W9124N20R0001 Offeror’s Questions and Government Response
27 March 2020
Technical Questions:
1. Can the government provide the number of Items ordered for QC review on the current contract?
GOVERNMENT RESPONSE:
ILR review: 1466 items from October 2019~March 2020.
QC and Corrections review: 597 passages from October 2019~March 2020.
2. PWS 1.4 Scope (QC Val document)--Are ILR review and QC and Corrections review done at the same time and under the same task order?
GOVERNMENT RESPONSE:
1) Depending on the delivery schedules and TLEs’ requests by Testing Production Division, ILR Review and QC Corrections Review can be conducted at the different times.
2) ILR review and QC corrections review are in the same Task Order.
3. PWS 1.6.2 Quality Assurance: If the deliverable is conditionally accepted or rejected, the Contractor shall have seven days to re-submit unless a different date is mutually established. -- How and where should this work be completed? Can you further explain the deliverable acceptance process?
GOVERNMENT RESPONSE:
Each reviewer is required to evaluate items/passages independently based on the Interagency Language Roundtable criteria and enter their rating and justifications into a report template provided by the contractor. The contractor should review and consolidate the reports from the reviewers and send a consolidated report to the Government once the daily ILR review sessions are completed. The consolidated reports from the contractor need to capture specific justifications and suggestions relevant to the ILR proficiency of any changes to the test item set (rendering, orientation, transcription, translation, written/audio passages, items, key/credit scheme and distractors) based on reviewers’ language expertise. The COR will review each report. If the reports are rejected due to lack of justifications and suggestions, the Contractor can have seven days to resubmit the reports to the Government. Reviewers are not required to return to DLI for any report corrections. Corrections can be made at the Contractor’s location and emailed to the COR within seven days.
