9434821 Contracting Pg 24 of 26 52-236-27 Site Visit W9127S21R0001

Comment Classification: Controlled Unclassified Information (CUI)

Please respond to the Three Specific CDC regulation questions for the Norfork Powerhouse site visit October 12, 13, & 14, 2021.

1. Is proof of a PCR test required?

2, Is Proof of a vaccination required?

3. are masks required to be worn inside and outside the plant.?

(Attachment: B.08.02+W9127S21R0001.pdf) On: Sep 30 2021.

Government Response. . 1/2. Official visitors will be asked to complete DD Form 3150. Official visitors who are unvaccinated, as defined in this guidance, or who decline to volunteer their vaccination status, must show an electronic or paper copy of negative results from a COVID-19 test administered no earlier than 3 days prior to their visit. If an official visitor is unable to show a negative COVID- 19 test result, the visitor may be provided onsite self-testing, if available, or will be denied access to the DoD facilities to which access is sought. Service members who are not on active duty at the time of their visit are subject to the requirements in this paragraph.

3. In areas of substantial or high community transmission, DoD requires all Service members, Federal employees, onsite contractor employees, and visitors, regardless of vaccination status, to wear a mask in an indoor setting in installations and other facilities owned, leased or otherwise controlled by DoD.

Service members, Federal employees, onsite contractor employees, and visitors who are not fully vaccinated also need to continue to physically distance consistent with applicable CDC and DoD Force Health Protection guidance. On: Oct 01 2021

Government Response. . This new text supercedes ALL previous replies.

Please disregard previous reply as it cites an Executive Order for which SWL has not received implementation guidance. At this time all visiting personnel should wear masks and socially distance in accordance with CDC recommendations. On: Oct 06 2021

Due to the expected duration of the project, our surety companies will not accept to issue one bond for the 2 units as it exceeds 5 years.Would it be acceptable for the District to allow Contractor to bond each unit separately? If not, would the District consider a rolling bond approach as it has been implemented in the past by USACE on other projects?

On: Oct 01 2021.

Regarding the Turbine rehabilitation Past Performance (Factor 1.1), is it possible for the District to modify the requirement according to the following:

1.In par. d., replace the 20-80 MW requirement with the 130-inch or greater Francis Turbine requirement. The combination of the requested 130-inch diameter and the 20-80 MW requirements makes it impossible for the contractor to provide relevant Past Performance.

2. In par. e., can you confirm that the design projects that have incorporated a dissolved oxygen (DO) amelioration system are not subject the diameter and MW requirements?

On: Oct 01 2021.

Government Response. . 1. The MW will be removed for the Francis runner requirement; change will be seen in an upcoming amendment.

2. It has been confirmed that the DO requirement does not fall under the MW requirement of the Francis runner. On: Nov 08 2021

Section 01 15 10.10 46, Part 1, par. 1.1 - Security Required USACE is asking for a level 2 security clearance for workers on site. The contract states that this is a six month process to get someone cleared for site access. From an execution standpoint this will be extremely difficult to manage, if not impossible. Can the Government confirm the intent ?

On: Oct 01 2021.

Government Response. . Level 2 security requirements require background investigations that may take up to 6 months to complete. However, Contractor employees may commence work on-site once the background investigation is started and all required submittals have been received along with fingerprints for those employees. Exceptions to Level 2 requirements may be made, at the discretion of the COR, for short-duration employees that will not access the control room or spreader room. For these employees, the contractor may either provide Level 1 security and fingerprints or have that employee escorted by a Level 2 employee.

This clarification will be included in an upcoming amendment. On: Oct 25 2021

On: Oct 01 2021.

Government Response. . Contractor trailer area is shown on G-105 and is separate from the designated storage/staging areas. Sheet G-106 identifies the location of an additional storage area. Fencing is not required around the "contractor staging area" identified on sheet G-101. On: Oct 25 2021

On: Oct 04 2021.

W9127S21R0001

Government Response. . Clarification: Prototype coil testing is only required once, regardless of number of batches (described in list item "a" of par. 2.4.8).

In cases where coil manufacturing is split into two batches, a set of 6 production run coils from each batch must be pulled for voltage endurance testing as specified. These are production run coils, and so are not manufactured and tested prior to the start of production run coils. On: Nov 08 2021

Government Response. . 6 Production run coils are required for VET testing from each batch, as specified in par. 2.4.8, list item (b). Separate batches are defined based upon any changes in the tooling made between manufacturing of sets of coils (such as, for making coils of a different design for a different project). But these criteria are not specifically detailed for Finite Element Analysis. The Contractor understands the stated allowable values, in paragraph

1.4.1 and 1.4.2, as Von-Mises primary membrane (Pm) and that different criteria, as detailed in the ASME BPVC sect VIII div II, will apply to other stress categories, including local membrane, primary bending, secondary bending and peak stress. Many painted parts of the turbine are continually immersed, but will no longer be accessible after erection, or will have very limited access. Section 48 13 13.04 26 - 3.15.6 This article specifies a maximum total indicated runout of 0.002'' for the surface of the facing plate surface after their installation on the bottom ring. The facing plates and bottom ring are large, flexible components that require large vertical axis mills. These large mills are less precise than the smaller mills used for machining rigid components such as shaft flange faces. The best that large mills can do is a runout of 0.005''. This 0.005'' limit is accepted on other projects for the Corps of Engineers for similar large components and we recommends it be adopted for this project as well.

On: Oct 05 2021.

Government Response. . Recent rehabilitation of a USACE owned larger unit (218 inch diameter g.p.c), using these same tolerances, on a large mill was done successfully. The total indicated runout shall remain at 0.002 inch. On: Oct 25 2021

Section 48 13 13.04 26 - 3.17.2 This article asks for only 0.001'' of TIR over the bottom ring surfaces. Because they are large parts, higher tolerances are required.

Such low tolerances are typically reserved for rigid, smaller parts, such as thrust bearing runner surfaces, where runout is critical and where the appropriate machining tools exist. The best that large mills can do is a runout of 0.005''. This 0.005'' limit is accepted on other projects for the Corps of Engineers for similar large components and the Contractor recommends it be adopted for this project as well.
