About this file
This document is a Request for Input (RFI) from the U.S. Army Corps of Engineers (USACE) regarding Project Labor Agreements (PLAs) for the John Day Dam Turbine Runner Replacement and Generator Rewind Project. The RFI seeks industry feedback through 12 specific questions to be submitted by close of business on 27 June 2025, with inquiries focusing on local PLA experience, skilled labor availability, project scheduling, potential economic impacts, and contractor willingness to bid under PLA requirements. The questions aim to gather insights on how a mandatory PLA might affect the project's economy, efficiency, pricing, and proposal submission likelihood, with responses to be emailed to Aragon.N.Liebzeit@usace.army.mil.
The associated federal contract opportunity involves a massive infrastructure project valued over $500 million to replace turbine runners and rehabilitate up to sixteen turbines and generators at John Day Dam, spanning the Columbia River between Washington and Oregon. The project aims to improve hydroelectric generating unit reliability, efficiency, and fish passage while reducing environmental risks. USACE Portland District anticipates soliciting the requirement in June 2024, with a contract performance period potentially exceeding fifteen years, utilizing a Fixed-Price "C" type contract with optional Contract Line Item Numbers (CLINs). The project will involve design, manufacturing, and construction stages beginning approximately in 2025, with a focus on state-of-the-art turbine design that emphasizes improved fish survival and power generation efficiency.
