A contract type that provides for an indefinite quantity of services for a fixed time. They are used when the Government can’t determine, above a specified minimum, the precise quantities of supplies or services that the government will require during the contract period. IDIQs help streamline the contract process and speed service delivery. IDIQ contracts are most often used for service contracts and architect-engineering services.

Awards are usually for base years and option years. The government places delivery orders (for supplies) or task orders (for services) against a basic contract for individual requirements. Minimum and maximum quantity limits are specified in the basic contract as either number of units (for supplies) or as dollar values (for services).

Repair

Repair is the restoration of facilities or equipment to such a condition that it may be effectively utilized for its designated purposes by overhaul, reconstruction, or replacement of constituent parts or materials which have deteriorated by action of the elements or usage, and which have not been corrected through maintenance. This term also applies to replacement of the entire unit or system if beyond economical repair. The intent of repair is to have the equipment at normal working condition.

Replacement

Replacement, as a distinct work element, is confined to a program of planned replacement of a facility or its components. It may be further limited to major components such as air conditioning compressors, furnaces, or hot water heaters. Replacement is performed when the equipment has reached the end of its useful life; when it no longer can perform due to degradation of its internal components and repair is no longer cost effective. Included under the replacement would be the major rebuilding of any component, since rebuilding also restores performance.

Response Time The time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site with appropriate personnel, tools, equipment, and materials, ready to perform the work required.

Restoration Restoration of real property to such a condition that it can be used for its intended purpose.

Includes repair or replacement work to restore facilities damaged by inadequate sustainment, excessive age, natural disaster, fire, accident, or other causes.

Routine Service Call A service call that is common and/or expected to occur under normal conditions; is not an emergency in nature; and does not have potential to become an emergency, impact mission or morale, or have command emphasis.

RSMeans Cost Data

A data collection and organization system developed by R. S. Means Company, currently offered by Gordian. RSMeans data provides accurate and up-to-date construction estimating cost data that helps owners, architects, cost engineers, contractors, and others to precisely project and control the cost of new construction, facility maintenance, repair, and renovation projects. The Contractor shall use the latest edition of the RSMeans Complete Tier cost data. An estimate prepared using this data is called a "Means estimate";

data may simply be referred to as "Means".

Safety Data Sheets (SDSs)

Hazard Communication Standard (formerly MSDSs or Material Safety Data Sheets) for each hazardous chemical to downstream users to communicate information on these hazards.

The information contained in the SDS is largely the same as the MSDS, except now the SDSs are required to be presented in a consistent user-friendly, 16-section format. The SDS includes information such as the properties of each chemical; the physical, health, and environmental health hazards; protective measures; and safety precautions for handling, storing, and transporting the chemical.

Sampling Plan Plan and procedures to conduct sampling, field testing and laboratory analysis for a well-defined testing objective.

Service Call

Service calls are called into the Contractor by designated Government representatives; are brief in scope; and do not reasonably require detailed job planning. Multiple non-emergency maintenance and repair requirements received for the same trade in the same building or structure at the same time will be combined into one service call. The designated Government representative will determine the classification of the call as emergency, urgent, or routine.

Statement of Work or Scope of Work (SOW)

A document that defines (either directly or by reference to other documents) all (non-specification) performance requirements for contractor effort. The SOW should specify in clear, understandable terms the work to be done in developing the goods or services to be provided by a contractor. After contract award, requirements of the SOW (and associated specifications) constitute the standard and discipline for the contractor’s effort. Both the Government and the contractor look to the SOW as a key document defining the responsibilities of both parties.

TE-09_Acronyms & Definitions_10 of 11
