About this file
This is a Purchase Description (PD) for the procurement of twelve (12) centrifugal pumps with induction motors for Detroit Powerhouse, a hydropower facility. The pumps are required to replace original equipment that is over 70 years old and showing signs of end-of-life degradation, including abnormal bearing noise, vibration, and motor insulation degradation. The pumps are critical to transformer oil circulation, which maintains precise temperature and adequate insulation for five main unit transformers, each requiring two operational pumps, with two additional units designated as critical spares.
The procurement specifies centrifugal pumps with the following performance requirements: 160 gallons per minute flow rate, 50 feet head, and size 2-1/2 x 2-1/2 with a 4-1/2 impeller. Pumps must feature a canned motor/sealless design for zero-leakage operation, heavy-duty class 30 cast iron construction with rust-protective coatings, and be compatible with transformer oil. Internal elastomers must be Viton with confined groove arrangements, and flanges must include Buna N gaskets or equivalent. Motors must be 5 horsepower, Type TA Frame 180, 3500 RPM, three-phase, 460V-480V (suitable for 480V nominal systems), 60 Hz, continuous duty with Class F insulation and 60°C temperature rise acceptance. A rotation sight glass must be installed where applicable. The document notes that while the Government is now willing to accept pumps requiring piping and mounting adjustments at the dam, core performance and safety specifications remain critical. Mandatory submittals include detailed shop drawings/schematics for technical evaluation prior to contract award and complete full-run performance test data with delivered pumps. Delivery is required to Detroit Dam, 40990 Highway 22, Mill City, OR 97360, Monday-Thursday between 0700-1600, excluding Federal Holidays, with shipping costs included in the bid.

00PURCHASE DESCRIPTION
DETROIT POWERHOUSE TRANSFORMER OIL PUMPS AND MOTORS
REV02 – 21 AUG 2026
***Key Update on Installation:***
**Piping and Mounting:** The Government is now willing to accept a pump that may require piping and mounting adjustments to be made at the dam. Offerors are no longer strictly required to provide a solution with dimensions identical to the original equipment.**
**While dimensional constraints are relaxed, the core performance and safety specifications remain critical.**
Scope:
This Purchase Description (PD) covers the purchase of twelve (12) centrifugal pumps with induction motors, per attached specifications.
Background:
Detroit Powerhouse has five main unit transformers that each require two oil circulation pumps that ensure efficient cooling and insulation by circulating oil through the transformer. The other two pumps will be critical spares. These pumps and motor combinations are mounted in proximity to the transformers and connected through an integrated series of pipes. These pumps are original and are over 70 years old. They have begun to reflect signs suggesting that their end of serviceable life is imminent. Maintenance Technicians have observed abnormal bearing noise to include vibration. Electrical testing has recently revealed a degradation to the motor insulation and windings.
Justification:
Transformer oil circulation pumps and motors are considered critical to the hydropower mission.
Transformers will not be able to maintain precise temperature or adequate insulation, which would result in loss of power generation, and potential damage to equipment. Additionally, the outflow of water from the main units assists with regulating the amount of dissolved gases in the water in respect to other water passage ways such as Spillways, and Regulating Outlet gates. These dissolved gas numbers are critical to fish habitat.
Requirements:
Purchase twelve (12) centrifugal pumps with induction motors, per specifications below and attached drawings, to replace current pumps. For informational purposes only, original manufacturer was Allis Chalmers, type XGHT.
**Design:** Canned motor / sealless pump design to ensure **zero-leakage**.
