About this file

This is a Questions and Answers document for a U.S. Army Corps of Engineers (USACE) Northwestern Division contract opportunity (W9127N26QA135) issued by the Portland District for the purchase of transformer oil pumps and motors for the Detroit Powerhouse. The document provides clarifications on equipment specifications and fluid properties as of 31 July 2026. Supporting documentation, including transformer drawings and purchase descriptions, is available on SAM.gov.

The required pump specifications include a flow rate of 160 gallons per minute (GPM) with a total dynamic head of 50 feet. The pumps will handle transformer oil (dielectric fluid) compatible with ASTM D3487 Type II standard mineral oil (Inhibited Mineral Oil). The fluid operates across a temperature range from approximately 15-20 degrees Celsius at low levels to 40-60 degrees Celsius mid-range, with lag pump startup at 70 degrees Celsius, alarms activated at 94 degrees Celsius, and trip activation at 115 degrees Celsius. The fluid has a density of approximately 0.889 g/cm³ and a viscosity of 9.2 centistokes at 40 degrees Celsius. The original equipment was manufactured by Allis Chalmers (Type XGHT, 2½ X 2½ size, 160 GPM@50'HD with ¾" impeller, 480V/3PH/60Hz, 5HP/3500RPM motor). All further questions must be submitted via email to Raymie Briddell by 06 August 2026 at 1300 Pacific Daylight Time.

U.S. ARMY CORPS OF ENGINEERS (USACE) NORTHWESTERN DIVISION (NWD)

PORTLAND DISTRIC (NWP)

W9127N26QA135: Detroit Powerhouse Transformer Oil Pumps & Motors Purchase

Questions & Answers: as of 31 JUL 2026

Q1: I have received requests for supporting drawings.

A1: Please visit the SAM.gov solicitation:

https://sam.gov/workspace/contract/opp/b628fc5eeb8e45f79bb38fe8e6e74a9e/view

Note that the transformer drawing is uploaded and also note that both the purchase description and drawing contain these specifications for the original equipment (see image below). Additionally, the team has informed me that the pumps being replaced is original to the Dam and that there are limited drawings available.

Q2: Flow rate (GPM)?

A2: 160 GPM.

Q3: Total dynamic head (TDH)?

A3: 50 feet.

Q4: Fluid name?

A4: Transformer oil (dielectric). The oil in transformers is quite old, we have confirmed this oil is compatible with American Society for Testing and Materials (ASTM) D3487 (Standard specification for mineral insulating liquid used in electrical apparatus), Type II standard mineral oil (Inhibited Mineral Oil).

Q5: Fluid operating temperature?

A5: Approximately 15-20 degrees Celsius (low), 40-60 degrees Celsius (mid), Lag pump starts at 70 degrees Celsius. Alarms at 94 degrees Celsius (High) and Trip is at 115 degrees Celsius.

Q6: Density of Fluid?

A6: Approximately 0.889 g/cm3 or .0889 g/ml. (provided by an internet search of ASTM D3487, Type II standard mineral oil.)

Q7: Viscosity of Fluid?

A7: 9.2 at 40 degrees Celsius, from a specification sheet of ASTM D3487, Type II standard mineral oil.
