The Red Plan
USAG-Redstone Spill Plan Excerpt

The Red Plan Purpose. In the event of a spill of oil or a hazardous substance at U.S. Army Garrison-Redstone (USAG- Redstone), Alabama, The Red Plan serves as the “jump start,” to get the right response action on track at the earliest possible time. The USAG-Redstone oil and hazardous substance (OHS) spill prevention and response plan reinforces The Red Plan and provides in-depth information on response, notification, organization, duties, containment, cleanup, and remediation procedures. The Red Plan is used in the early stages of a spill, and the user is expected to transition to the OHS spill prevention and response plan after appropriate notifications and response actions are underway.
Initial Response Actions Whenever a spill occurs or is discovered, e.g., during tank loading operations, fuel operators or other responsible personnel will take immediate action to:
1) Stop the product flow – stop transfers, secure pumps, and close valves.
2) Warn personnel – sound alarms, enforce safety and security measures.
3) Shut off ignition sources – motors, electrical circuits, open flames.
4) Contain the spill – secure valves, block drains, deploy absorbents.
5) Make notifications – supervisor, Fire Department.
6) Begin cleanup – if within capabilities (see responsible unit actions).
If there is a potential life, health, fire, or other safety hazard, the USAG-Redstone directorate of emergency services (DES) (fire, police, and medical) will be immediately notified.

In the event of any spill, the USAG-Redstone Fire Department will be in charge of the scene as soon as they arrive. Prior to their arrival, it may be necessary for the facility supervisor/manager to ensure prudent actions and reasonable personnel safety measures are exercised. The facility supervisor should also ensure that the 911 call has been made (as appropriate) and that Environmental Management Division (EMD) has been called, regardless of the size or hazard posed by the spill. Once arriving at the scene, the Fire Chief (or alternate Fire Chief) assumes the role of Incident Commander (IC)/On-Scene Coordinator (OSC), having full authority to implement this plan.

Oil and Hazardous Substance Spill Prevention and Response Plan
Response Strategy/Incident Commander Actions The USAG-Redstone Fire Department serves as the first responder for all spills and will also notify EMD of any discharges. Initial response by the Fire Department occurs within 7 minutes of notification and responding elements may include firefighting, emergency medical, and military police. Upon arrival at the spill site, the Fire Department takes appropriate steps to minimize or eliminate fire and explosion hazards. If possible, they stop the source of the discharge and contain the oil or hazardous substance. Every effort is made to confine the spill on land and to prevent it from reaching a sensitive area or moving off the installation. As stated above, the Fire Chief or Alternate Fire Chief will serve as the IC/OSC and will be supported by members of the Installation Response Team (IRT) and the Incident Management Team (IMT), as necessary. When the IC/OSC determines that the incident is no longer an emergency scene (for example, it is determined “fire safe”), the IC/OSC may delegate cleanup responsibility to the EMD.
A spill would most likely be discovered by on-duty operators, military personnel in the area, passersby, or by roving DES Law Enforcement patrols. Upon notification of the spill, the Fire Department deploys to the spill site with emergency and spill response vehicles.
The IC/OSC alerts members of the IRT (see page 5 of THE RED PLAN), as needed. The IRT is directed to assemble at a designated location. When the IC/OSC arrives at the spill site, they are briefed by first responders about the spill situation and what actions have been taken. If further fire prevention measures are required, the IC/OSC makes those decisions, working with the first responders to coordinate actions. If evacuation is required due to a risk of fire or explosion, the IC/OSC initiates the evacuation plan at page 7 of THE RED PLAN (also see Evacuation Plan at Annex C of the OHS Spill Prevention and Response Plan).
As soon as all immediate emergency actions have been initiated, the IC/OSC refers to page 5 of THE RED PLAN and alerts EMD and the primary spill response contractor, as appropriate.
The spill response contractor is also a vital component within the overall USAG-Redstone spill response. If the spill is in state waters, exceeds the capability of the Fire Department, or threatens/has reached beyond USAG-Redstone boundaries, the IC/OSC is immediately apprised of this situation. The IC/OSC will ensure appropriate notification is made to local emergency service organizations. EMD is responsible for notifying federal, state, and local officials, providing as much information as possible on the size of the spill and its pathway. Key IRT members are directed to begin marshaling installation equipment, supplies, and personnel to assist in the cleanup. All cleanup actions beyond the capability of the IRT are referred to the primary spill response contractor (notified by EMD), but coordinated with the IC/OSC.

Organization for Spill Response The EMD is responsible for making all mandatory notifications using the oil and hazardous substances discharge telephone report form.
At the end of The Red Plan. The name of the person called and the time of notification should be recorded on the report form. Any spill that enters state waters (including waters on the military reservation) or wetlands, or any spill equal to or greater than 25 gallons, and any hazardous substance discharges equal to or greater than the designated reportable quantity (RQ) are reportable spills, requiring mandatory notifications be made. However, when the time sensitivity of an emergency requires immediate notification, the first responders will initiate this process and ensure that the IC/OSC and EMD is informed.
When spill response contractor support is requested, the IC/OSC briefs their operations manager upon arrival at the spill site. Protection priorities are determined from assessing the conditions at the spill site and referring to the priorities listed on page 6 of THE RED PLAN. The spill response contractor's operations manager and the IRT, with the approval of the IC/OSC and EMD, develop a cleanup plan tailored to the requirements at the spill site. The IC/OSC then directs the cleanup assets to the tasks and priorities, and begins transition from THE RED PLAN to the USAG-Redstone Oil and Hazardous Substance Spill Prevention and Response Plan. The IC/OSC refers to Annex B, notifications, and ensures all appropriate remaining notifications are conducted.
For hazardous material spills of any quantity, the IC/OSC may consult with the hazardous waste manager to make an immediate assessment. Based upon this assessment, if further cleanup actions are required, a plan is developed and implemented by the on-scene coordinator, following the guidance in THE RED PLAN.
Recovered spill material may be treated as hazardous waste and pads, soiled absorbent materials, etc.
Materials are recovered into sealed plastic bags or other appropriate containers. Disposal of the hazardous waste is accomplished through Defense Logistics Agency Disposition Services (DLADS).

Protection Priorities The vulnerability analysis under Annex E, OHS Spill Prevention and Response Plan, identifies intakes to Water Treatment Plants 1 and 2, Wheeler Wildlife Refuge, and the Tennessee River as being environmentally sensitive to oil spills and other pollution. These waterways, and the wetlands and shoreline associated with them, are regarded as the highest priority environmentally sensitive areas that could be affected by a spill from USAG-Redstone. Should a large spill enter these waterways, it could place at risk some socioeconomic and environmentally sensitive areas. For spills from USAG-Redstone threatening to impact outside the installation boundaries, the IRT and the primary spill response contractor should take immediate action to contain the spill. The USAG-Redstone Fire Department would initially employ containment measures at the likely points leading from USAG-Redstone. If spilled product cannot be contained at these points, the spill response contractor would establish multiple containment sites at other

Oil and Hazardous Substance Spill Prevention and Response Plan critical areas. Key to the success of a protection strategy is the early notification of the spill response contractor and notification of the potential booming requirements.
Recovery of Spills The USAG-Redstone Fire Department is trained to recover small fuel or hazardous material spills on the ground. Fuel that enters waterways and is confined by containment boom at the entry site will be recovered by trained and certified spill response contractor personnel only. In these circumstances, specialized spark free and explosion proof equipment must be used during the recovery operation.
Response Training, Equipment Testing and Deployment The USAG-Redstone Fire Department, the first responder to all spills on the installation, has personnel who are trained to deal with hazardous substance emergencies. All members of the IRT are trained on the execution of the USAG-Redstone Oil and Hazardous Substance Spill Prevention and Response Plan, following guidelines in the national Preparedness for Response Exercise Program (PREP). Additionally, these IRT members are trained annually at the awareness or operations level, as required by the Occupational Safety and Health Administration (OSHA).
The Fire Department and selected members of the IRT employ and test the items of spill response equipment stored at the installation when they participate in annual oil spill response simulation exercises (or actual spills). The IC/OSC can arrange for other heavy response equipment to be deployed within 45 minutes of notification during duty hours and within 2 hours, after duty hours.
Communications and Alarm Systems Communications at USAG-Redstone are extensive and allow the USAG-Redstone Fire Department, DES Law Enforcement and Installation Emergency Operations Center (IEOC) to be fully functional on a 24-hour basis as required. The Fire Department has multi-channel radio communications, augmented by cellular telephones, with backup telephone and radio systems at the fire station. The military police, IEOC, and Public Works have comparable emergency communication systems.

Evacuation Plan (See Annex C for Further Guidance) In the event that an evacuation beyond the immediate area is required because of a spill, DES-Law Enforcement, in coordination with the IC/OSC, will block roads leading to the spill site and re-route traffic to other locations on the installation. Non-essential personnel in the area of the spill site will be evacuated to a safe distance beyond the spill area.
If the general evacuation of military and civilian personnel is deemed necessary, the IC/OSC will direct that the IRT take all appropriate actions and, if required, coordinate USAG-Redstone's actions with those of any affected communities outside the installation's boundaries.
