and approved in principle the National Disaster

Committee’s recommendation to reduce the quarantine days in Honolulu, Hawaii from

7 days to 3 days for fully vaccinated individuals set to return to the RMI. The approval in principle is dependent on the National Disaster Committee and the Ministry of

Health and Human Services carrying out public awareness for the community, including leaders between November and January 2022.

Because the CDC has approved emergency use of the Pfizer vaccine for the 5-11 year old age group, and in the RMI this was launched on Friday, 19 November 2021, in

Majuro, starting from 1 January 2022, 5+ year old children and older will need to be fully vaccinated prior to entering the RMI.

The public is urged to continue practicing COVID-19 protective measures.
