The following have been modified:
INSTRUCTIONS TO OFFERORS
SECTION L
INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
I. INTRODUCTION
Your firm is invited to submit a proposal in response to Request for Proposal (RFP) Number W9127N-19-R-0004 for the project entitled “The Dalles Intake Gate Gantry Crane”. The Government intends to procure this requirement on a competitive basis in accordance with the provisions set forth in FAR Part 15 Contracting by Negotiation, and within this RFP.
The Offeror’s proposal shall be submitted electronically as detailed below. It is the Offeror's responsibility to confirm receipt prior to the proposal submission deadline. If the Offeror does not receive the confirmation, it is the Offeror’s responsibility to follow up to ensure the Government has received the information.
PROPOSAL SUBMITTAL INSTRUCTIONS:
Offeror shall submit its proposal through the FedBizOpps (FBO.gov) system. The requirements and procedures for offer submission are found in the FBO Vendor User Guide located on the FBO webpage at:
https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf.
The proposal submittal method used for this solicitation is the electronic response via document upload method.
The electronic proposal shall be Portable Document Format, filename extension: “.pdf” and suitable for viewing in Adobe Reader. Offerors shall bookmark and label each electronic PDF to afford easy identification from the proposal table of contents.
The Offeror’s proposal shall consist of two (2) volumes; Volume I – Technical Proposal and Volume II – Price Proposal. The use of hyperlinks in proposals is prohibited.
Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Propriety information shall be clearly marked.
Offerors should enter a description for every file uploaded. For files over 10 megabytes (MB) the "Large Upload (JAVA)" button must be used. The combined file size limit for upload using "Large Upload (JAVA)" is 100MB.
If needed, the Offeror can break single files over 100MB into smaller files or use the upload utility multiple times if files exceed the 100MB size limit.
Once the Offeror's proposal is submitted, it can be systematically revised prior to the solicitation response deadline. Refer to Paragraph 4.3.2 of the FBO Vendor Guide titled "Reviewing / Editing an Electric Response" for detailed guidance on completing a revision to an electronic proposal submission. Note: the FBO bid response https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf system will send an email to the email address on file for the user confirming the electronic submission.
Note: the Offeror must be logged into the system to be able to submit / revise electronic responses.
For assistance and troubleshooting for the FBO electronic bid response system, contact the Federal Service Desk (FSD.gov). Phone: 866-606-8820 or Web Form (https://gsafsd.service-now.com/fsd-gov/login.do).
Do not assume submission will be instantaneous. File size and number of files to be uploaded will be factors to consider. Offeror/Teammate/Subcontractors should allow adequate time for submission completion because the entire proposal (i.e. Offerors submission and all Teammate/Subcontractor(s) independent submissions) must be received by the due date and time for the proposal to be considered.
To avoid rejection of an offer, the Offeror must make every effort to ensure its electronic submission is virus-free. Proposals, or portions thereof, submitted with the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).
IN ADDITION TO FBO, Offerors are required to mail a CD-ROM to the below POC in case the system is down for maintenance or unavailable.
BY HAND OR COURIER TO:
U.S. ARMY CORPS OF ENGINEERS, NWP

OR SURFACE MAIL ADDRESS:
U.S. ARMY CORPS OF ENGINEERS, NWP
Attention: Jason Tanamor – CECT-NWP-P P. O. Box 2946 Portland, Oregon 97208-2946

V DETAILED CONTENT REQUIREMENTS FOR VOLUME 1: TECHNICAL PROPOSAL
Offerors shall submit the information noted below.
Factor 1 – TAB 01: Past Experience
This project will consist of designing, manufacturing, factory testing, transporting, erecting, and field testing a new 480-ton gantry crane with two trolleys, three 160-ton main hoists, three latching hoists, two maintenance hoists, and one deck-hatch monorail hoist. The three major project phases are: (1) design, (2) manufacture, and (3) installation.
The Offeror shall submit information for up to four projects* best demonstrating the Offeror’s experience performing projects that are similar in size, scope, and complexity to this project, as further described in the RFP specifications.
To be evaluated, each project must have been completed or must be substantially complete** by the Prime or the Prime’s major subcontractor*** within 10 years of the date that proposals are due. In addition, each project must have involved at least one or more of these three major project phases: design, manufacture, or installation of a new crane with a capacity of at least 100 tons. NOTE: Although each project submitted need not demonstrate experience in all three major project phases (design, manufacture, and installation), the Offeror’s Factor 1 proposal in its totality must demonstrate the Offeror has experience in all three major project phases: design, manufacture, and installation.
For each project submitted, the Offeror shall provide an “Offeror Experience Form” using attachment A, or a document addressing all of the information included in the attachment. The Offeror must address all items included. Offerors may include photographs or drawings for each project submission to provide a visual basis for the written description.
*A maximum of four projects will be evaluated. If an Offeror disregards these instructions and submits more than four projects, only the first FOUR projects will be evaluated. Offerors should describe each project with enough detail to ensure that the Government can meaningfully assess the projects against the evaluation criteria described in Section M of the RFP.
**Substantially complete is defined as being 75% complete by the date that proposals are due. If an Offeror submits a project that it represents is “substantially complete,” the Offeror must reasonably explain why the project is considered at least 75% complete. If an Offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 75% complete, the Government reserves the right to reject the project.
***Instructions on the use of major subcontractors: Offerors may use the past experience of major subcontractors to demonstrate experience in any of the three major project phases, however a letter of commitment is required in order for that experience to be considered. The letter of commitment must submitted even if the firm is in some way related to a joint venture partner (for example, the subcontractor is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary). If a letter of commitment is not submitted, the experience will not be considered.
Factor 2 – TAB 02: Past Performance
The Offeror shall provide past performance information for each project listed by the Offeror under Factor 1: Past Experience.
Recent and relevant projects are those projects completed or substantially completed* in the past 10 years that are comparable in size, scope, and complexity with this project.
**Substantially complete is defined as being 75% complete by the date that proposals are due.
If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the standard Past Performance Questionnaire (PPQ) for USACE is Form PPQ-0 (9/30/11) and it is provided as attachment B to this solicitation. PPQ-0 is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal under Factor 1, Past Experience, and for which a completed CPARS evaluation is not available. (Ensure correct phone numbers and email addresses are provided for the client point of contact.)
Do not submit a PPQ when a completed CPARS evaluation is available.
Completed PPQs should be submitted with your proposal if a CPARS evaluation is unavailable. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow- up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Jason Tanamor, via email at jason.n.tanamor@usace.army.mil, prior to proposal closing date.
The Offerors shall instruct the clients to refer to the solicitation number in the subject line. The PPQs are Source Selection materials. All successfully submitted PPQs will receive an e-mail confirmation upon receipt. If the Offeror does not receive the confirmation, it is their responsibility to follow up to ensure the Government has received the information.
Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the Offeror.
mailto:jason.n.tanamor@usace.army.mil, In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS, including CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), telephone interviews with organizations familiar with the Offeror’s performance, Government personnel with personal knowledge of the Offeror’s performance capability, and any other known sources not provided by the Offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.
Factor 3 – TAB 03: Schedule
The Offeror shall submit a detailed schedule, in Gantt chart format, showing all critical tasks needed to complete the project, duration for each work task, and work task sequencing. The detailed schedule shall include an accompanied narrative explaining the schedule, not to exceed one double-sided page. The Gantt chart shall not include more than 50 tasks. The schedule shall meet the stated schedule requirements specified in FAR Clause 52.211-10, Commencement, Prosecution, and Completion of Work.
Factor 4 – TAB 04: SMALL BUSINESS PARTICIPATION PLAN
The purpose of this criterion is to evaluate the amount of work proposed to be performed by small businesses in relation to the total value of the project, as well as the types of work small businesses will be performing and the extent of commitment in using the identified small business firms.
NOTE: Per 13 C.F.R. § 125.3(g)(3), small business Offerors need not submit any information in connection with this factor and shall receive the maximum rating under this evaluation factor.
Submission Requirements:
Other than small business Offerors shall submit the following:
1) Small Business Participation Plan – Complete and submit Attachment C, Small Business Participation Plan (SBPP), to identify the extent to which small businesses will participate in the performance of the proposed acquisition.
A mandatory minimum Total Small Business Participation goal of 10% of the total contract value (through small business participation from small-, small disadvantaged-, HUB Zone-, Service Disabled Vet-, Vet-, or Woman-owned small businesses) is required based on the nature of the work for this project.
2) Small Business Past Performance – Submit past performance information reflecting the Offeror’s small business participation for each project listed by the Offeror under Factor 1, Past Experience. For each project submitted under Factor 1, Past Experience, submit the following:
(a) Name of the project;
(b) Total dollar amount and percentage of the contract value self-performed;
(c) Total dollar amount and percentage of the contract value subcontracted;
(d) Total dollar amount and percentage of the contract value subcontracted to small businesses;
(e) Total dollar amount and percentage of the contract value subcontracted to other than small businesses.
In addition to the above project submission information, the Government reserves the right to review Offerors Individual Subcontract Reports (ISRs) and Summary Subcontract Reports (SSRs) from the Electronic Subcontracting Reporting System (eSRS).
Volume II – Price
The Offeror shall submit their price proposal which consists of:
SF33 (TAB 05)
Price Schedule (TAB 06) Small Business Subcontracting Plan (if applicable) (TAB 07) Representations and Certifications (TAB 08)
The Offeror must provide a complete bid schedule and acknowledge all amendments on the signed SF33.
