Amendment 1: Response to Questions received W9127N24Q0098
Questions Received 30 May 2024:
1. Are the volumes of samples indicated for the wastewater (WW) work based on 5 years or on 1 year of monitoring?
2. What is the frequency of sampling for the WW work?
3. Can all locations be sampled on the same day? For example, can the drinking water (DW) samples be pulled the same day as the WW samples?
4. Are the frequencies and volumes of samples for the two DW sites accurate for just one year of sampling?
Response to 30 May:
Based on your questions above, I would like to clarify this project is for a Blanket Purchase Agreement with award to multiple vendors. The intent of the quantities is to provide an estimated quantity of testing that could be ordered in any given year but is not a set number. The frequency and quantity would be based on individual BPA Calls made by the customer as the test are needed.
Regarding can the samples be done in the same day would be dependent on what test are being requested, which sites are to be tested and how the vendor wishes to conduct the testing.
To be very clear this is not a Firm Fixed contract for the exact quantities, but an ordering vehicle for the customer to have the flexibility to order testing as needed for the covered sites. Please review all the documents and if you have additional questions let us know.
Questions Received 4 June 2024:
1) Does the RFP require sampling services to qualify to win the bid?
2) With regards to the highlighted area below, please let me know if self-collected is referring to the lab taking samples.
a. Lab provided shipping services. For samples self-collected at the site, supply the
Government with sampling instructions, containers, container labels, chain of custody forms, packaging instructions, all materials necessary for the safe and method appropriate handling, collection, preservation of water sample. Supply sample containers suitable for the sample matrix and analytical method, and supply shipping labels for the testing materials to be shipped to the lab via one-day ground. Payment on a per job basis.
3) When you use acronyms such as JTR Vol II, JT where do you define them, please.
Response to 4 June:
1) The Government may award BPA for lab testing and packaging for government testing/mailing.
2) Please reference section 4.0 of Attachment 2 – PWS WVP RRB Water Testing BPA. Read all the bullets there. Also, reference, Attachment 2, section 5.3 Task 3: Sampling, Mailing, Chain of Custody Supplies.
3) Please see revised Attachment 1 – BPA Tests and Sampling Schedule. Please note changes to cells: D81 & D82.
