About this file

This is a Ship Test Memorandum for the Fast Rescue Boat Davit installation aboard the USACE ESSAYONS (IMO Number 7923495, Project Number 3560). The document, prepared by Bruce S. Rosenblatt & Associates, LLC (Naval Architects & Marine Engineers), establishes comprehensive testing procedures and acceptance criteria for the Vest Davit PLD-3600 davit system with a 3,600 kg (7,937 lbf) Safe Working Load, hydraulically operated winch (Vest Davit C-273-3-V-S), and associated equipment. The davit is rated for 50 m/min lowering/hoisting speed and operates on a 440V, 60Hz, 70 kW electrical system with an independent integrated hydraulic system delivering 85 L/min oil flow at 280 bar working pressure with 560L system capacity. The system uses 16mm diameter galvanized non-rotating wire rope.

The memorandum specifies eight comprehensive tests required for equipment validation: (1) Davit Static Proof Load Test at 2.2 times working load (7,920 kg) for 10 minutes; (2) Loaded Lowering Test (Brake Test) with 3,960 kg load demonstrating brake stopping capability with both dry and wetted braking surfaces, not exceeding 1.3 m/s lowering speed; (3) Hoisting Speed Test at maximum working load raising no faster than 0.6 m/s; (4) Loaded Test with fully equipped boat (2,500 kg) requiring 0.675–1.3 m/s lowering speed over three cycles; (5) Light Loaded Test with 2,005 kg load at minimum 1.55 ft/s lowering speed including personnel operation from within the boat; (6) Emergency Lowering Test and Remote Control Operation Check verifying accumulator pressures and emergency procedures; (7) Recovery Test demonstrating retrieval at minimum 0.8 m/s with power auto-cutoff protection; and (8) Launch Test at minimum 5 knots ship speed without damage. All testing must comply with IMO Resolution MSC.48(66) Life-Saving Appliance Code and amendments, IMO MSC.81(70) Testing of Life-Saving Appliances, and 46 CFR Part 199. Test prerequisites include completed structural installations, operational davit commissioning, available test weights up to 7,920 kg, and speed measurement devices, with safety precautions mandating personnel distance from suspended loads and PPE/PFD requirements for personnel entering the rescue boat.

G. TEST PROCEDURE

1. Davit Static Proof Load Test (LSA Code 6.1.1.5, MSC.81(70) 2/6.1.1)

a. The fast rescue boat davit, in its full outboard position, shall be rigged to support a load equal to 2.2 times the working load. The davit shall support this load for a duration of 10 minutes.

b. For a working load of 3,600 kg (7,937 lbf), the test load shall therefore be

7,920 kg (17,461 lbf). This load shall be rigged such that it is supported by the davit, but not by the winch/brakes of the hoisting mechanism. Test weights shall be rigged so as to be supported by the crane in the unlikely event that the test causes the davit or surrounding structure to yield.

c. The appliance and its attachments should not deform or be damaged.

2. Loaded Lowering Test (Brake Test Only) (LSA Code 6.1.2.5.2, 6.1.2.10, 6.1.2.11; MSC.81(70) 2/6.1.5, 2/6.1.7)

a. The fast rescue boat davit shall be rigged with a load equal to the safe working load of the davit + 10% of the working load. The load should be released by the operation of the launching controls on deck.

Item Weight (kg) Weight (lbf) Working Load 3600 7937 +10% Working Load 360 794 Total Loaded Lowering Test Weight 3960 8731

b. When the load has reached its maximum lowering speed, the brake should be abruptly applied to demonstrate that the attachments of the davits and winches to the ship’s structure are satisfactory. The brake should be capable of stopping the descent of the rescue boat and holding it securely.

c. The maximum lowering speed of 1.3 m/s (4.27 ft/s), or that established by the Administration in accordance with LSA Code 6.1.2.10, should not be exceeded.

d. As the winch brake is exposed to the weather, the lowering test should be repeated with the braking surface wetted.

354-D025-01 Sheet 7 of 15

3. Hoisting Speed Test (VestDavit Harbour Acceptance Test Protocol (HAT))

a. The davit shall be loaded with a test weight equal to the max working load of the davit, 3600 kg (7937 lbf).

b. This load shall be raised from the waterline at a rate no more than 0.6 m/s (1.97 ft/s)

4. Loaded Test (LSA Code 6.1.2.8, 6.1.2.10, MSC.81(70) 2/6.1.2)

a. The fast rescue boat shall be loaded with its normal equipment or an equivalent mass and a distributed mass equivalent to that of the number of persons, each weighing 82.5 kg (182 lbf), it is permitted to accommodate. The boat should be released by operation of the launching control on deck.

Item Weight (kg) Weight (lbf) Light Boat 1765 3891 Full Fuel + Equipment 240 529 6 Persons @ 82.5 kg each 495 1091 Total Loaded Test Weight 2500 5512

b. The speed at which the survival craft is lowered into the water should not be less than 0.675 m/s (2.21 ft/s), as obtained from the formula:

S = 0.4 + (0.02H), or 1.0, whichever is less where:

S = speed of lowering (m/s)

H = 16.1 m (52.9 ft) = height of davit head to the waterline at the lightest seagoing condition (m).

The lightest seagoing condition is taken to be Condition 2 from the vessel’s Trim and Stability Book (Ref. 8), the operational lightship condition. This results in a mean draft of 14.69 ft in salt water.

c. The fast rescue boat shall be lowered through three cycles and the average speed determined over these three cycles shall be taken as the measured lowering speed for verification.

d. This test should be repeated with the HPU off to ensure safe operation using the hydraulic speed control handle as per the VestDavit HAT.

e. The maximum lowering speed of 1.3 m/s or as established by the

Administration should not be exceeded. The fast rescue boat’s entry to the water should not be harsh and should be deemed by all observers to be reasonable and safe.

354-D025-01 Sheet 8 of 15

5. Light Loaded Test (LSA Code 6.1.2.9, MSC.81(70) 2/6.1.3)

a. The fast rescue boat loaded with its normal equipment, or an equivalent mass of 2005 kg (4420 lbf), should be released by operation of the launching control on deck to demonstrate that the lifeboat’s mass is sufficient to overcome the frictional resistance of the winch, falls, blocks, and arresting gear.

b. The lowering speed shall be at least 70% of the full load minimum lowering speed. The calculated lowering speed for the full load condition is 2.21 ft/s.

Therefore, the minimum lowering speed for the Light Loaded Test is

1.55 ft/s. When the HPU is running, the lowering speed of the light boat should be no more than 0.6 m/s (1.97 ft/s) as per the VestDavit HAT.

c. The fast rescue boat shall be lowered through three cycles and the average speed determined over these three cycles shall be taken as the measured lowering speed for verification.

d. A person should then board the fast rescue boat and perform a test of the launching operation from within the boat.

6. Emergency Lowering Test & Remote Control Operation Check (VestDavit Harbor Acceptance Test Protocol (HAT) & LSA Code 6.1.2.2, MSC.81(70) 2/6.1.6)

a. Per the LSA code, ensure that the following are provided prior to commencing the test, and that all function properly during testing:

i. The mass on the control wire should be sufficient to overcome the friction of the various pulleys on the wire, when turning out the lifeboat from the stowed to the embarkation position

ii. It should be possible to operate the winch brake from within the fast rescue boat

iii. The winch brake should not be affected by the mass of the fully extended control wire

iv. There should be sufficient length of control wire available at the fast rescue boat, during all stages of lowering; and

v. Means should be provided to retain the free end of the control wire in the fast rescue boat until the boat is detached from the launching appliance by the operator.

b. Check that accumulator(s) have sufficient pressure. If necessary, charge the accumulators:

i. Accumulator on deck: > 230 bar

354-D025-01 Sheet 9 of 15

ii. Accumulator on davit: > 200 bar

c. Perform emergency swing-out and lower operation (per VD-TM-925071 PLD-3600 Technical Manual). The boat shall be in the stored position. The HPU shall be switched off.

i. Release all lashings.

ii. Gently open ball valve marked [2] on deck.

iii. Lift the boat just clear of the keel support with lever [WINCH HOIST]. Close the ball valve.

iv. Gently open the ball valve marked [3] on deck.

v. Enter the boat and gently open ball valve marked [4] on the davit.

vi. Pull the red triangle marked [EMERGENCY DAVIT OUT] to push the davit until the boat is clear of the shipside.

vii. Launch the boat by pulling the remote hand grip marked
