(Am-0005) ADDENDUM 1
PHASING GUIDELINES.
The drawings identify phases and options for performance of the work which are no longer consistent with the intended execution and award of the contract. For bidding and construction purposes, all references to Phases 1, 2, & 2A and Options 1, 2 & 3 shall be disregarded and replaced with Phases A, B, and C which are described below (see sheet G-004 for BL A ties and civil sheets, CS101 thru CS103, for station identification).
The following phasing is provided as a general guide only. Contractors are expected to develop their own sequence of work incorporating the required operational conditions identified on sheet G-006, and as amended herein. Generally, except as noted, the work initiated in a phase must be completed before work in a subsequent phase commences.
Phase A (required).
Phase A consists of completion of the On-Shore Warehouse and all utilities and support features necessary for its use, including testing and cleanup. Utility construction in Marine Road and Sixth Street may commence during this phase. There should be no work on the pier, except for temporary utility connections. Ships will continue to dock alongside all berths. At the conclusion of Phase A, the on-shore warehouse will be turned over to the government for its use and occupation. The On-Shore Warehouse must be complete and operational before the existing Pier Warehouse is demolished.
Alternatively, a temporary warehouse structure may be provided in the area identified for the COSA (see sheet CG102), subject to the following criteria:
The temporary structure shall be designed and constructed in accordance with UFC 1-201-01, Non-Permanent DoD Facilities in Support of Military Operations.
Shop drawings shall be developed, signed and stamped by structural and fire protection engineers registered in one of the 50 United States or District of Columbia and submitted for
Contracting Officer approval.
Interior layout shall be coordinated with using agency.
Install new 3-tier pallet rack system with 9’ aisles as shown on A-111. (Am-0004)
Minimum enclosed area = 6,500 SF, and shall include one unisex restroom.
Minimum entrance opening shall be 14-feet high x 16-feet wide.
Minimum interior storage height shall be 18-feet.
An all-weather, all-purpose driveway entrance accessible from Marine Road shall be constructed and maintained while the temporary structure is in use.
After completion and acceptance of the permanent on-shore Building, the temporary structure shall be dismantled, building materials removed from the island, and the area restored to original condition or better.
No additional cost or time will be authorized for implementation of this alternative. The project schedule shall Include appropriate design, procurement and construction activities associated with this alternative.
(Am-0005) ADDENDUM 1
Upon completion of the temporary structure, allow a minimum of one week for transfer of equipment from the existing Pier building, after which time, the existing pier Bldg 605 may be demolished and
Phase B may commence.
Phase B (required).
Phase B includes demolition of the existing Pier Warehouse and pier structure between Charlie-Delta-
Echo (CDE) piers, reconstruction of this section of the pier, and construction of the new Pier Warehouse and all supporting utilities*, including testing and cleanup (identified as Base Bid Phases 1, 2, and 2A on the drawings, BL A station 10+50.76 to BL A station 6+48.52). Utility construction in Marine Road and
Sixth Street must be completed, connected and tested. Ships will continue to dock alongside Bravo and
Foxtrot. Existing utilities supporting berths on Bravo and Foxtrot must be maintained until the end of
Phase B and the CDE berths are useable; provide temporary utilities as needed. At the conclusion of
Phase B, the CDE piers will be turned over to the government for its use and occupation. All utilities supporting these piers must be completed*. The new Pier Warehouse need not be 100% complete if any work in Phase C (Options 1 thru 8) is awarded.
*Regardless of the ending option station awarded, utilities between BL A station 6+48.52 and BL A station 0+00 are required. The final station awarded only determines whether the utilities are constructed in the below-grade utility trench (CU105-CU107) or the above-grade concrete encasement
(CU102-CU103).
Phase C (only applicable if any of the Options, 1 thru 8, are executed).
In Phase C, complete the new Pier Warehouse and all remaining work on Bravo and Foxtrot piers from the end of Phase B up to the ending option station awarded (identified as Options 1, 2 & 3 on the drawings). Ships will dock at CDE; there will be no ships docked along Bravo and Foxtrot. Remove temporary utilities only after permanent utilities have been constructed, connected and tested.
DRAWING LABELS
The table below is an explanation of the drawings to use based on the ending BL A station awarded. For example, if the bid identifies no work beyond the ending base bid station 6+48.52, use the drawings labeled Base Bid, Phase 2 for work on the pier between BL A station 6+48.52 and 0+00 (Condition 1). Or, if the bid identifies the ending station is BL A 4+64.66, the drawings identified for Condition 2 apply. For work between 6+48.52 (end of Base Bid) and 4+64.66 (bid station), follow the plans labeled Option 1, including construction of temporary utilities for this section of the pier. For the remainder of the pier, from 4+64.66 to 0+00, follow the plans labeled Base Bid, Phase 2.
Use prepared drawings showing Base Bid and Options 1, 2 and 3 for details on transitions between conditions. Where the final station is not at the end of a section, construct remaining work described under the Base Bid condition and follow the applicable transition details.

PLAN AND SPECIFICATION CORRECTIONS
The following table identifies corrections to information presented on the drawings and in the specifications. Information provided in this table supersedes referenced information shown on the identified drawing or specification.
Sheet Number Description of Change
G-004 ADD the following:
Vertical and Horizontal controls are measured in feet, unless noted otherwise See Am-0005
G-005 See Figures 1, 1a, 1b, 1c, 2,2a for Haul Route, Batch Plant, Life Support Area, and Lay Down area locations.
See Am-0004
G-006 Important Operational Requirements notes. ADD the following:
The existing warehouse (Bldg 605) must remain operational until the new Onshore Warehouse is completed.
Utilities and pedestrian access to the berths along Bravo and Foxtrot must be maintained until the new Charlie-Delta-Echo (CDE) berths are functional. See Table 2 for required utility connections and consult with Marine Operations for berth assignments.
All utility outages require a minimum 10 days advance notice. See clause K-6.
The maximum outage duration is 4 hours.
Vehicular access for container ship loading and off-loading is required for the duration of the project. Provide minimum 20-foot wide drivable access lane capable of supporting the live loads identified on S-001.
Continuous pedestrian access to the completed CDE berths is required during construction along Bravo and Foxtrot.
(Am-0005) ADDENDUM 1
Sheet Number Description of Change
Whenever fire truck access to the completed CDE berths is impeded, provide a temporary dry standpipe system extending from Delta pier up to the farthest point accessible by a fire truck.
See Am-0004
G-007 thru G-
Vessel Relocation Note 2. Clarification:
Container vessel calls are scheduled in advance for the year. However, scheduled calls are subject to change and should be confirmed with Marine Operations regularly. Duration in port is usually at least 48 hours but could be longer depending on cargo requirements. Confirm with Marine Operations.
During construction of CDE, the container vessel will berth along the west end of Foxtrot. While in port, vehicular access for ship loading and unloading must be provided from shore up to no less than 75-feet from the westernmost point of Foxtrot (intersection with Echo – see Figures 3 & 4). Provide temporary sheeting and supports as needed capable of supporting the live loads identified on S-001.
G-008 thru G-
