1.3 In this source selection, a non-priced proposal and a price proposal are submission requirements. The seed sample project scope is as provided in this solicitation to perform Operations and Maintenance at Carl R. Darnall Army Medical Center, Fort Hood, Texas (CRDAMC). The seed project is advertised subject to availability of funds per the Army Federal Acquisition Regulation Supplement (AFARS) 5132.702(a)(ii) and the FAR part 52.232-18. The Government is not obligated to award an IDIQ contract to all Offerors competing and the Government reserves the right to reject any and/all offers.
4.1 There are two separate Volumes required for this proposal. Volume I has five rated non-priced factors: Past Performance Information of the Prime Contractor, Technical Approach, Management Approach, Seed Sample Project Performance Information, and Small Business Participation Plan. Volume II will include certain administrative requirements and pricing that are not rated.

4.5 Volume I - Tab D, Factor 4 – Seed Sample Project Performance Information.
4.5.1 In Factor 4, the Offeror must submit Seed Sample Project Performance Information to explain their company’s application of proposed staffing practices, management processes, and technical approach to an actual operation and maintenance requirement. The seed sample project scope is as provided in this solicitation to perform Operations and Maintenance at CRDAMC. Factor 4 narrative shall not exceed fifteen (15) written pages. Address each of the following items, in a narrative format:
(a) Site-specific Management Plan. The Offeror shall provide a description of the proposed plan to manage the operations and maintenance for CRDAMC, specific to the site’s requirements and operating conditions. Include site-specific plans for meeting required emergency maintenance and demand maintenance response-times based on the staffing and management processes proposed for this specific requirement. Provide identification by name of the proposed personnel who will be responsible for each aspect of on-site safety, with a description of the proposed safety manager’s safety-related training.
Applicable OSHA training is required and must be demonstrated. Provide a site-specific plan for meeting Joint Commission accreditation requirements, detailing the contractor’s role in that process.
(b) Key Management Personnel Experience and Qualifications. The Offeror shall include only resumes for the Key Management Personnel listed as follows:
On-Site Superintendent, Quality Control Manager, and Safety Manager. Key Management Personnel shall provide a resume to demonstrate project experience for their assigned role for the contract, clearly demonstrating duties performed supporting their assignment for operation and maintenance management for medical facilities. Key Management Personnel shall emphasize experience similar to that described and anticipated by the requirements of this solicitation. Specific minimum requirements for the Key Management Personnel are as described in Section 01 00 02. To demonstrate the minimum years of experience requirement, ensure that project durations, when totaled, meet or exceed the minimum years of experience required. Time worked may be attributed to only one project, notwithstanding the fact that a person may have been working on more than one project at the same time. Attachment 4 at the end of this section may be used. At a minimum provide, all the information listed on these forms.
(c) Site Staffing Plan. The Offeror shall provide a staffing plan for CRDAMC covering all trades and all shifts, with a summary total number of proposed full and/or part time personnel and a subtotal by shift of the number and type of personnel proposed for each shift. The plan shall clearly identify the number and type of all trades required to provide operation and maintenance services, by shift, in accordance with the Scope of Work.
Identification of specific personnel is not required. Include key subcontractors and specialty subcontractors to support the work for CRDAMC.
(NOTE: The remainder of the section is unchanged by the amendment.)

2.2.3.2 Price Evaluation of Bid Schedule No. 2 (Task Order No. 0001). Bid Schedule No. 2 is the seed sample project, Task Order No. 0001. The seed project is advertised subject to availability of funds per the AFARS 5132.702(a)(ii) and the FAR part 52.232-18. The price team will initially evaluate this price (base bid and all options) independent from the Volume II. This price will be evaluated through price analysis and checked for appearance of unbalancing of prices. The price will be evaluated for fairness and reasonableness using price analysis. The Government may reject an offer for appearance of unbalancing of prices. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices. The price evaluations will document, for the offers evaluated, the fairness and reasonableness of the proposed evaluated price. The SSA may request a price breakdown at any time during the evaluation process.
2.2.4 Non-Price/Price Tradeoff Analysis. In determining the awardees for the MATOC pool, all non-price factor ratings (Factor 1 – Past Performance Information of the Prime Contractor, Factor 2 – Technical Approach, Factor 3 – Management Approach, Factor 4 – Seed Sample Project Performance Information, and Factor 5 – Small Business Participation Plan) will be used during the non-price/price tradeoff analysis. After price analysis of the Bid Schedules and the factor evaluations are completed, the Government will then consider the price of Bid Schedule No. 2 in connection with Factor 1-5 ratings for the MATOC pool, comparing the relative advantages and disadvantages of the proposals and prices. After the determination of the MATOC pool, the non-priced Factor 4 – Seed Project Performance Information rating will be used during the non-price/price tradeoff analysis to determine the awardee within the MATOC Pool to be awarded the Seed Project. After price analysis of the Bid Schedules and the factor evaluations are completed, the Government will then consider the price of Bid Schedule No. 2 in connection with the Factor 4 – Seed Project Performance Information rating for the Seed Project, comparing the relative advantages and disadvantages of the proposals and prices. If the SSA determines discussions are not required, the SSA, relying on the Board’s report, pricing analysis, and independent business judgment, will decide which Offerors are to be awarded a MATOC. This decision, reflected in the Source Selection Decision Document (SSDD) will be based on the proposals that offer the best value to the Government in terms of their combined non-priced technical ratings and price. This may result in awards being made to higher rated, yet higher priced Offerors where the decision is consistent with the solicitation’s evaluation factors and the SSA reasonably determines that the superiority of the non-priced factor ratings of the higher priced Offeror justifies the additional costs.
If discussions are required, a competitive range will be established. At the conclusion of discussions, and receipt of Final Proposal Revisions, additional evaluation will be conducted by the SSEB, and the SSA will conduct a final trade-off analysis to determine the awardees.
3.1 There are two separate Volumes required for this proposal. Volume I has five rated non-priced factors: Past Performance Information of the Prime Contractor, Technical Approach, Management Approach, Seed Sample Project Performance Information, and Small Business Participation Plan. Volume II will include certain administrative requirements and pricing that are not rated.

Volume II Administrative Requirements (Including Price)
Not Rated. Evaluated through Price Analysis.
The non-priced factors combined are considered significantly more important than price in relative importance.
3.5 Evaluation of Tab D, Factor 4 – Seed Sample Project Performance Information. The SSEB will evaluate the seed sample project performance information narrative to assess the Offeror’s understanding of the requirements for CRDAMC, particularly the Site-specific Management Plan, Key Management Personnel, and the Site Staffing Plan to successfully execute the work order requirements as stated in this solicitation. The SSEB will determine the strengths, weaknesses and deficiencies, in any, in the approach presented, and then assign an overall combined factor rating/risk rating as listed below. The combined rating reflects the degree to which the proposed approach meets or does not meet the minimum solicitation requirements.
(NOTE: The remainder of Paragraph 3.5 is unchanged by the amendment.)
6.4 Selection for the Seed Project (Task Order No. 0001). After the MATOC Pool has been established, the Government will then consider the award of the seed project. The seed project is advertised subject to availability of funds per the AFARS 5132.702(a)(ii) and the FAR part 52.232-18. The Government will award a firm fixed-priced contract to that one Offeror awarded a MATOC contract that has been determined to be the most advantageous to the Government through trade-off analysis, non-price, price, and other factors considered.
(NOTE: The remainder of the section is unchanged by the amendment.)
