About this file
This document is a combined synopsis/solicitation for a Blanket Purchase Agreement (BPA) for water testing services issued by the U.S. Army Corps of Engineers (USACE), Portland District. The solicitation is seeking contractors to provide field sampling, mailing and chain of custody supplies, and laboratory analysis of water quality samples to support drinking water systems and NPDES permit requirements for the Willamette Valley and Rogue River Basin projects.
The BPA has a 5-year period of performance and is set aside for small businesses under NAICS code 541380. Contractors must be registered in SAM to be eligible for award. The Government is requesting pricing for various water testing CLINs as detailed in Attachment 1. Offerors must submit quotes by June 12, 2024, and the Government will award to the lowest priced, technically acceptable offeror. Upon award, individual call orders will be placed, and contractors may invoice for completed work either under $2,500 via government purchase card or over $2,500 through the USACE Finance Center.
