GOVERNMENT RESPONSE
1 Will you be publishing an attendees list after the site visit in order to enable teaming?
No, we will not be publishing an attendees list after the site visit, but feel free to attend the site visit and exchange information with the other attendees.
2 Is this IDIQ 8(a) solicitation open to any 8(a) firm or is it restricted to a certain SBA district/region? The requirement is not restricted to a certain SBA district/region. It is open to all 8 (a) firms.
Paragraph L.7.1 states, “Estimated phase‐in costs shall be included separately in the offeror’s price proposal.”
Please clarify what these phase‐in costs include and where they should be included in the price proposal.
The phase‐in costs should be included as part of the calculation of the coefficient. This requirement is specifiying that it be notated and categorized as phase‐in costs within the breakdown calculations and formulas of the price proposal.
Paragraph L.7.1.2 states, “Pricing data is required for the base year coefficient factors for prepriced items and for the non‐prepriced coefficient factors.” Please clarify what pricing data is required. Does the description of the cost inputs discussed in paragraph M.3.4.c satisfy the requirement for pricing data?
Yes. As stated in M.3.4.c, "Offerors shall submit with the price proposal all data which was used to calculate coefficients. The Offeror shall, at a minimum, provide details showing all cost inputs including but not limited to: the components listed in paragraph B.2.1.6, weight of the UPB, direct labor (include number and classification of staffing positions), labor burden, overhead, bonding, vehicles, equipment, office rental, office supplies, and profit. The Offeror shall quantitatively demonstrate the impact of each of these cost inputs for each proposed coefficient."
Please clarify what is to be included in the Contract Manpower Reporting bid item. Is this item a coefficient or a lump sum amount for providing the annual report?
It is a lump sum amount for providing the annual report.
Please clarify how the Contractor’s Weight of the UPB (Item B.4 on page 20/109) will be used to determine our overall understanding of the scope. Will the Weight of the UPB be included in the calculation of the evaluated price?
The Weight of the UPB is for evaluation purposes only. The weight of the UPB when compared to the Offeror's proposed prepriced coefficients gives the evaluators a perspective of how prices within the UPB were worked into the Offeror's prepriced coefficient calculations.
Section C.11.3 gives completion timeframes for projects; are the longer timeframes mentioned in the last sentence determined at the time of negotiations?
Longer timeframes may be negotiated on an individual basis at the task order level.
8 Is the Trial Schedule in L.5.2.2 one master schedule or separate schedules for each project?
The evaluators will use the trial schedule to evaluate the Offeror's ability to accomplish multiple simultaneous task orders while observing all requirements of the PWS, particularly sections C.11 and C.15.
Factor 3 Past Performance indicates PPR are to be submitted for all contracts in the past three years which are “of similar scope, magnitude, and complexity” to the RSA effort. We are not aware of any contracts that are anywhere near an annual volume of $120 million. Would the government please provide a better understanding of what will be considered similar / relevant?
Relevancy may be considered for similar scope, magnitude, and complexity to this requirement not solely annual dollar amount.
Please confirm that offerors submitting as a new JV who will be submitting experience of each member of the JV individually shall collectively submit up to 10 projects that taken together meet the requirements of L.5.2.3, Specialized Experience, and that it is not necessary for each firm to submit 10 projects and all of the project types identified.
No more than 10 projects may be submitted but the projects should be representative of each firm's relevant experience.
Please confirm that Subfactor C, Specialized Experience addresses individual projects / task orders and Factor 3, Past Performance addresses IDIQ contracts as a whole or stand‐alone project contracts.
The Specialized Experience are individual projects that can either be stand‐alone contracts, task orders, or projects worked as a subcontractor that demonstrate the Offeror's technical experience in the six areas listed in L.5.2.3. No past performance records or surveys from points of contact are required for Specialized Experience projects.
It will be very difficult for an 8a firm to provide bonding capacity of $120 million based on the size standards of that classification. Would the Government please reconsider this requirement?
Lowering the bonding capacity puts too much risk on the Government.
13 Would the Government please provide historical data to allow a better understanding of the requirements.
FY 12: $7M Small Project (SP), $116M Large Project (LP); FY 13: $5M SP, $55M LP; FY14: $6M SP, $63M
LP; FY15: $5M SP, $69M LP; FY16: $7M SP, $60M LP; FY17: $7M SP, $70M LP
14 Must the Alternate Program Manager meet the same requirements at the Program Manager? Yes, the Alternate Program Manager shall have the same qualifications as the Program Manager.
INDUSTRY QUESTIONS?
QUESTIONS AND RESPONSES TO INDUSTRY
COMPETITIVE 8(A) JOC REQUIREMENT ‐ W9124P‐19‐R‐A029
Must all of the key personnel roles be filled by employees of the Offeror (or in the case of a joint venture, by the firms comprising the JV) or may these positions be filled by subcontractor personnel?
Key Personnel cannot be subcontracted employees.
16 Is the Safety Manager required to be at the project office full‐time? No.
Please confirm that all references in C.3 for personnel to be “physically present at the project office” includes presence at or in route to a contract jobsite.
Physically present at the project office can include presence at jobsites throughout Redstone Arsenal.
Please identify the necessary security clearances (referenced in C.3.7) that may be required to perform on this contract (e.g. confidential, secure, TS, individual v. facility, etc.).
Section C.3.7 of the PWS outlines the requirements.
Please clarify the transition period of only 10 days. That is very short for a contract of this magnitude. Would the Government consider a staged transition period, with a contractor able to begin accepting work at 10 days, but with full capacity reached at, for example, 45 days?
C.11.2 allows the Contractor up to 45 calendar days after receipt of the task order to physically start work.
Please confirm that Subcontractor invoices in section g.4.1 stipulates payment from date of invoice? This will have significant impacts on cash flow for a small 8a firm. Typically contracts, especially larger contracts, are structured as pay when paid, rather than when invoiced.
That is correct. Note that this requirement is only for small projects and the impacts to cash flow is recognized, and section B.2.1.6.3 will be corrected to include the statement "Cost of money or borrowing fees to allow for payment to subcontractors ahead of payment from the Government."
21 Do you have an idea when the actual RFP will be released?
I do not know the date of when the final solicitation will be released. Please continue to monitor fbo.gov.
Is there a current or recent contract for the services in the above‐referenced posting? If so, please provide the contract number.
The current contract number for this requirement is W9124P‐18‐D‐0004.
