About this file
This justification document outlines a sole source contract award for electric metering equipment at Fort Hood, Texas. The Department of the Army Corps of Engineers plans to award a firm-fixed price contract using FY21 Military Construction funds to purchase one LonWork WNC electric meter, one Loytec LIP-3ECTC router with L-POW 2415B power supply, and associated software plugins. These specific products are required to interface with Fort Hood's existing Utilities Monitoring Control System and are the only items approved in the base's Authority to Operate for the system. Alternatives would not be compatible with the LonWorks network protocol or would have issues disabling during regular network scans, requiring a technician on-site for resets. No other equipment or solutions can satisfy the requirements.

JUSTIFICATION DOCUMENT
FOR OTHER THAN FULL AND OPEN COMPETITION
(Advanced Electric Metering)
1. CONTRACTING AGENCY: Department of the Army U.S. Army Corps of Engineers (USACE)
Contracting Division Fort Worth, Texas 76102
2. DESCRIPTION OF ACTION: Sole Source Firm-Fixed contract using FY21 MILCON funds for the acquisition and installation of electric advanced meter, router and software plugins connected to the installation Utilities Monitoring Control System, specifying brand name equipment. The justification is covering only the portion of the acquisition which is brand-name.
3. DESCRIPTION OF SUPPLIES/SERVICES: This procurement is for electric advanced meter software plugin, router and power supply at Fort Hood, TX. The estimated total value for this System is Listed below is the project information for this J&A.
One (1) LonWork WNC Wattnode Electric meter One (1) Loytec LIP-3ECTC Router One (1) Loytec L-POW 2415B power supply
Estimated total value is $ .
4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C.
2304(c)(1) as implemented by Federal Acquisition (FAR) 6.302-1, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements.
5. REASON FOR AUTHORITY CITED:
Hardware and software listed as required items per Fort Hood Installation Design Guide. Fort Hood also has the Authority to Operate (ATO) only the hardware or software identified on the attached Fort Hood UMCS Hardware Software List dated 26 March 2021. No change is allowed outside the devices and software listed in the ATO, therefore no other type of supplies or services will satisfy agency requirements. The ATO identifies the LonWork WNC Wattnode Electric meter and Loytec LIP-3ECTC Router with L-POW 2415B power supply.
a. Background: Fort Hood’s Utilities Monitoring Control System (UMCS) is a
LON based communication protocol system that communicates on a LonWorks TP/FT-10 twisted-pair network using Lon network protocol. This interoperable network standard supports many physical media and allows easy communication between Lon compatible devices and monitoring computers. The Loytec LIP-3ECTC Router with L-POW 2415B power supply is compatible and connects to this TP/FT-10 twisted-pair network with the Ethernet/ IP channel in Lon compatible systems.
b. Alternatives:
i. The ATO identifies other software plugin updates that comply with
Fort Hood’s ATO, however none that are compatible with the UMCS Lon network system.
ii. The ATO identifies other hardware plugins, the ILON 600 IP-852 Router, that comply with Fort Hood’s ATO and are compatible with the UMCS Lon network system, however cumbersome to reset/recycle when performing network scans.
c. Justification:
i. The LonWorks WNC Wattnode meter was selected by Fort Hood as the most economical electric advanced meter for the advanced metering system which is part of Fort Hood’s UMCS.
ii. The Loytec LIP-3ECTC Router with L-POW 2415B power supply is preferred over the ILON 600 Router based on issues discovered with these devices becoming disabled/locking up when the NEC performs their regular network scans. To unlock, the ILON 600 requires a technician to obtain physical access to the device to reset/recycle. The Loytec LIP-3ECTC Router with L-POW 2415B power supply does not have this same cumbersome issue of continuous disabling and physical resetting during network scans.
d. Prior Acquisitions: N/A
e. Impact:
i. Providing the incorrect software renders the system unusable and not able to properly communicate with the UMCS.
ii. Providing the incorrect hardware renders the system unusable for large amounts of time, not being able to properly communicate, consistently without requiring addition technicians on-site.
6. EFFORTS TO OBTAIN COMPETITION: In accordance with FAR 5.202(a)(2), this action will not be synopsized. Because this is a sole source action, effective competition is not applicable.
7. ACTIONS TO INCREASE COMPETITION: N/A; No other devices and software listed in the ATO.
8. MARKET RESEARCH: N/A; No other devices and software listed in the ATO.
9. INTERESTED SOURCES: N/A.
10. OTHER FACTS:
a. Procurement History: (None)
b. Acquisition data availability:
c. Unusual and compelling urgency: None
d. Subcontracting Competition: Subcontracting competition will be achieved by the prime contractor. There are multiple installers in the local area.
Approval
Based on the foregoing justification, I hereby approve the procurement of Advanced Electric Metering on an other than full and open competition basis pursuant to the authority of 10 U.S.C. 2304(c)(1), (only one responsible source and no other supplies or services will satisfy agency requirements) subject to the availability of funds, and provided that the services herein described have otherwise been authorized for acquisition.
