About this file

This file contains site visit presentation slides and sign-in documentation for a pre-proposal site visit for Lower Columbia River security guard services, solicitation number W9127N25R0009. The slides detail security requirements for three U.S. Army Corps of Engineers dam facilities located across Washington and Oregon: John Day, The Dalles, and Bonneville. The presentations provide comprehensive site overviews including geographical details, critical infrastructure components, operational characteristics, and security considerations.

Key site details include each dam's significant features: John Day Dam has 16 generators producing 2,160 megawatts, The Dalles Dam has two powerhouses generating 1.21 gigawatts, and Bonneville Dam has two powerhouses producing 1.21 gigawatts. The facilities span two states and multiple counties, with approximately 2 square miles of territory to secure. Security requirements include 24/7 armed guards, entrance gate monitoring, physical access control, mobile vehicle patrols, boat and drone restricted zones, and management of visitor access across multiple recreational areas and visitor centers. The site visits occurred on 9-10 April 2025, with representatives from multiple security services companies attending to assess the potential contract opportunity.
