About this file

This is a Purchase Description for the acquisition of twelve (12) centrifugal pumps with induction motors to replace aging equipment at Detroit Powerhouse. The pumps are critical infrastructure for maintaining transformer oil circulation, which supports the hydropower mission by enabling precise temperature control, adequate insulation, and dissolved gas regulation in water systems essential for fish habitat. The original equipment, manufactured by Allis Chalmers (type XGHT), has exceeded seventy years of service and exhibits signs of imminent failure, including abnormal bearing noise, vibration, and motor insulation degradation.

The pump specifications require 2-1/2 x 2-1/2 size with 4-1/2 impeller, 50 feet head, and 160 gallons per minute capacity. Critical design requirements include a canned motor/sealless pump configuration to meet strict zero-leakage specifications for outdoor transformer oil applications. Pumps must feature heavy-duty class 30 cast iron construction with rust-protective coatings, Viton internal elastomers, Buna N gaskets, dynamic balancing, and operation capability from 0 to 40 degrees Celsius. Motors shall be type TA, frame size 180, 5 horsepower, 3500 RPM, 460V-480V three-phase, 60 Hertz with continuous duty rating, class F insulation, and 60-degree Celsius temperature rise capability. Bidders must provide shop drawings with all dimensions for technical acceptance prior to award and complete full-run performance test data with delivery. Delivery is required to Detroit Dam, 40990 Highway 22, Mill City, Oregon 97360, Monday through Thursday between 0700-1600, excluding Federal Holidays, with all shipping costs included in the bid price.

00PURCHASE DESCRIPTION

DETROIT POWERHOUSE TRANSFORMER OIL PUMPS AND MOTORS

REV01 – 13 AUG 2026

Scope:

This Purchase Description (PD) covers the purchase of twelve (12) centrifugal pumps with induction motors, per attached specifications.

Background:

Detroit Powerhouse has five main unit transformers that each require two oil circulation pumps that ensure efficient cooling and insulation by circulating oil through the transformer. The other two pumps will be critical spares. These pumps and motor combinations are mounted in proximity to the transformers and connected through an integrated series of pipes. These pumps are original and are over 70 years old. They have begun to reflect signs suggesting that their end of serviceable life is imminent. Maintenance Technicians have observed abnormal bearing noise to include vibration. Electrical testing has recently revealed a degradation to the motor insulation and windings.

Justification:

Transformer oil circulation pumps and motors are considered critical to the hydropower mission.

Transformers will not be able to maintain precise temperature or adequate insulation, which would result in loss of power generation, and potential damage to equipment. Additionally, the outflow of water from the main units assists with regulating the amount of dissolved gases in the water in respect to other water passage ways such as Spillways, and Regulating Outlet gates. These dissolved gas numbers are critical to fish habitat.

Requirements:

Because we are using this for transformer oil, and the unit will be outside, we have a strict zero-leakage requirement. We specifically require a canned motor / sealless pump design to ensure the fluid is entirely contained without the risk of a mechanical seal failure. The pump/motor combo must also be suitable for outdoor installations.

Purchase twelve (12) centrifugal pumps with induction motors, per specifications below and attached drawings, to replace current pumps. For informational purposes only, original manufacturer was Allis Chalmers, type XGHT.

Pumps:

Size: 2-1/2 x 2-1/2 Impeller size: 4-1/2 Head: 50 feet Gallons per minute: 160

Flange dimensions and all performance criteria shall be identical to original pump and motor. The shaft, rotor, and impeller assembly shall be dynamically balanced. Pumping fluid is transformer oil. All internal elastomers shall be Viton and confined groove arrangements. Pumps shall be supplied with Buna N gaskets, or equivalent, for flanges. Pumps shall be centrifugal type and manufactured with heavy-duty class 30 cast iron construction with coatings applied to protect against rust inside and outside. Pumps shall be designed for continuous duty operation in temperatures ranging from 0 degrees Celsius to 40 degrees Celsius. Pumps shall be completely sealed. Pumps must be clocked at 90 degrees clockwise facing the impeller. Pumps are required to be manufactured with certain specific dimensions that must be met, those dimensions are highlighted in red within attached drawing. (see also required data below).

Motors:

Motor Type: TA Frame size: 180 Horsepower: 5

RPM: 3500

Voltage: 460V-480V Phase: 3 Cycles: 60 Hertz

Motors shall be continuous duty cycle and accept a temperature rise of 60 degrees Celsius. Motors shall be wound with class F insulation. A rotation sight glass shall be installed where applicable. The motor must be suitable to operate on 480V nominal voltage.

Required Data:

Shop drawings of the pump/motor combinations with all applicable dimensions are required to be provided and technically accepted in advance of award. A complete and full-run performance test shall be performed, and the data results shall be forwarded with the pumps.

Shipping:

Pumps shall be delivered to Detroit Dam, 40990 Highway 22, Mill City, OR, 97360. The Government shall not be responsible for the cost of shipping to Detroit Dam and to be included with bid. Deliveries must be made Monday-Thursday between 0700-1600, excluding Federal Holidays.
