About this file

This document is a Technical User Manual and Maintenance Requirements specification for the Fast Rescue Boat (FRB) and Davit system aboard the USACE ESSAYONS vessel (IMO 7923495, Project 3560). The specification details comprehensive maintenance and testing protocols for a Zodiac H638 Fast Rescue Boat paired with a Vestdavit PLD-3600 davit launching system, located on the port side boat deck.

The maintenance program is structured across multiple intervals with escalating complexity. Weekly requirements include visual inspections of the boat and davit structure, hook attachments, and on-load release gear, along with engine run-ups for a minimum of 3 minutes to verify gearbox engagement. Monthly inspections incorporate all weekly tasks plus manufacturer-recommended maintenance actions (M1-M12) and require launching the boat when weather permits. Semi-annual maintenance adds six-month-specific actions (6M1-6M5), while annual thorough examinations must be performed by certified equipment manufacturer personnel or Authorized Service Providers (ASPs) and include yearly maintenance actions (Y1-Y10), comprehensive component inspections of davit structure, wires, sheaves, hydraulic and stored power systems, winch systems, and rescue boat systems (engine, cooling, steering, bilge, navigation, communication, hoisting systems), plus operational testing at varying load levels. Additional five-year inspections require overhaul of release gear with operational testing at 1.1 times the loaded boat mass, and ten-year inspections add actions 10Y1-10Y7. The specification references USCG Navigation and Vessel Inspection Circular (NVIC) 03-19, IMO Resolutions MSC.402(96) and MSC.404(96), and 46 CFR Title 46 as governing standards. A winch brake replacement is required every 15 years, and the document provides suggested weekly and monthly inspection checklists as implementation guidance.
