About this file

This is an Amendment of Solicitation (Standard Form 30, Amendment 0002) issued by the U.S. Army Corps of Engineers, Portland District, on August 25, 2026, for solicitation W9127N26QA135. The amendment revises requirements for the purchase of twelve (12) centrifugal pumps with induction motors to replace aging equipment at Detroit Powerhouse.

The key modification relaxes dimensional constraints previously imposed on the equipment. The Government now permits pumps that may require piping and mounting adjustments at the dam site, removing the strict requirement for dimensions identical to the original equipment. However, all core performance and safety specifications remain critical and mandatory. Deliverable specifications include canned motor/sealless pump design with zero-leakage capability; 2-1/2 x 2-1/2 inch size with 4-1/2 inch impeller; 160 gallons per minute flow rate at 50 feet head; heavy-duty class 30 cast iron construction with rust-protective coatings; internal elastomers of Viton; Buna N gaskets; continuous duty operation in temperatures from 0°C to 40°C; and transformer oil compatibility. Motors must be Type TA, Frame 180, 5 HP, 3500 RPM, 460V-480V, 3-phase, 60 Hz, with Class F insulation and 60°C temperature rise capacity. Mandatory submittals include detailed shop drawings for technical evaluation prior to contract award and complete performance test data with delivered pumps. Delivery must occur Monday-Thursday, 0700-1600, to Detroit Dam, Mill City, Oregon, with shipping costs included in the bid. The amendment also updated the delivery contact point of contact to Justin Barrowcliff at USACE Portland District (541-367-4021).

PURCHASE DESCRIPTION

DETROIT POWERHOUSE TRANSFORMER OIL PUMPS AND MOTORS

02 - 21 AUG 2026REV

***Key Update on Installation:***

**Piping and Mounting:** The Government is now willing to accept a pump that may require piping and mounting adjustments to be made at the dam. Offerors are no longer strictly required to provide a solution with dimensions identical to the original equipment.**

**While dimensional constraints are relaxed, the core performance and safety specifications remain critical.**

Scope:

This Purchase Description (PD) covers the purchase of twelve (12) centrifugal pumps with induction motors, per attached specifications.

Background:

Detroit Powerhouse has five main unit transformers that each require two oil circulation pumps that ensure efficient cooling and insulation by circulating oil through the transformer. The other two pumps will be critical spares. These pumps and motor combinations are mounted in proximity to the transformers and connected through an integrated series of pipes. These pumps are original and are over 70 years old. They have begun to reflect signs suggesting that their end of serviceable life is imminent. Maintenance Technicians have observed abnormal bearing noise to include vibration.

Electrical testing has recently revealed a degradation to the motor insulation and windings.

W9127N26QA1350002

Justification:

Transformer oil circulation pumps and motors are considered critical to the hydropower mission.

Transformers will not be able to maintain precise temperature or adequate insulation, which would result in loss of power generation, and potential damage to equipment. Additionally, the outflow of water from the main units assists with regulating the amount of dissolved gases in the water in respect to other water passage ways such as Spillways, and Regulating Outlet gates. These dissolved gas numbers are critical to fish habitat.

Requirements:

Purchase twelve (12) centrifugal pumps with induction motors, per specifications below and attached drawings, to replace current pumps. For informational purposes only, original manufacturer was Allis Chalmers, type XGHT.

**Design:** Canned motor / sealless pump design to ensure **zero-leakage**.
