About this file

This document is a Request for Proposal (RFP) for two separate construction projects at Lewisville Lake managed by the U.S. Army Corps of Engineers (USACE). CLIN 0001 involves replacing parking lot and flagpole lighting at the Lewisville Project Office, requiring removal of 27 existing parking lot light fixtures and 2 flagpole lights, and installing new LED lighting with 8 photoelectric sensors. The 30-day project includes full electrical work, meeting energy efficiency standards, and complying with National Electrical Code requirements. CLIN 0002 is an optional project at Hickory Creek Park involving designing and constructing an RV dump station infrastructure, including a 3,000-gallon wastewater holding tank, aeration treatment system, and spray field. This 120-day project requires environmental permitting, installation of plumbing and electrical systems, and compliance with local and federal environmental regulations. The project will serve a campground with 124 RV sites, with an average 67% annual occupancy and peak holiday usage.

The solicitation (W9126G25RA043) requires a competitive best-value proposal with a bid bond covering both CLINs. Contractors must submit a performance and payment bond, provide a Schedule of Values, and be prepared for potential site inspections. The Notice to Proceed (NTP) will be issued within 15 calendar days after award, contingent on approval of bonds and a quality control plan. Working hours are limited to the lake office's business operations, and the site superintendent may also perform quality control duties. Key points of contact are Contracting Officer Michael Vega and COR/Lake Manager Kenneth Myers. Proposals are due by 3 September 2025, with the government seeking a comprehensive solution that meets technical specifications and environmental standards for these lake facility improvements.

A: Periods of performance for CLIN 0001 and CLIN 0002 are specified in the Statement of Work for each CLIN.

51. Q: Is CLIN 0002 optional to provide pricing?

A: Award evaluation will be based on total evaluated price for both CLINS (See 52.217-4).

52. Q: The Original RFP on PDF Page 13 of 299 states “Include the following data in this volume in the format indicated. Section 2 A complete copy of this RFP (Division 00, less attachments) with the original signature of an official authorized to contractually bind the offeror in block 20A-C of the SF 1442. The offeror must complete the following sections within the RFP: Part I, Persons Authorized to Negotiate or Conduct Discussions must be specified.” Can the Government please clarify if within the copy of the RFP that we provide with our submitted proposal there is any other place besides the SF1442 that we should include this point of contact information?

A: Per the RFP, Section 3.1- Volume 1, Contract Forms, Section 2, contractors are required to specify persons authorized to negotiate or conduct discussion. This is the only place in the RFP where this information is requested.
