If boiler plant operations are in fact OWO's and not PMO's then are parts included for boiler plant operations under CLIN 0009? If not, please provide the annual cost of wood chips and other fuels, etc to operate the CEPs.
See Attachment 2 for the differences in OWO’s and PMO’s. Attachment 2, page 16 of 18 has been revised at Amendment 0002. Daily boiler plant operations and sewage plant operations are OWOs. These task examples were removed from the PMO list and added to the OWO list of examples.
The contractor shall provide all operating supplies, parts and materials for PMOs and OWOs.
There is no historical data for the wood chips costs for this requirement. In addition, the requirement to operate the government provided chipping and hauling assets to provide wood for the wood fired boilers is removed at Attachment 4, paragraph 2.7.3. Response has been revised after release of DRAFT Amendment 0002. CLIN 0003, 0003 AA, and 0003AB have been established to account for PMO costs ONLY. A separate OWO sub-CLIN has been added to account for some OWO work in Attachment 6 that does not fit under other CLS attachments/CLINs (Locksmith Shop and Self-Help). TE 9, Task Codes has been updated with correct information and is posted with Amendment 0002.
Attachment 20, Pricing and Staffing Matrix and Attachment 21, Staffing Matrix have been amended to account for additional sub-CLIN 0004 AH, Locksmith Shop and Self-Help Operations.
Reference CLIN 0003 says that the contractor is to provide all parts and materials for PMOs. However, the Army has indicated in attachment 2 on page 16 of 18 that sewer plant operations are part of PMO's. in Attachment 2 on page 6 of 18 it is stated that SOO is now OWOs and it indicates in this paragraph that sewer plant operations are OWO's. If sewer plant operations are in fact OWO's and not PMO's then are parts included for plant operations under CLIN 0009? If not, please provide the annual cost of chemicals, etc to operate the sewer plants and WWTPs.
See Attachment 2 for the differences in OWO’s and PMO’s. Attachment 2, page 16 of 18 has been revised at Amendment 0002. Daily boiler plant operations and sewage plant operations is an OWO. These task examples were removed from the PMO list and added to the OWO list of examples.
The contractor shall provide all operating supplies, parts and materials for PMOs and OWOs.
There is no historical data for WWTP chemicals. The WWTPs components sizes are provided in the TEs IOT calculate the annual chemical usage requirements and costs.

Reference RFP paragraph 2.2.2.2.5 And Attachment 1 paragraph 2.2.2.2.5. Are these items to be contractor furnished or Army furnished?
Contractor furnished.
Reference the GEFBS system. Will the Army provide training to our clerical staff on the GEFBS upon implementation or must our GEFBS PM Coordinator Lead be required to provide all training?
The government will provide the training.
Reference Attachment 1 paragraph 2.2.2.5.1 through 2.2.2.5.6. Are parts and materials paid upon purchase or upon use?

Is this electronic library already established or will the new contractor be required to copy all equipment manuals into an electronic format if the manufacturer does not have their manuals in electronic form?
There is currently not an electronic library. The contractor will only be required to start this database from the beginning of this contract, they will not be required to incorporate the existing manual data into the new database.
Many of the items referenced as a preventive maintenance task but no inventory was provided by the Army will be maintained via the DMO program. Does the current DMO list provided by the Army include these added DMO potential tasks?
Preventative Maintenance is done IAW the PMO program not on individual DMO’s. DMOs could also be issued for unscheduled repair on systems that are part of the PM program.

The Contractor will pay the costs to the Government approved lab, not directly to the government. These would only be for when the government requests additional samples other than those that would already be included in their water testing and treatment program. This has been rarely requested in the past.
75
Attachment 8
Reference Attachment 8 paragraph 2.11 says that the contractor will prepare the boilers for inspection. Will the actual annual inspection be the Army responsibility or the contractor responsibility?

Reference Attachment 8 paragraph 4.2. Will the Army provide us with the locations and numbers of individual chillers not located within the CEPs that must be inspected daily when in operation?
See TE’s E-8 and 9.
Reference Attachment 9 paragraph 2.2. This paragraph indicates that the contractor will actually operate the Laboratory at HAAF but, at FS the samples are sent out to Government designated laboratories. What will be the cost per sample or annual cost for this service be for the contractor?
The contractor is responsible for establishing their own lab for testing. The only time the government will request an independent lab for testing is when we will require additional testing above what is required in the permits. Hardly ever requested.

Vehicle and equipment costs are NOT authorized under CLIN 0009, ODC/Material estimate. This CLIN is for repair parts/materials for DMO work orders only.

Question: During the site visit, the COR mentioned 5 buildings that had a dedicated Maintenance Personnel station at these buildings. Is it the Government’s requirement to have one General Maintenance Worker located full time at each facility listed at paragraph 2.33?
The government doesn’t require one full time individual per facility. The intent is to have a dedicated individuals identified for these 5 buildings due to a higher volume of DMOs. The individual may be duel hatted based on work order volume. It will be up to the contractor to determine their staffing needs. This should be part of the Offeror’s DMO staffing solution.
