About this file
This document outlines the Defense Health Agency's Operations and Maintenance Strategic Leveling Acquisition Plan for the next five fiscal years. The DHA aims to establish a predictable annual workload for facility operations and maintenance at over 300 military medical treatment facilities through new or extended contracts with dedicated Medical Support Teams from the Army Corps of Engineers and GSA Region 7. The plan schedules new contract solicitations 12-18 months before current contracts expire to synchronize acquisition milestones across DHA, MTFs, MSTs, and industry partners. Approximately 188 sites will be assigned MSTs using a standardized performance work statement and CLIN structure, while others may use base-level contracts. The DHA contract cell will support scope development, source selection participation, and ongoing contract administration.
