PRICE SCHEDULE
1. The price schedule is divided into categories/tables for the following:
Hydraulic Turbine Design (0100s) Prototype Design (0200s) Miscellaneous Equipment, Spare Parts, and Oil Disposal (0300s) Unit AA Prototype Supply and Install (0400s) Unit AB Prototype Supply and Install (0500s) Unit FA Prototype Supply and Install (0600s) Unit AC Prototype Supply and Install (0700s) Unit FB Prototype Supply and Install (0800s) Unit AD Prototype Supply and Install (0900s) Unit FC Prototype Supply and Install (1000s) Unit AE Prototype Supply and Install (1100s) Unit FD Prototype Supply and Install (1200s) Unit AF Prototype Supply and Install (1300s) Unit FE Prototype Supply and Install (1400s) Unit FF Prototype Supply and Install (1500s) Optional Unit AG Prototype Supply and Install (1600s) Optional Unit FG Prototype Supply and Install (1700s) Optional Unit AH Prototype Supply and Install (1800s) Optional Unit FH Prototype Supply and Install (1900s) Optional Unit AI Prototype Supply and Install (2000s) Optional Unit FI Prototype Supply and Install (2100s) Optional Unit AJ Prototype Supply and Install (2200s) Optional Unit FJ Prototype Supply and Install (2300s)
2. The first letter following “Unit” designates the turbine type; ‘A’ identifies adjustable blade and ‘F’ identifies fixed blade. The second letter following the turbine type designator identifies the order of the unit (alphabetical order). For example, Unit AA is the first unit with an adjustable-blade turbine runner.
3. Where variations of an item are priced under one CLIN, the first item (AA) will be awarded as the base requirement. As required based on the final turbine configuration chosen by the Government, subsequent items (optional) will be awarded based upon the outcome of the hydraulic design. No more than one subsequent item (optional) will be awarded for each CLIN and this optional item represents the incremental price difference relative to the first item (AA). All mandatory and optional CLINs will be evaluated during the selection process consistent with the evaluation factor instructions within the solicitation. The solicitation will state, for award purposes, that price will be evaluated based on the total sum anticipated for all base and option CLINs. Evaluation of the option shall not obligate the Government to exercise the option.
4. The price schedule categories provided generally align with the phases of work as defined in Section 01
11.00 00 25 (with some overlapping exceptions).
5. The tables include a column that delineates which CLINs are governed by supply clauses and those that are governed by construction clauses. The Supply clauses defined in this contract apply to the CLINs with an ‘S’ designation in the tables and the Construction clauses apply to the CLINs with a ‘C’ designation in the tables.

6. Certain CLINs will be adjusted in accordance with Clause 52.216-4 ECONOMIC PRICE ADJUSTMENT
– LABOR AND MATERIAL and WAGE DETERMINATION. CLINs eligible for economic price adjustment are designated in the bases as “Eligible for economic price adjustment” and CLINs affected by wage determination will include “Percent of the CLIN that is labor subject to Davis-Bacon: ___%” in the bases. CLINS eligible for economic price adjustment will be eligible for both supply labor and/or material adjustments.
7. The basis for some CLINs include blanks where the Offeror must provide weights, surface area, and labor and material percentages. All weights signify finished weights in U.S. pounds and must be inclusive of any and all markups. All surface areas signify square footage of finished surfaces. The sum of the percentages provided must be no more than 100%. Some CLINs will be eligible for certain adjustments based on hydraulic design. This will be noted in the bases as “Eligible for material weight adjustment” and/or “Eligible for surface area labor adjustment.” Following acceptance of the final hydraulic design, the contractor shall submit to the contracting officer adjusted weights and surface areas for a contract modification for hydraulic design to be initiated by the government. The adjustments will be made solely to the labor and material percentages provided. These bases will be used to determine/calculate the material weight adjustment and the supply CLIN labor. Descriptions and examples of these two types of adjustments are detailed below.
a. MATERIAL WEIGHT ADJUSTMENT: First, the material price at award, in the year of award dollars, will be determined/calculated. The material weight of some prototype CLINs will be dependent on the outcome of the hydraulic and prototype designs. For these CLINs, if the weight(s) of material(s) (quantities) change(s) as a result of the collaborative hydraulic design process, an adjustment will be made on the material weight(s). These CLINs have been identified as “ELIGIBLE FOR MATERIAL WEIGHT ADJUSTMENT” in the basis. All other CLINs, which do not include this identifier, will not be adjusted for material weight(s) due to the hydraulic design. The basis, specification technical requirements, and Offeror’s proposal define the configuration of the item for material price award.
i. For those CLINs identified as “Eligible for material weight adjustment” in the basis, the stainless-steel price at award (SSAward), carbon steel price at award (CSAward), and Concrete (CAward ) (and/or grout) will be calculated by multiplying the total CLIN price by the percentage of each material in the basis and by the ratio of the final design material weight divided by the awarded design material weight (Equations 1-4).
Equation 1
Equation 2
Equation 3
b. SURFACE AREA LABOR ADJUSTMENT: Certain CLINs are eligible for an adjustment to labor quantity (not labor rates) based on changes in surface area during the iterative design process (this accounts for increases or decreases to manufacturing labor)
