1.0 General Information.

1.1 Overview. The sanitary wastewater treatment and collection system delivers sanitary wastewater to the Sewage Treatment Plant (STP) by means of collection lines, sewer mains, and lift stations. The FS and HAAF wastewater systems consist of numerous wastewater treatment units with associated collection systems. All collection systems include, but are not limited to; all associated piping, pumps, valves, lift stations, controls, instrumentation, emergency backup systems, electrical, electronic and digital systems, phone dialers, switches, metering devices, sewage basins, alarms, wet and dry wells, motors, air compressors, filters and appurtenances. TE E-7 has a system description of the treatment systems. The Contractor’s responsibility in the housing area is limited to main lines and manholes.

1.2 Components. Sanitary wastewater treatment and collection system components include, but are not limited to: rotary fan press, clarifiers, sludge gates, drying beds, electrical, electronic, and digital systems and controls; level controls, control panels, phone dialers, switches, metering devices, sewage basins, alarms, lift stations, wet wells, dry wells, pumps, motors, air compressors, filters, piping, indicator lights, mounting hardware, meters, valves, and fittings, and laboratory equipment and components. See TE E-7 for a list of major components.

HAAF has one (1) return activated sludge sanitary wastewater treatment plant (WWTP), four (4) drying beds, rotary fan press, and numerous septic tank and leachfield systems located throughout the installation. The STP/WWTP utilizes aerated grit removal and a comminutor for pretreatment. Pretreatment is followed by primary sedimentation and secondary treatment utilizing the “Conventional Activated Sludge” process. The treatment plant was built in the 1940’s and has a design flow of 1.25 MGD. The average daily flow is approximately 0.3 MGD. Solids handling is by aerobic sludge digestion followed by running through Rotary Fan Press with drying beds used as a emergency backup. Final disposal is by land filling to the appropriate landfill.

FS wastewater treatment units include an Industrial Wastewater Treatment Plant (IWWTP), four (4) land application systems (LAS), an Industrial Waste Equalization/Holding Pond, and numerous septic tank and leachfield systems located throughout the installation. In addition, FS is responsible for its sanitary sewage collection system leading to a Privately Owned Treatment Works (POTW) which is ran by the City of Hinesville. Septic tank sludge is discharged to the POTW and requires coordination with the POTW Operators. Septic tanks are cleaned out by a separate contract but are maintained by this PWS. Septic tank sludge is discharged to the POTW, requiring coordination with POTW operators.

Refer to Master Plans Existing Condition Maps in the Technical Library, Bldg. 1021 at HAAF and Bldg. 1114 at FS for location of wastewater systems.
