About this file

This document is a Quality Assurance Surveillance Plan (QASP) for a federal contract opportunity related to water testing services for the Willamette Valley and Rogue River projects.

The QASP outlines the performance standards, acceptable quality levels, and surveillance methods the U.S. Army Corps of Engineers - Portland District will use to evaluate a contractor's compliance in providing water testing services. The key required services include pre-testing, testing, sampling/mailing/chain of custody, and reporting. The performance threshold is 100%, and all deficiencies must be corrected prior to payment. The Contracting Officer's Representative (COR) or Technical Point of Contact (POC) will conduct 100% inspection of each task.

The related federal contract opportunity is a combined synopsis/solicitation for a multiple award Blanket Purchase Agreement (BPA) for non-personal services in field sampling, mailing/chain of custody supplies, and laboratory analysis of water quality samples. The BPA will have a 5-year period of performance and is set aside for small businesses under NAICS code 541380. Quotes are due by June 12, 2024.

Quality Assurance Surveillance Plan for

FY24 WILLAMETTE VALLEY & ROGUE RIVER PROJECTS WATER TESTING

INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the associated Performance Work Summary (PWS), titled. WILLAMETTE VALLEY & ROGUE RIVER PROJECTS WATER TESTING. This plan outlines the procedures and guidelines the US Corps of Engineers – Portland District will use in ensuring the required performance standards or services levels are achieved by the contractor.

This QASP provides a systematic method to evaluate the services required of the contractor and provides a means for evaluating whether the contractor is meeting the performance standards/quality levels identified in the PWS and the contractor’s quality control plan (QCP), and to ensure that the Government pays only for the level of services received.

The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.

PERFORMANCE REQUIRES SUMMARY

The Performance Requirements Summary (PRS) in the following table determines if the contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the contractor is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements. The intent is to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The following table lists the criteria that will be used to evaluate the contractor’s performance.
