CATEX 11 based upon the Environmental Assessment completed for a similar project, RCS 18-044 "Eglin AFB Cantonment Area EA" which addresses the pertinent environmental issues. The referenced EA can be viewed at https://cs2.eis.af.mil/sites/12217/AFKN_Docs/Forms/AllItems.aspx. The proponent for this action is responsible for implementing all applicable management requirements (see attached) identified in the referenced Environmental Assessment. If the proponent is unable to accommodate these requirements, the proposed action will require additional environmental analysis and this CATEX will not apply. If you have any questions contact Paula Riley, 96 CEG/CEIEA, 882-4206. Therefore your AF Form 813 qualifies for this CATEX provided that: (1) Due to changing environmental conditions and/or regulations, the assigned Categorical Exclusion for this proposed action will expire 5 years from the date that this AF Form 813 was signed. If proposed action is not implemented within 5 years, a new AF Form 813 must be submitted. (2) If HAVC systems are added or replaced and unit requires refrigerant to be added, then comply with Eglin Title V permit (Appendix TV-34) and 40 CFR 82, Protection of Stratospheric Ozone (as incorporated by reference in Chapter 62-204 Florida Administrative Code [Rule 62-204]) regarding the use of refrigerants, refrigerant recycle/recovery procedures and equipment, and technician certification. Complete the appropriate registration form(s) at the following website, https://em.eglin.af.mil/emc/emce/emcea/aqpweb/inventory_forms.asp and return completed form(s) to Eric Sculthorpe (882-7661) BEFORE source startup. (3) Ensure the contractor has a plan in place to address asbestos containing materials when encountered and/or disturbed, to include clean-up efforts.
For further assistance, contact Ms. Corinne Brown at 882-6969 or Ms. Tamara Madril at 882-8054. (4) Ensure that current structure is free of lead and asbestos material via CEV prior to construction. If you have any questions contact Michael Massey, 96 AMDS/SGPB, 883-8607. (5) All hazardous materials to be used, including those used by contract activities, must be approved, documented, and tracked in the installation hazardous materials management program. POC: Mr. Tom Prier, 96 CEG/CEIEC, thomas.prier@us.af.mil, 882-5929. (6) Use Environmentally Preferable Purchasing (EPP), Comprehensive Procurement Guidelines (CPG), ENERGY STAR, and Green Procurement Program (GPP) products for this project if economical, available and practical. POC: Mr. Michael Gilliam, michael.gilliam.1@us.af.mil, 882-7662. (7) There must not be any construction & demolition debris/waste left behind when the project is finished. It must be removed to a secure, permitted disposal site or collected and transported for approved recycling/reuse. Reuse/recycle construction & demolition debris to the maximum extent feasible. Document and report weight and cost data to 96 CEG/CEIEC for any non-hazardous solid waste
a) disposed to landfill, and b) diverted from landfill through recycling/reuse, which is outside of common support. (Common support includes 96 CEG contract for refuse dumpsters, Defense Logistics Agency Disposition Services Eglin turn-ins, on-base recycling bins, etc.). If by contract, this requirement must be included in contract wording. POC: Ailie Csaszar, 96 CEG/CEIEC, ailie.csaszar.1@us.af.mil, 882-7663. (8) Coordinate all disposals with 96 CEG/CEIEC (Mr. Kauffman, 882-7665). In accordance with FAC 62-257 and 40 CFR 61.145, State notification must be made 10 working days prior to demolition or a replacement of a load-supporting structural member and a copy of this notice must be sent to 96 CEG/CEIEC. Also, remove any PCB items prior to demolition (such as light ballasts) and mercury containing items (such as fluorescent tubes, thermostats). (9) IDC site approval required prior to construction. If you have any questions contact Melvin Madsen, 96 CEG/CENPL, 882-8069. (10) This project likely to require a stormwater Environmental Resource Permit pursuant to Chapter 62-330 FAC if it includes more than 4,000 sq ft of impervious or semi-impervious surfaces subject to vehicular traffic, 9,000 sq ft of total impervious surfaces, or more than 1 acre of project area and is not part of a larger common plan of development. This project may qualify for the ERP General Permit if total project area is less than 10 acres and total new impervious surfaces are less than 2 acres. In addition, if the project disturbs a total of one acre or more of soil, the proponent must obtain a NPDES stormwater construction permit from FDEP pursuant to Chapter 62-621 FAC. Contact Tim Langley, 96 CEG/CEIEC, 882-7658.

Auger Borings (Hand-Held Barrel)
Because of the possible presence of underground utilities, the Standard Penetration Test (SPT) borings were advanced down to a depth of 4 feet below existing grade (BEG) by means of a hand-held auger barrel, after mechanically augering through any pavement materials, where present. In the hand-held barrel auger procedure, the borings were advanced by manually rotating a hand-held barrel type auger until the receiving end of the auger filled with soil. When full, the auger assembly was removed from the borings, the soils removed from the auger barrel, and the assembly placed back in the borings. The soils removed from the auger barrel were examined and described by the driller. Representative portions of the soils recovered from the borings were placed in plastic containers and transported back to our laboratory for further examination and possible testing. This procedure continued in the borings to a depth of 4 feet at which time the drilling operations were changed to mechanical operations, as discussed in the following entries, and standard penetration testing was commenced. This procedure was performed in general accordance with the latest revision of ASTM D1452 entitled “Standard Practice for Soil Exploration and Sampling by Auger Borings”.
Standard Penetration Test Borings (Flight Auger Advanced)
Extending to an approximate depth of 10 feet BEG in Boring B-1, and to termination depths in the remaining borings, the SPT borings were advanced by mechanically twisting continuous flight augers in to the soils. At intervals of 2 feet to a depth of 10 feet BEG, and 5 feet thereafter, Standard Penetration Testing and split-barrel sampling were performed in the borings. At the selected test/sampling depth, a split-barrel sampler was inserted to the bottom of the borings and driven 24 inches into the soil using a manual safety hammer with a 140-pound hammer falling an average of 30 inches per hammer blow.
The sum of the hammer blow counts for the second and third 6-inch intervals of penetration is termed the standard penetration resistance blow count, or N-value. This value is an index of several in-place geotechnical properties of the materials tested, such as consistency and relative density.
After driving the sampler 24 inches, the sampler was retrieved from the borings, and a representative sample of the material within the split-barrel sampler was placed in a labeled plastic container and sealed. After completing the drilling operations, the samples obtained from the borings were transported to our laboratory where they were examined by a member of our geotechnical engineering staff. This procedure was performed in general accordance with the latest revision of the ASTM Designation D1586, entitled “Standard Test Method for Standard Penetration Test (SPT) and Split- Barrel Sampling of Soils”.
Standard Penetration Test (SPT) Borings (Mud-Rotary Advanced)
Below an approximate depth of 10 feet BEG, Boring B-1 was drilled to termination depth by means of rotary drilling techniques using a circulating bentonite fluid/”mud” for borehole flushing and stability. At intervals of 5 feet in the boring, the drilling tools were removed, and a split-barrel sampler was inserted to the boring bottom. Where possible, the sampler was driven 24 inches into the soils using a manual safety hammer with a 140-pound hammer falling 30 inches per hammer blow. The number of hammer blows for each 6-inch interval of driving was recorded, and the sum of the hammer blow counts for the second and third intervals of driving is termed the standard penetration resistance or “N-value”. This value is an index of several in-place geotechnical properties of the material tested, such as relative density and Young’s Modulus.
After driving the sampler 24 inches (or less in very dense soils), the sampler was retrieved from the boring and a representative sample of the material within the split-barrel sampler was placed in a labeled plastic container and sealed. After completing the drilling operations, the samples obtained from the boring were transported to our laboratory where they were examined by a by a member of our geotechnical engineering staff. This procedure was performed in general accordance with the latest revision of ASTM D1586, entitled “Standard Test Method for Standard Penetration Test (SPT) and Split-Barrel Sampling of Soils”.
