REQUEST FOR INFORMATION (RFI) # 02

11 August 2022 POSTED: 11 August 2022

Question 3: What is Work for Warriors.org relationship with the State of Mississippi?

Answer 3: No known relationship. Several states have independent Work for Warrior programs.

Question 4: Does the Government have a Program Manager?

Answer 4: A Contracting Officer Representative (COR) will be appointed for this contract effort.

Awardee will report to and coordinate with the COR and his/her designees as detailed in the PWS.

Question 5: The current staff delivering MS Work For Warriors is not using Government emails but is instead using emails from their respective Companies (2 or 3 different companies) which is confusing. Does the Government intend to issue a Government email address for the Contractor Team in the future?

Answer 5: No, not at this time.

Question 6: Will the government please confirm that Executive Order 14055, “Nondisplacement of

Qualified Workers Under Service Contracts” issued by President Joseph R. Biden, Jr. on November 18, 2021 applies to this solicitation.

Answer 6: No. See Section 11 of E.O. 14055.

Question 7: Given the need for hard copy proposals to be mailed no later than 23 August to ensure delivery in time for the official close on 25 August, will the government be answering questions on a rolling basis (as they are received)? And, if the government is holding all questions to provide answers at the same time, will the government take that into account when considering whether to extend the submission deadline?

Answer 7: The Government is answering questions as received, usually within 48 hours. As stated in the Combined Synopsis/Solicitation, ”Questions can be submitted no later than 4:30 p.m. local (CST) time on 19 August 2022 (4 business days prior to close date/time).” No question received after this date will be answered.

Question 8: Will the government please confirm the meaning of this statement “the past/present performance examples must be within the scope of the designated NAICS code for this requirement, the same being 541612 (Human Resources Consulting Services).”

Answer 8: This pertains to relevancy of the past performance provided. Past Performance in Human

Resources is more relevant than say past performance in hotel management. Though hotel management has elements of HR, Human Resources Consulting Services would be top of the relevancy. That being said, Hotel Management may have higher degree of HR performance than possibly Food Services. Refer to Attachment 3 Evaluation Criteria page 5-6 for more thorough discussion on relevance.

Question 9: Can the government please elaborate on the affiliation details / organizational structure of

Work For Warriors (.org) (California Headquarters) with the State of Mississippi.

Answer 9: See Response to Question No. 1 above.

Question 10: Will the government consider increasing the total period of performance to a minimum of a base period (1-year) and an option period (1-year)?

Answer 10: Not at this time. Solicitation W9127Q-22-R-0007 is for a twelve (12) month period of performance only.

Question 11: Can the government clarify how the vendor should invoice? Given that CLIN 0001 is 1

Job, may the vendor divide the annual amount by 12 and submit monthly or is some other method of invoicing required?

Answer 11: Invoicing shall be submitted for completed, accepted services on a monthly basis through

WAWF.
