SECTION M - EVALUATION FACTORS FOR AWARD

A. EVALUATION APPROACH

The Government will evaluate whether the Offeror demonstrates the ability to accomplish the work specified under the RFQ. This assessment will be based on consideration of all the technical factors and price. The approach to the selection for this procurement will be pursuant to a best value concept. The objective is to select the quote that offers the best value for the Government, not necessarily the lowest price.

The technical factors used in this evaluation are listed below. Please note that Factor 1 and Factor 2 are the most important factors. They are equal, with respect to each other, but are more important than Factor 3 or Price. Factor 3 is more important than Price. Moreover, collectively, all of the technical factors are significantly more important than price. However, as quotes become more equal technically, price may become a determining factor in award selection.

Factor 1: Corporate Experience Factor 2: Understanding of the Work Factor 3: Past Performance

B. EVALUATION FACTORS - TECHNICAL

Factor 1, Corporate Experience: The offer will be evaluated based on the demonstrated ability to execute the requirements of the Performance Work Statement. Offerors shall submit evidence of a minimum of three (3), but no more than four (4) similar requirements. If there is a teaming arrangement, a minimum of 3 similar contracts are required from the prime. Offerors shall complete and provide a Corporate Experience Data Sheet for each similar contract; refer to Attachment 1. The Corporate Experience Data Sheet shall not exceed 2 pages per contract.

For evaluation purposes, the definition of a similar requirement is as follows: A recent contract awarded to the Offeror (or in the case of an Offeror which is a Joint Venture (JV), a contract awarded to either member of the JV) as the prime contractor. The contract should be 60% complete in terms of period of performance or completed projects within the last five years that are similar in terms of scope and cost to the requirement.

Factor 2, Understanding of the Work: Evaluators will determine whether the Offeror demonstrates an understanding of the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement (PWS).

The proposal submission for this factor shall include a narrative (conceptual work plan) that clearly demonstrates an understanding of requirements of the solicitation. The narrative shall address how the Offeror will perform Real Property Installed Equipment (RPIE) Asset Inventory validation and management; identify, track, and perform Service Call (routine, urgent, and emergency) work; implement and maintain a Preventative Maintenance Program; provide Inspection, Testing and Certification services;

establish and perform Other Recurring Services program; develop, and perform IDIQ work that includes facility repair, restoration and modernization work. The narrative shall address how the Offeror will establish and implement a Quality Management System, based on principles of ISO 9001:2015 or later, for ensuring the quality of services and deliverables provided in meeting customer facility investment services, management and administration requirements. The narrative shall also address each criterion below as it pertains to each service shown in the Performance Work Statement, Section C, Specification Annex-3, Spec Item A3-1.1 (HVAC, electrical, plumbing, miscellaneous mechanical work and associated operation and maintenance activities, etc.). This information can be in charts, tables, sketches and maps as necessary to make the work approach understandable. The narrative shall not exceed 25 pages.

(1) A thorough understanding of the current commercial standards, policies, procedures, and processes utilized in each of the service areas identified in the PWS.

(2) A thorough understanding of the interrelationships and interdependencies associated with each of the service areas identified in the PWS, as well as administering the contract as a whole.

(3) A thorough understanding of the difficulties, uncertainties and risks associated with each of the service areas identified in the PWS, as well as administering the contract as a whole.

(4) A logical performance approach for each of the service areas identified in the PWS, as well as administering the overall contract to include how Offeror will approach Quality Assurance and Quality Control to satisfy the Performance Work Statement, Section C, Specification Annex-2, Spec Item A2-2.6.7.

(5) Management & administration capabilities commensurate with the magnitude of the resulting contract.

(6) Appropriate types of resources required to perform the work and of their appropriate allocation to the work activities in multiple locations during weekdays, weekends, and holidays when applicable;

(7) Personnel and subcontractors necessary to perform the work to ensure their ability to inspect, repair, maintain, test, certify, and operate the equipment and systems required by the PWS.

(8) Ability to maintain the MAXIMO performance requirement as specified in the Performance Work Statement, Section C, Specification Annex-2, Spec Item A2-2.6.4 and as required to satisfy the requirements of the PWS.

(9) Organizational Chart: The Offeror shall provide an organizational chart that identifies key personnel and individuals on the project team and that shows clear lines of authority, responsibility, and communication between corporate staff, key on-site staff, and subcontractor interfaces. The Offeror should propose a logical flow of authority and demonstrate how assigned responsibilities and experience of proposed on-site personnel for the multiple geographic sites will enhance operation of the project.

For Factor 1 Corporate Experience and Factor 2 Understanding of the Work the offer will be rated utilizing the chart provided below:

Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quotation contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The quotation has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quotation is un-awardable.

Factor 3, Past Performance: The Governments past performance evaluation will include an assessment of past performance on relevant contracts (as defined above). The evaluators will assess whether the Offeror has obtained an overall satisfactory past performance rating, on relevant contracts, to demonstrate the ability of the Offeror to accomplish the work specified under the RFQ. Key focus areas will include the following (see Attachment 2):

• Quality

• Schedule/Timeliness of Performance

• Customer Satisfaction

• Management/Personnel/Labor

• Cost/Financial Management

• Safety/Security

This assessment will be based on consideration of all relevant facts and circumstances, including any trends in past performance. Offerors shall complete and provide Attachment 2, NAVFAC/USACE Past Performance Evaluation Questionnaires (PPQs), for the same contracts submitted for consideration under Factor 1, Corporate Experience.

The offeror shall complete Blocks 1-4 of the PPQ and have the Contracting Activity and Technical Representative, who is responsible for the past/current contract, complete the remainder of the questionnaire.

Offeror shall ensure correct phone numbers and email addresses are provided for the client point of contact.

Completed PPQs shall be submitted with the Quote. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before Quote closing date, the offeror should complete and submit the first page of the PPQ with the Quote, which will provide contract and client information for the respective project(s).

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Governments point of contact via email no later than the closing date of this RFQ. Include Contractor Performance Assessment Rating System (CPARS) performance evaluation ratings, if available.

For projects which were performed for other government entities, submit the performance appraisal sheets used by that government entity if available. Also include performance recognition documents received for the Factor 1 projects such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. The Government may call and confirm information provided by the offeror on the Past Performance Information Sheet with the points of contact. The Government reserves the right to interview other individuals if the point of contact is not available. If an offeror has no relevant past performance history, the offeror must affirmatively state that it possesses no relevant, directly related, or similar past performance.

The Government may use data provided by the Offeror in its Quote and data obtained from other sources.

Other sources may include, but are not limited to, past performance information retrieved through Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s Quote.

There are two aspects to the past performance evaluation. The first is to evaluate the Offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Common aspects of relevancy include similarity of service in scope and price. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts.

1. Past Performance Relevancy Ratings (Adjectival) -- Past performance analysis provides insight into an

Offeror’s probability of successfully completing the solicitation requirements based on the Offeror’s performance record on similar contract efforts.

Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

2. Performance Confidence Assessment -- Performance confidence is the confidence associated with an

Offeror’s likelihood of success in performing the solicitation requirements as indicated by that Offeror’s record of current or past performance. In conducting a performance confidence assessment, each Offeror shall be assigned a rating in accordance with the table below.

Rating Description

Substantial Confidence

Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence

Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

C. EVALUATION OF PRICE

Offeror shall price all line items for each contract period (Base Year and both Option Years). Price will not be scored. The Government will perform a price analysis on all Quotes received. Price reasonableness will be determined in accordance with FAR 15.404-1.

Price Evaluation For Service Calls (CLINS 0001, 0001AA, 0001AB, 0001AC, 1001, 1001AA, 1001AB, 1001AC, 2001, 2001AA, 2001AB, 2001AC): The government will develop the total evaluated price for price evaluation purposes only, by multiplying the proposed labor rate by an estimated 1,000 hours and applying the proposed Contractor Efficiency Factor to the total $400,000 in the total amount. These two totals will be combined to evaluate the price for service calls. This process will be used for price evaluation purposes only. However, the total service calls will not exceed $400,000 once awarded unless that amount is modified after award by a contracting officer.

Offeror shall ensure they are using the correct applicable Wage Determinations (correct State and County) for the employees performing under this contract.

D. DISCUSSION SCHEDULING

If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each offeror will be notified of the time and place at least two (2) business day prior to their discussion session. The Contracting Officer will provide additional instructions with the notification.

E. OPTIONS

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

F. NOTICE OF AWARD OR ACCEPTANCE

A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror, within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

G. SPECIAL CONDITIONS: APPOINTMENT OF ORDERING OFFICERS (OOs), CONTRACTING OFFICER REPRESENTATIVE (COR), AND FUNDING

Ordering Officers: The OOs will be appointed by the USACE Contracting Officer who will maintain oversight of their orders IAW the AFARS. The OOs will not be the COR for the contract. The OOs will have limited authority to order up to $150,000 per order for minor repairs for pre-priced items and up to $2,500 for non-pre-priced items. OOs may not order construction requirements at any dollar amount under this contract. All labor and materials ordered by OOs will be ordered based on prices established in the latest edition of the RSMeans Complete Tier cost data for the year in which the order is placed. A Contractor Efficiency Factor will be set on the base contract and will be applied to the price for the total labor and RSMeans materials costs for the final price paid to the contractor for each approved Service Call. No negotiations will take place and RSMeans based material quantities shall be in whole numbers. Note: The RSMeans defined co-efficients and factors will be applied, as applicable, when calculating RSMeans costs.

The OOs will determine the RSMeans line item(s) and the quantities required, apply any applicable RSMeans co-efficients to the associated cost, apply the Contractors Efficiency Factor from the contract to the total cost for labor and materials, and issue the order for materials based on this process only. Therefore, all materials ordered under this contract are considered to be pre-priced as all materials will be based on pre-established pricing set forth in RSMeans.

These pre-priced orders, which are fully supported by RSMeans, will be issued as "Service Calls”, which will be scoped and ordered by the OOs IAW AFARS 510l .602-2-92(b)(5). The OOs can order a necessary in-scope service call up to $150,000 after verifying that there is sufficient funding on the Task Order to fully fund the service call. OOs shall not order in excess of the total available funding currently on the task order.

The third type of TO will be issued for larger repairs that cannot be fully priced using RSMeans and/or exceed $150,000, and for any work that is considered minor construction incidental to maintenance of facilities. These orders shall only be placed by a USACE Contracting Officer. These TO’s will be scoped by the 63d RD based on Contractor generated Rough-order Statements of Work and estimates. Subsequently, the USACE Contracting Officer (KO) will review and finalize the scope, request a formal proposal, negotiate when required, and award the TO.

COR: The Contracting Officer will appoint a COR for each task order. The COR is to provide surveillance in accordance with the Quality Assurance Surveillance Plan (QASP) to ensure timely performance. The COR will utilize the QASP to surveil the performance of the contractor. The COR shall be responsible for the coordination and monitoring of performance for each Task Order. This monitoring process will enable the Government to anticipate and identify possible performance issues and take a proactive approach in providing an expeditious solution. The COR will inspect and accept each service call in accordance with the approved service ticket, and preventative maintenance in accordance with governing requirements. The contractor will then provide all invoices IAW the PWS, Section J, Attachment 02, Invoicing Procedures.

The COR will review invoices for accuracy and completeness, sign, and send them to USACE for funds verification and payment.

Funding: The amount of funding placed on these task orders and made available for ordering officers is based on historical data of the type of work completed in a year in these facilities and is anticipated to fully fund 1 year of required service calls. There is no fiscal requirement for a minimum guarantee on each task order, as a minimum guarantee ($10,000) will apply to the base contract. While the amount of funding placed on this task order will be based on historical needs, the total funded amount will not be guaranteed to the contractor. The contractor will only be entitled to payment for orders (including service calls) placed and completed under this task order. As such, this funded amount may be increased or decreased based on mission requirements.

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
