REQUEST FOR INFORMATION (RFI) # 04
17 August 2022 POSTED: 17 August 2022
Question 25: Are all the labor categories listed in the PWS allowed to work remotely, during the entirety of the contract?
Answer 25: Addressed in PWS 1.7.2 and 1.7.3. Telework is the exception, not the norm for this requirement.
Question 26: Is it that the Employment Coordinator must be local, and all other labor categories can telework?
Answer 26: Addressed in PWS 1.7.2.
Question 27: Has the government made a determination as it relates to the contract award ceiling. If so, how much is that ceiling?
Answer 27: Not applicable at this time.
Question 28: In regard to Subfactor 2-Organizational Chart and Key Personnel, Proposal Submission Requirements and program manager: Is it the intent of the Government to have a named project manager on this contract? If so, will the government provide position description?
Answer 28: In that this is a performance based requirement, the Government cannot advise the contractor on their total staffing required to provide for this service in its entirety. We can only advise to the minimum key positions necessary based on the geographical challenges. It is the Contractor’s responsibility to provide this service and determine the personnel needed to successfully do so. This statement holds true for the Contractor’s manager as well. It is the Contractor’s decision how to align their manager for this performance effort; does it require a full-time dedicated person or is it additional duties to a listed key position. Further, as previously stated, the MSNG Employment Outreach Services Manager will be designated as the Federal Manager for the MSNG Employment Outreach Services Program Office and assigned a Contracting Officer /Representative (COR) for this contract. PWS 1.10.14 Contract Manager discusses the contract manager’s requirement and does indicate that one person will serve as the POC for the Government on behalf of the Contractor.
Question 29: Is a single employment coordinator resume required? If so, will the Government determine which location?
Answer 29: Offerors should include resumes of all their recommended key personnel.
Question 30: Given the amount of questions regarding the key personnel, the Requestor is asking for an extension to the solicitation due date.
Answer 30: No extension is granted at this time.
REMINDER: Proposals are due NLT 2:00 P.M. CST on Thursday, 25 August 2022
