(Am-0006) responsibilities and how well it clearly demonstrates an understanding of the organizational structure and relationships required for successful execution of the contract, and execution of simultaneous task order requirements within the scope of the MATOC.
b. Multiple projects The Government will evaluate how well the Offeror will manage and administer resources required to perform multiple task orders under the contract at the same time.
When assessing an Offeror’s relevant experience, the Government intends to give greater weight to the following:
Contractor’s staff that have on-site decision making authority to include, but not limited to, negotiations, resolution of issues, resources, and the level of authority delegated to address issues.
Organizational relationships which have been used on other projects (such as those presented in Factor 1) that are same or similar to the scope of this MATOC.
Proposals that provide a description of relationship/contractual agreement with proposed subcontractors.
Depth and breadth of technical experience and training as it relates to the responsibilities of proposed key personnel.
Key personnel experience working for the Prime contractor and with other key personnel
Prime Contractor Key personnel and key subcontracting team experience working in the area of responsibility covered under the RFP.
See paragraph 7.0.d for the evaluation rating system for Volume 1, Factor 3, Organization and Management Plan.
5.4 VOLUME 1 – TAB E, FACTOR 4: TECHNICAL APPROACH
5.4.1 Submission Requirements
a. The Offeror shall describe the resources and teaming arrangements that will be utilized specifically for the sample project. The Offeror shall explain how resources will be utilized and any contractual teaming arrangements that have been established. Resources include, but are not limited to: personnel, equipment, and any other resources necessary to execute the sample project. The Offeror shall describe how it will manage the sample project, how it will mobilize to prepare for and execute the sample project, and the authorities and delegations of authorities within the team. The Offeror shall describe its management process and how the process will lead to the successful execution of the sample project. The Offeror shall explain how it will address logistical, personnel, material sourcing, and transportation challenges of executing the sample project.
b. For execution of the sample project, any subcontractors and outside associates or consultants will be limited to the firms that were identified under paragraph 5.3.
5.4.2 Evaluation
The Government will evaluate the strengths, weaknesses, and any deficiencies in the technical approach. The
Government will evaluate the Offeror’s resources and teaming arrangements proposed for the sample project to determine how well the Offeror demonstrates and understanding of the resources and relationships requirements required for successful execution of the sample project. The Government will evaluate how well the Offeror demonstrates a thorough understanding of the management processes required for successful execution and quality of the contractor’s plan to overcome the logistical, personnel, material sourcing, and transportation challenges to execute the sample project.

6.0 VOLUME 2 - FACTOR 5: PRICE
Adjectival rating shall not be used of the Offeror’s price proposal. The Government will fully evaluate and negotiate (if applicable) all priced Contract Line Item Numbers (CLINs) for the proposal schedule and for the sample task order. The evaluation of all option ordering period CLINs will not obligate the Government to exercise any option nor place more than the minimum guarantee of the IDC MATOC. The Offeror’s Price proposal will be evaluated as follows:

The solicitation has two (2) price subfactors (Subfactor 1 - proposal schedule and Subfactor 2 - sample project) which will be evaluated for fairness and reasonableness as described herein. Also the sample project price will be evaluated of whether or not the price is too low (price realism analysis) and represent a risk for successful performance.
The contract will be a firm fixed priced construction MATOC. The Price Factor includes both solicitation Proposal
Schedule and the Sample Project Proposal Schedule. The solicitation has two (2) price subfactors: Subfactor 1 -
Proposal Schedule, which will be evaluated for fairness and reasonableness, and Subfactor 2 – Sample Project, which will be evaluated for price realism.
The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition.
Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the
Contracting Officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition, the
Contracting Officer determines that adequate price competition no longer exists, Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price.
6.1 Subfactor 1 – Proposal Schedule
The Proposal Schedule requires an Offeror to propose daily rates for 5 disciplines (Project Manager, Project
Superintendent, CQC System Manager, Quality Control Representative, and Site Safety and Health Officer); the escalation rate, if any, for the Base Period and Option Periods; and the a Home Office Overhead Rate, if any;
and a General Administrative Rate, if any. Daily rates will remain in effect through the current ordering period of the contract and will be applied to any contract changes unless (in the case of Home Office Overhead or
General and Administrative rates) the a contractor’s request for an equitable adjustment is approved by the
Contracting Officer.
6.2 Subfactor 2 – Sample Project
The Offeror will be required to provide a price proposal for the Sample Project. The proposed daily rates proposed under Subfactor 1 must be used when pricing the sample task order Sample Project.
Using the drawings and specifications provided as a Sample Project, complete the Sample Project Proposal
Schedule in Section 00 10 00. Instructions are provided in the notes to the Sample Project Proposal Schedule. As stated above, a price realism analysis will be performed on the lump sum price for the Contract Line item
(CLIN).
6.2.1 Basis for Evaluation
The Government’s price evaluation will be an integrated price analysis, as further detailed below, which will require complete information. Failure to provide all information requested may be cause to eliminate an
Offeror from consideration in the evaluation.
The information provided in the Price Proposal will be used in the tradeoff analysis. For purposes of award, a determination will be made on the reasonableness of the Price Proposal rates and the realism of the
Sample Project price.
The RFP requires firm-fixed price contract line items. The Proposal Schedule (Subfactor 1) - A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable. Offers found to be unreasonably high or unbalanced, may be considered unacceptable and may be rejected on that basis.
The Sample Project Proposal Schedule (Subfactor 2). As noted above, may be subject to Proposal
Analysis techniques in accordance with FAR 15.404 to determine fairness and reasonableness of prices contained in the Sample Project Proposal Schedule. a price realism analysis will be applied to the Sample
Project Proposal, to determine (1) whether a low price indicates that the Offeror does not understand the work; and (2) whether the low price poses a risk to the Government of poor performance. in order http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/15.htm#P429_79027
Section 00 22 16 – Page 16 to measure the Offeror’s understanding of the requirements and/or to assess the risk inherent in an Offeror’s proposal. This includes the comparison of cost/price information from other proposals, information relative to market research, historical procurement data, and/or the Independent Government Estimate and, if necessary, further evaluation to determine fairness and reasonableness.
6.2.2 Evaluation Criteria
In accordance with FAR 15.404-1(b), a price analysis will be performed to determine that the Subfactor 1’s
Proposal Schedule proposed contract line items are price is fair and reasonable. The price analysis will be performed by utilizing one or more of the following techniques to ensure the prices are fair and reasonable:
- Comparison of proposed prices with those received from other Offerors in response to the solicitation
- Comparison of proposed prices with available historical information
- Comparison of proposed prices with the Government Estimate
Evaluation criteria for this price factor Subfactor 1 will include data from the Sample Project Proposal
Schedule. If deemed necessary, the Government will request price breakdown information to assist in price evaluation.
The Sample Project Proposal Schedule (Subfactor 2) shall be provided as if it were a real project. As noted above, a price realism analysis and/or price realism will be conducted and Offerors should be prepared to provide price breakdown information upon Contracting Officer’s request.
The Offeror’s Cost / Price proposal will be reviewed for errors. The Offeror may be given an opportunity to clarify certain aspects of its proposal at the sole discretion of the Contracting Officer.
Any tradeoffs among price and technical will be based on the total price proposed for the Sample Project.
6.3 SPECIFIC INSTRUCTIONS FOR THE PRICE PROPOSAL (VOLUME 2)
6.3.1 Price Proposal.
Submit the Price Proposal in read-only PDF format. The only documents that can be scanned are the
SF1442, acknowledgement of amendments, and a letter from the surety for bonding capability. Sections of the proposal shall be bookmarked (linked to the index) in logical order.
Offerors shall submit the price proposal in a second envelope that is clearly marked, “PRICE
PROPOSAL, VOLUME 2, RFP NO. W9128A-19-R-0002.”
Offerors shall submit the price proposal documentation on:
Five (5) hard copies (1 original and 4 copies) One (1) hard copy; and
One (1) CD ROM as one separate PDF file titled:
W9128A-19-R-0002_COMPANY NAME_PRICE PROPOSAL
6.3.1.1 Size Restrictions and Page Limits. The following are established for each factor:
Factor 5 Price: Proposal Schedule and Sample Project (no page limit)
Proposal material shall be submitted in PDF format. Do not use a font size smaller than 10 pitch, an unusual font style such as script, or condensed print for any submission. Each page shall be identified with the appropriate page number centered at the bottom of the page. Sheet size of the proposal contents shall be 8-
1/2 inches x 11 inches.
6.3.1.2 Format and Contents of the Price Proposal and List of Tabs.
The Price Proposal shall be tabbed and labeled in a manner to afford easy identification from a Table of
Contents, as indicated in the following chart below.
