While this contract is a continuation of 63d Readiness Division Region 5 FIS Services, there have been changes introduced based on lessons learned across the 63d RD Area of Responsibility.
The PWS has been restructured to improve readability and simplify management of changes going forward.
While the work can generally be categorized in 2 major components: (1) service calls/work orders, and (2) preventive maintenance; these include: general service calls, preventive maintenance, inspection/test/certification, other recurring services, individual task order work, and environmental services.
It is important for each vendor to read and understand the entire scope and requirements of the solicitation; however, there are some areas that we would like to highlight.

Statement of Need (Additional Detail)
Under “Facilities Investment” ► Implementation of RSMeans, as designed, in planning & pricing work to include RSMeans defined use of co-efficients.
• It is important to ensure work is “Pre-Priced” and NOT tailored by the work order service call. (e.g., procurable quantities, consistent labor, proper location consideration)
► Redefined “Contractor Efficiency Factor” from “Contractor Co-efficient” to help avoid confusion with other RSMeans defined co-efficients.
► Introduced Real Property Installed Equipment (RPIE) Asset Inventory
• Physical Asset Inventory & Workload data validation
• Asset inspection record tagging
• Initial identification of omissions/errors in equipment inventory for possible equitable adjustment to PM Program value. {We know there are items missing that fall within the scope of the contract and want to ensure omissions are a customer decision and not an oversite.}
► Introduce the GSA Preventive Maintenance Guide to provide a basis for PM checklists used. {This does not preclude the contractor from including items they find useful, but they should provide the foundation.}
