1. Given the additional time, I have an additional question. During site visit, I seem to recall that the Munter’s drier was configured so as to be able to re‐circulate system air. If that was the case, were the reactivation heaters designed to meet your specification for temperature limited heaters? I’ve not known this to be an option with Munter’s. Being able to utilize the drier in a re‐ circulation mode would be beneficial for several aspects of the performance requirements.

Although the system air itself is not directed through the re‐activation heaters, the desiccant wheel, which may have collected potentially hazardous material will be exposed during the drying cycle. I will be contacting Munter’s and an alternate source we use to investigate the possibilities from our end. Can you please elaborate on this from your end.

Reactivation air is separated from process air.

The Munters drier is mainly isolated from the air stream, it has dampers that are opened when there is a need to drop humidity below 30 %. There are no special heater controls on the reactivation heaters as they are not in the air stream and they typically have a factory temp limit around 160F. When the dampers are opened the air passes through the desiccant wheel and removes moisture it is not used for any other purpose.

2. Have just started more detailed review of ACC specifications. If I interpret the SOW correctly, the chamber is to meet the MIL‐STD 331C profile requirements with a 6000 pound steel load present. The requires a transition from +71C @ 95% RH to ‐62C in 3 hours. Without consideration of the fact that it calls for removing ALL moisture from the chamber prior to transitioning to low temperature, it requires a cascade system considerably larger than any of the smaller systems required on the SMEE. It would take something close to half the size of either the existing north or south system, if we assume that all of the dead load is realized. What is the configuration of this load. Understanding it may minimize this assumed requirement.

Factoring in the time required to dry out the chamber before cooling, do so with a 6000 pound steel load in 3 hours becomes a monumental task. Is the 6,000 pound load for real? Are the transition times cast in stone?

Load is based on QTY 30 200lb 155mm Artillery Projectiles. This is a worst case scenario. Current chambers used to perform this testing at nearby facility have roughly the same‐sized test cell as the ACC specified.

They have sufficient capability to meet our test requirements as configured.

AS A REFERENCE POINT – the current chambers are configured as such:

Low stage cascade: Vilter 30HP

SN: 11920

Order No: F226251 Size: R1317K343D R508B

High stage cascade: vilter 50HP

SN: 11926

Order no: F22625‐5 Size: D17K344D R404A

High Temp Copeland Unit Model No: H7AB0500TFC001 R134A

Munters HC300 Dehumidifier.

Wetbulb dehumidifier on the high temp.

1700 WATT 208V 3ph heaters x 3 heaters per chamber

During the transition from 95% Humidity to cold, the Wet bulb is used until ~50% RH, then the HC300 is operated until the cascades take over cooling work ~32F.

MIL‐STD‐331C does not have a requirement to remove “ALL” moisture from the air as a test condition set point. I’ve re‐read the standard to confirm.

1997 Data:

180 to +60 58 mins 6000 btu live load 125 to ‐65 180mins 6000 btu live load

3. Is the Government open to using water cooled condensers in place of the specified air cooled units?

Already Answered

4. What are the exact dimensions of the existing concrete pad? Can the size of this pad be increased to accommodate the new equipment if required?

5. It will be necessary to run control cable from the new skid mounted equipment to the control room. Is there existing conduit that can be reused for this purpose? If there is not an existing low voltage raceway between the control room and the concrete pad, one will need to be installed. Is it acceptable to make this conduit run overhead, perhaps along the face of the chamber following existing raceways, or will this conduit need to be underground?

6. Does the Government require pricing (i.e. required billing amount for each deliverable referenced in RFQ Section 1.1) to be submitted as a separate volume from the technical proposal?

No, the pricing does not need to be submitted as a separate volume.

7. The original FBO announcement lists Option 1 as “Additional Refrigeration Capacity” for CLIN 0002. However, in Attachment 1, Option 1 is named as “Low Temperature Cooling (Cascade) Equipment. Please clarify which name is correct for Option 1 (CLIN 0002).

The correct name is what is referenced within the Specification of Work section 3.3 which is listed as follows:

3.3. Option 1: Low Temperature Cooling (Cascade) Equipment

3.3.1. The vendor will provide additional cascade module(s) which conform to the requirements for the Low Temperature Cooling (Cascade) Equipment, increasing the SMEE low temperature cooling capacity 20%.

3.3.2. The additional cascade module(s) shall be preconfigured to seamlessly integrate into the SMEE equipment and control systems.

3.4. Option 2: Ammunition Conditioning Chamber (ACC)

General, Reference DFARS 252.204‐7012 Safeguarding Covered Defense Information and Cyber Incident

Reporting: Does the Government intend to provide Controlled Unclassified Information (CUI) as a part of this award?

8. General, Tax Exemption: Is the project federal, state and local tax exempt?

Already Answered. Per the CSS, Arizona vendors are to include Arizona Privilege Tax.

9. Can you place the ACC Chamber on the plan view drawings you have provided for the SMEE pad and the WCC footprint?

ACC chamber does not necessarily get installed on the SMEE pad. "The ACC shall be a complete stand‐ alone turn‐key unit." It could be placed elsewhere on a concrete pad or improved surface (provided by the government). It is OK for the vendor to assume it will be emplaced on an existing concrete pad or improved surface in proximity to required utilities and a network access point provided by the government.
